From Community Policing And Crime Control To Security Policing And Citizen Control: Rural And Small-Town Policing In Post 9/11 America, Josh Yeager

Research is lacking on rural and small-town policing in the post 9/11 era. This is unfortunate in view of changing perceptions of threat and insecurity, the financial crisis of 2008 and curtailments placed on funding for rural and small-town police agencies. This thesis argues that the proliferation of homeland security resources and priorities has significantly shaped rural and small-town policing in recent years. Rural and small-town law enforcement agencies, often lagging behind in resources and funding as compared to their urban counterparts, have embraced homeland security agendas, priorities and technologies as a means of securing their financial goals and abilities. …

EKU-SAFE is a campus outreach violence prevention program funded through the Department of Justice. One aspect of the project was to design and implement Bystander Intervention Training for all first year students at Eastern Kentucky University, a regional university with an enrollment of 16,000 students. Literature in violence prevention with college campus populations indicates that significant behavior and personal accountability can arise from Bystander Intervention Training (Banyard, Plante, & Moynihan, 2004). School violence has become a focal point throughout the United States, sparked by violent mass killings at schools throughout the nation. In response to these horrific attacks, school officials, law enforcement, parents, and others have taken measures to improve school safety. One of the most substantial efforts includes the utilization of specially trained police officers (SROs) in our schools. Currently, there are approximately 230 SROs assigned to Kentucky schools (KASRO, 2013) and an estimated 20,000 SROs nationally (Myrstol, 2010). The criminal justice system often uses much force in its response to the homeless population. The homeless are often targeted and have their basic human dignities trampled as law enforcement destroys their property and jails them for activity essential for human existence as those activities are criminalized. With the negative perception held by much of the criminal justice system, no homeless person can receive impartial treatment at the hands of the criminal justice system. This ethnographic study researches the trends in the criminalization of the homeless by interviewing seven respondents for their experiences and observations.

This research attempted to determine whether current law enforcement officers with military experience felt that they were more prepared for their jobs in the agency than officers without military experience. Law enforcement officers from two police departments were selected to take a survey based on their military backgrounds. This survey was completed and the results were reviewed.

It was concluded that law enforcement officers with military experience felt that they were more prepared for the job and had an edge over other officers with no background in the military. In addition, officers with combat experience also felt that they had …

Risk To Public Safety Posed By Adjudicated Delinquent Juvenile Sex Offenders: Do They Really Need To Register, Donna Susan Mynatt

This study examined sexual and non-sexual recidivism among a sample of delinquent juvenile sexual offenders (JSOs) following commitment to a state juvenile correctional agency. Both juvenile and adult recidivism rates were studied. The results showed a low rate of sexual recidivism and a high rate of non-sexual recidivism across a 4-year follow-up period past age18. Logistic and linear regression identified 4 significant predictor variables of non-sexual recidivism. JSOs that were non-white, un-related to the victim in the initial offense, or used another location for the initial offense other than their own home, were significantly more likely to commit non-sexual recidivism. …

This study investigated the aviation screening process and sought to determine if the federalization of the screening process had any effect on the number of firearm confiscations at civilian aviation screening checkpoints. The hypothesis of the study was that airport screening firearms confiscations (per one million screenings) were lower before the U.S. government (TSA) took over screening in 2001-2002. This quantitative research required the performance of an interrupted time series analysis. A large body of research exists that examines the punitiveness of prison compared to a wide variety of alternative sanctions. Generally, this research finds that there are numerous demographic and contextual differences in the way that people experience the punitiveness of prison. In this paper, I expand that research by using data from over 900 inmates to examine whether they view military service as more punitive than incarceration.

The research suggests females, Blacks, and those who have not had prior military service are more likely to desire imprisonment as opposed to military service. However, Whites and veterans appear to embrace …

This study was designed to research current air medical risks and identify the extent of the risk from 2005 - 2011 by looking at NTSB data. Sixty-eight rotorcraft air medical incidents were discovered based on preset criteria, such as resulting injury or significant damage to aircraft, for severe air medical incidents. Six major concerns in air medical safety were researched in this study: day and nighttime incidents, takeoff/landing and in-flight incidents, Part 91 and Part 135 regulations, pilot hours, post-crash fire, and changing visual conditions. In the past few decades, there has been a proliferation of supermax prisons and units across the nation, reflecting the increased use of administrative, isolated segregation. This proliferation is embedded within a broader shift in society towards more punitive measures of disciplining those people convicted of criminal offenses. This research is a descriptive study of the prevalence of Identity Theft in the Commonwealth of Kentucky from 2004 to 2009 and the procedures used by the Kentucky State Police to deal with this crime. The data for this study is a combination of violation code use retrieved from Kentucky's Open Portal Solution (KYOPS) and complaint and case data retrieved from Computer Aided Dispatch (CAD). This research attempted to answer whether or not career and technical education (CTE) in a section of Kentucky's Appalachian Region was meeting the employment needs of local business and industry through appropriate program alignment and provision of 21st century soft skills. This study utilized a quantitative approach devoid of researcher invention. Job quotients were used as a measure of program alignment. Job quotients were calculated using the number of jobs available in particular labor markets as the numerator and the aggregate enrollment of respective CTE programs as the denominator.
