Recent natural hazards and resulting disasters in Puerto Rico have drawn attention to the social vulnerability of children in the archipelago. We created the Child Vulnerability Index (CVI) to identify the scale and patterns of child vulnerability in the archipelago, and provide insights to mitigate the effects that hazardous events may cause. The index was created using 2017-2021 American Community Survey (ACS) data pertaining to three broad themes: Personal characteristics of children, Characteristics of households with children, and Overall household characteristics for all Municipios, Barrios, and Census Tracts in Puerto Rico. This builds upon the initial report in the Data Collaborative for Justice's Bail Reform and Recidivism Series - Does New York's Bail Reform Law Impact Recidivism? A Quasi-Experimental Test in New York City. Using controlled-interrupted time series analysis (CITS), this follow-up study estimated effect of New York's initial reform on recidivism in New York City by comparing re-arrest rates between bail-ineligible versus bail-eligible offenses before and after the reforms.

Forensic science oversight in the U.S. largely relies upon voluntary third-party forensic laboratory accreditation programs. Without a national system of regulation and given the highly fragmented local systems of control, few forensic science service providers (FSSPs) are subject to regulatory oversight beyond their third-party accreditors. Texas is unique in its establishment of a robust statewide oversight system and a strong governmental culture of transparency, permitting this study of forensic quality management. The regression of rights for women and the LGBTQ community, as well as the freedoms of religious and ethnic minorities are coinciding with the global rise in populist authoritarianism. However, the link between misogyny, gendered narratives, and populist authoritarianism remains understudied and requires further elaboration. There can be no full investigation of modern populism, nor the political leaders who utilize it, without an understanding of the gender dynamics that permeate populist and authoritarian politics. I argue that misogyny is interwoven in populist authoritarianism, and that it is a defining characteristic observable in the ways in which leaders manipulate the emotions …

This capstone is a website designed to critique NYC Open Data reporting with respect to shootings through a series of visualizations and discoveries. The NYPD Shooting Incidents datasets (Historic and Year to Date) introduce themselves to the user by claiming to be a “list of every shooting incident that occurred in NYC.” The supplied documentation reveals that this is not the case.

A large body of research has been produced to explain global punitive trends in recent decades. Neoliberalism, an economic philosophy expressed by market deregulation, privatization, and the retrenchment of social supports, has been offered as an explanation for increases in cross-national punitiveness. According to neoliberal penality theory, neoliberalism has shifted principles guiding punishment practices and the treatment of offenders, which has resulted in harsher national responses to crime. However, many tenets of this theory have not yet been tested empirically. Purpose: Current evidence suggests volatile temperatures are becoming more common because of climate change and can be expected to become even more frequent in the future. By focusing on recent temperature variability, we attempt to estimate one important dimension of the impact of climate change on violent crime. We also explore whether sudden upward temperature anomalies have stronger positive impacts on violent crime in the coldest months of the year, as routine activities are likely to change more drastically during this period.

A Statewide Analysis Of The Impact Of Restitution And Fees On Juvenile Recidivism In Florida Across Race & Ethnicity, Alex R. Piquero, Michael T. Baglivio, Kevin T. Wolff

Whether the imposition of monetary sanctions is related to juvenile recidivism is explored overall and across race and ethnicity. Leveraging a statewide sample, logistic regression was used to predict fees and restitution assignment based on youth/case characteristics, hierarchical linear and logistic random-effects regression examined the association between neighborhood characteristics with fees and restitution, and propensity score matching examined whether fees and/or restitution are related to reoffending. No race/ethnic differences were found in the proportion of youth receiving court fees, yet when fees were administered both black and Hispanic youth received higher fees. In recent years, there has been a drastic increase in anti-Asian hate crimes in the United States, as well as news stories highlighting African Americans as perpetrators of anti-Asian hate crimes. As such, the paper focuses on how Asian Americans expect to be perceived by others, and how those expectations may change depending on the race (African American or White) and gender (male or female) of the conversation partner. From the 1870s to the eve of World War I, the United States government enacted a violent and repressive campaign against labor activists and political radicals to protect capitalist interests. The growing alliance between employers and the government threatened American democratic traditions and turned those who challenged the capitalist system into potential enemies of the state.

Previous research has examined negative public perceptions and attitudes towards sex offenders and, in turn, how sex offenders are punished. The present study aims to build on previous research by examining whether perceptions of sex offenders are impacted by the offender’s relationship to the victim, and how victim perpetrator relationship may impact sentencing. Survey data from n=119 participants was examined. Participants were randomly assigned to one of three relationship conditions (i.e., stranger, acquaintance, or spouse) which was manipulated within a mock article vignette describing a rape incident. Purpose
While the implementation of risk assessment has expanded, the extent to which there are different trajectories of risk/protective factors among adjudicated youth during supervision in the community remains unanswered. The goal of the current study is to identify the distinct trajectories in dynamic risk and protective factors among youth on probation and assess whether different patterns in risk over time are associated with continued offending.
Method
Group-based trajectory modeling is used to identify distinct trajectories across multiple domains of risk/need. The individual- and neighborhood-level factors associated with these trajectories are then explored, prior to examining their relationship to continued …

This data brief from the Research and Evaluation Center at John Jay College of Criminal Justice highlights recent trends in petit larceny in New York City, based on the latest police crime data. Thefts involving items valued under $1,000 have increased by 50% since 2006 and 29% since 2019. Between 2019 and 2022, incidents at major commercial retailers rose sharply by 53%, with drug stores and chain stores experiencing some of the most dramatic increases. While some types of petit larceny had been in decline prior to 2019, many surged again in the years following. These patterns suggest shifting dynamics …

Patrons of assembly spaces have a reasonable expectation of safe and healthy indoor environments, the subject of planned efforts to ensure safety from officials ranging from politicians to building inspectors. These efforts include inspecting building fitness, management and safety governance. A key component of guaranteeing safe assembly spaces is policy enforcement, an area overlapping inspections and governance. I trace the socio-historical pathway of the concept of the credible messenger and related youth anti-violence interventions from the 1930’s to a more radically imagined iteration by Eddie Ellis in the 1980s. The focus shifts to its present-day iterations as I review two widely adopted anti-violence programs. A new Department of Homeland Security (DHS) guideline issued with the intent of reducing case backlogs has led to the dismissal of many immigrants’ legal proceedings. Having their case dismissed has allowed those immigrants to stay within the United States essentially with no legal status. I argue in this paper that these changes have left many in a state that’s been termed liminal legality. Problem Statement: This study investigated risk factors commonly highlighted by prior studies and risk assessment tools (e.g., Violent Extremism Risk Assessment Version 2 (VERA-2) and Extremism Risk Guidance 22+ (ERG22+)). This dissertation uses data from the United States Extremist Crime Database (ECDB) to assess the nature of extremist violence between left-wing, far-right and al-Qaeda and associated movements (AQAM) inspired ideological fatal violence. In the United States, legal financial obligations (LFOs) include many types of monetary sanctions. For example, fines are tied to specific offenses and imposed at conviction and fees charge people for the “use” of courts, prisons, and other public services. With the rise of mass incarceration, millions of people across the U.S. owe billions of dollars in LFOs. We investigate why prior studies examining the effects of the Deferred Action for Childhood Arrivals (DACA) on undocumented youth’s college outcomes in the United States have yielded mixed findings. We draw on unique administrative data from the City University of New York (CUNY) at the time of DACA’s implementation and utilize difference-in-difference estimation to examine DACA’s effects on undocumented students’ college GPA and interruptions to their college progress. We find that DACA’s effects on the educational outcomes of undocumented students enrolled in college were heterogeneous: It had as negative effect on those who, prior to the policy, were academically high …

The Domestic Violence Survivors Justice Act And Criminalized Immigrant Survivors, Assia Serrano, Nathan Yaffe

This piece explores how New York’s Domestic Violence Survivors Justice Act (“DVSJA”), a law meant to grant freedom to criminalized survivors, plays out in practice for criminalized immigrant survivors. New York enacted the DVSJA to address the unjust, but common, harsh punishment of survivors for conduct that an abuser compels, coerces, or otherwise causes. When the court grants a survivor DVSJA relief, the material benefit is shortening that survivor’s sentence of incarceration.
However, for criminalized immigrant survivors, the DVSJA’s promise of freedom may amount to little more than a mirage because DVSJA relief does not expunge, vacate, or alter underlying …
