On June 23, 2022, the United States Supreme Court handed down its decision in New York State Rifle and Pistol Association, Inc. v. Bruen,1 which invalidated the “proper cause” requirement of New York’s “Sullivan Law,” its gun licensing statute. Reactions to this deci-sion were predictably mixed, largely drawn along the regular partisan lines.2 For those concerned about racial justice, this decision created an opportunity for honest dialogue about how to enhance public safety in a nondiscriminatory way while being consistent with the Supreme Court’s interpretation of the Second Amendment. The relationship between incarceration and poverty is circular, cyclical, and symbiotic – poverty is a cause of incarceration, and incarceration causes poverty. In the 1970’s and 1990’s, New York led the country in enacting draconian sentencing laws that required judges to sentence children and adults to longer periods of incarceration, while also reducing the ability of incarcerated people to earn time off of their sentences for participation in rehabilitative, vocational, and educational programming. For the past half century, these harsh sentencing laws have been the primary driver of mass incarceration in New York. As a result, generations of families with …

As a dominant economic powerhouse in Latin America, Brazil paradoxically exhibits profound socioeconomic divides and egregious rates of violence. This study seeks to illuminate the extent of the intricate relationship between Brazil's inherent inequalities and its propensity for violence by employing a combination of qualitative and quantitative methodologies. The study focuses on the years from 2002 to 2021, a period characterized by pivotal social, economic, and political transformations. Utilizing the United Nations definition of homicide as a primary measure of violence, I collected data from Brazilian health repositories for all 27 federative unit's annual reported number of homicides. Just last week, two construction workers were killed in the span of a few days on sites in the Bronx and Brooklyn.
According to data from the Laborers International Union of North America, there were 19 construction worker deaths in New York City this year - bringing the catastrophic number back up to its pre-pandemic levels.

Pretrial Consequences: The Impact Of New York State Bail Reforms On Racial And Ethnic Disparities In Pretrial Outcomes, Esther Laaninen

This study investigates the impact of New York’s 2020 Bail Reforms on racial and ethnic disparities in pretrial outcomes for New York State. 2019, 2020, and 2021 arraignment data from the Office of Court Administration Pretrial Release Datasets are used to determine whether racial and ethnic disparities for White Non Hispanic, Black Non Hispanic, Hispanic, and other race defendants narrowed after the implementation of the new law. The results from descriptive analysis, binary logistic regressions, and ANOVA tests suggest that racial-ethnic disparities have not abated, even though the proportion of defendants required to pay cash bail has sharply declined among …

Texas Governor Greg Abbott launched Operation Lone Star in March 2021 to respond to the “crisis” at the United States/Mexico border. While in the US immigration is usually thought of as a federal responsibility, different states have worked to expand their capacity to welcome or exclude immigrants. Operation Lone Star is an example of how one state is working to restrict immigration to the US and build notoriety for its republican governor. This dissertation used environmental theoretical frameworks to understand how public mass shooting incidents are impacted by aspects of the crime situation and opportunity. Predatory, public shootings perpetrated by individuals with evidence of mass intent were examined in the United States between 1966 and 2019. This project progressed in several distinct steps with discrete aims: (1) establish an open source database of public mass shooting incidents meeting definitional criteria; (2) perform statistical analysis, including latent class analysis, regression modeling, and structural equational modeling to assess research questions; and (3) perform comparative case studies and crime script analysis to assess situational crime …

Over the past several decades, high-profile police shootings, police brutality, and police misconduct have contributed to a decreased trust in policing in the United States. Beyond the severity and abuse of power, many of these incidents have also revealed that officers have covered up these incidents from the public. The refusal of police officers to both report misconduct or cover it up is well established and known as the “blue wall of silence.” However, no previous studies have examined the psychological processes behind this failure to report fellow officer misconduct. This study explores how sex workers in the United States are sexually victimized and potentially traumatized by sexual violence perpetrated by police officers, as well as the paradoxical implications of this violence. A qualitative meta-synthesis was conducted to examine and integrate qualitative literature pertaining to this phenomenon. 10 databases were used to execute the systematic literature search. Only studies that utilized qualitative methodologies, are published in peer-reviewed academic journals, and examined police-sex worker interactions were included. Breast cancer (BC) is the most common cancer in Korean American (KA) women. In view of its high prevalence in these women, their low screening rates, and the cultural influence of BC risk factors in their lifestyles, we developed a community-based culturally tailored BC prevention program, the Korean Breast Cancer Risk Reduction Program (KBCRRP). Guided by the PRECEDE-PROCEDE and health belief models, the KBCRRP was developed to achieve four goals: (1) healthy weight, (2) physically active lifestyle, (3) healthy diet, and (4) BC screening and adherence. A growing area of concern among prison reform advocates and human rights activists is the “greying prison population” or the continuous, unified growth in the number of older incarcerated individuals. Older individuals experience an accelerated aging process while incarcerated, but are less likely to reoffend upon release. This thesis centers policing ideology in higher education and the way it is constructed and fortified through criminal justice programs. In 1968, the Law Enforcement Education Program (LEEP) made funds available to police officers to attend college and awarded grants to universities to create criminal justice programs. The program effectively funneled federal money into the project of professionalizing the police and developed criminal justice as a field devoted to conducting crime research, as defined by the federal government. Scholars since Rusche (1978 [1933]) have tried to explain the observed relationship between changes in punishment patterns and changes in local labor markets, most recently framing the criminal justice system as a racialized labor market institution. In an era of bail and jail reform, this dissertation contributes to the literature on the causes and consequences of changes in one especially salient form of punishment, pretrial detention. In particular, it focuses on the macro relationship between pretrial detention and local labor markets. Research suggests that intellectual disabilities (ID) are prevalent among people who sexually offend. Those with ID may differ from their non-disabled counterparts with regard to risk factors associated with recidivism. Additionally, actuarial measures of risk, which are used to make determinations on sentencing and civil commitment, appear to differ in their predictive accuracy among individuals with and without ID. Despite this, little data exists on recidivism in this population, particularly among incarcerated individuals in the United States. The present study sought to compare individuals with and without ID on rates of re-offense, actuarial risk scores, and rates of civil commitment. …

The crime and justice field recently started to label a wide array of violence prevention strategies as Community Violence Interventions. Many of these strategies depend on law enforcement and social services, but the most innovative approaches are community-centered and community-sourced. They are grassroots efforts that rely on the resources of neighborhoods and residents themselves, operating separately from law enforcement and traditional human services. The community of Richmond Hill/Ozone Park, Queens, NY has been split into multiple zones and has needed rezoning for decades. The area consists of a range of people from different ethnic backgrounds, including Indo-Caribbean, South Asian, and Afro-Caribbean. Racial health disparities persist in this district, such as obesity, diabetes, and hypertension. This study investigated the relationship between right-winged beliefs and offenders diagnosed with mental illness.
