Background: Multiple myeloma (MM) is a genetically heterogeneous plasma cell malignancy with cytogenetic abnormalities influencing prognosis and treatment outcomes. Fluorescence in situ hybridization (FISH) is crucial for detecting clinically significant abnormalities, including IGH translocations and deletions (e.g., del(17p)), particularly in non-dividing plasma cells. However, cost and accessibility challenges limit comprehensive testing in resource-constrained settings like Thailand. Background: Limited evidence exists on differences in health-related quality of life (HRQOL) and its determinants between diabetic and non-diabetic hemodialysis patients in China. This comparative correlational study aimed to compare HRQOL and identify associated determinants among patients with and without diabetes in Xinxiang, China.
Methods: A total of 300 hemodialysis patients (150 diabetic, 150 non-diabetic) were recruited through convenience sampling. Data were collected using a personal information form, the Kidney Disease Quality of Life Short-Form (KDQOL-SF), the Treatment Adherence Scale for Maintenance Hemodialysis, and the Family Support Scale. Background: Village Health Volunteers (VHVs) play a vital role in community health; however, their psychological resilience remains underexplored. This study aimed to assess the resilience levels of VHVs in rural Thailand and evaluate the effectiveness of a resilience enhancement program.
Methods: This action research study was conducted between April and October 2022 with 476 VHVs, selected through stratified random sampling across two sub-districts and five villages per sub-district in Phayao Province. Background: The COVID-19 vaccine, including CoronaVac, is crucial in reducing severe infections and mortality due to COVID-19. However, variability in antibody responses across different populations remains a subject of investigation. This study aimed to evaluate the impact of age and BMI on Immunoglobulin G (IgG) antibody levels three months post-CoronaVac vaccination in a healthy Indonesian cohort.

Background: Pulse diagnosis in Thai Traditional Medicine (TTM) evaluates the balance of the Tri-Dhātu—Vata, Pitta, and Semha—and their interaction with innate body elements (Dhātu Chao Ruean; DCR). Despite its clinical significance, scientific evidence and quantitative tools remain limited. This study aimed to compare Tri-Dhātu pulse characteristics across different DCR types using expert assessment and the DMP-Life™ pulse diagnostic device.

Background: In the border trade communities of Mae Hong Son Province, Thailand, misinformation and fear surrounding COVID-19 led to increased discrimination.
Method: This study aims to: (1) examine the different forms of stigma, (2) understand how affected individuals manage and cope with stigma, and (3) investigate community-based interventions to reduce stigma in border regions. An interpretative paradigm was used in a qualitative research design. A total of 18 participants—including local traders, housewives facing mobility challenges, a community leader, and healthcare workers were interviewed semi-structurally from August to December 2022. This study aimed to develop and validate a classification system for dental patient safety incidents based on a 5-year case study at the Dental Hospital at Chulalongkorn University, Thailand.

Multimodal analgesia is widely encouraged for major survival surgery. This facilitates lower doses of individual drugs, thereby reducing side effects. Extended-release analgesics offer sustained analgesia coverage, prevent drug dosing nadirs, and reduce stress. Studies evaluating multimodal and extended-release analgesia combinations for major survival surgery in mice are limited. We compared the analgesic effect of bupivacaine and extended-release buprenorphine (Bupi-ER) to bupivacaine and buprenorphine HCl (Bupi-HCl). Mycoplasma gallisepticum (MG) and M. synoviae (MS) are important pathogens causing significant economic losses in poultry production. Disease prevention and control strategies include vaccination, antimicrobial therapy, and strict biosecurity measures. The present study provides, for the first time, both minimum inhibitory concentration (MIC) and minimum mycoplasmacidal concentration (MMC) values as antimicrobial susceptibility profiles of Thai MG and MS field isolates. African horse sickness (AHS) is caused by infection with the African horse sickness virus (AHSV). In March 2020, AHS was first reported in Thailand due to the importation of subclinically infected host animals, such as zebras. The objective of this study was to assess the impact of dietary 25-hydroxy vitamin D3 (25OHD3) supplementation during the late laying hens on egg quality, hen performance and bone computerized tomography (CT) scanning parameters. In total, 24,862 Hy-Line Brownmax hens of 61 weeks old were randomly divided into two groups: the control group (n = 12,368) received a diet containing vitamin D3 at 3,000 IU/kg, and the treatment group (n = 12,494) received a diet containing vitamin D3 at 1,500 IU/kg and 25OHD3 at 1,500 IU/kg. การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาประสิทธิภาพในการดูดซับตะกั่วและแคดเมียมจากน้ำเสีย โดยใช้กากสาคูเป็นวัสดุดูดซับ โดยศึกษาปัจจัยที่มีผลต่อการดูดซับโลหะหนักได้แก่ ขนาดอนุภาคของวัสดุดูดซับระดับพีเอชของน้ำเสีย ระยะเวลาที่การดูดซับเข้าสู่สมดุล และอุณหภูมิของน้ำเสีย ผลการศึกษาพบว่า ความสามารถในการดูดซับโลหะหนักเพิ่มขึ้นเมื่อขนาดอนุภาคของวัสดุดูดซับลดลง ระดับพีเอชของน้ำเสีย ระยะเวลาที่การดูดซับเข้าสู่สมดุล และอุณหภูมิของน้ำเสียที่เหมาะสมต่อการดูดซับตะกั่วด้วยกากสาคูคือ 4.0 (พีเอช) 24 (ชั่วโมง) และอุณหภูมิห้อง (องศาเซลเชียส) ตามลำดับสำหรับแคดเมียมคือ 6.0 (พีเอช) 12 (ชั่วโมง) และอุณหภูมิห้อง (องศาเซลเชียส) ตามลำดับ เมื่อนำสภาวะที่เหมาะสมจากการวิจัยมาหาค่าความสามารถสูงสุดในการดูดขับตะกั่ว และแคดเมียมด้วยวิธีแบบถังแช่และแบบต่อเนื่องโดยใช้สมการ ไอโซเทอร์มของฟรุนดลิช พบว่ากากสาคูดูดซับตะกั่วและแคดเมียมได้สูงสุดเท่ากับ 0.95, 1.36, 1.92 และ 6.98 มิลลิกรัมต่อกรัม ตามลำดับ

โครงการสำรวจความหลากหลายทางชีวภาพของสังคมพืช บริเวณสถานีวิจัยสิงแวดล้อมสะแกราช จังหวัดนครราชสีมา ได้ทำการศึกษารายละเอียดของความหลากหลายทางชีวภาพของสังคมพืชในปาดิบแล้ง และปาเต็งรัง ด้วยข้อมูลทุติยภูมิ เช่น รายงานการวิจัยอื่น ๆ ที่เกี่ยวข้อง และการสำรวจ การรวบรวม และ เก็บข้อมูลภาคสนาม เพื่อนำมาซึ่งการวิเคราะห์ดรรชนีความหลากหลายทางสถิติด้วยระบบคอมพิวเตอร์และ เปรียบเทียบข้อมูลกับพื้นที่ศึกษาอื่นที่มีความสำคัญและ/หรือพื้นที่คุ้มครองอื่น ๆ การศึกษาครั้งนี้พบว่า สถานี วิจัยสิ่งแวดล้อมสะแกราช หรือแหล่งสงวนชีวมณฑล ประกอบด้วยความหลากหลายทางชีวภาพมากมาย ควรที่จะได้รับการอนุรักษ์พื้นที่ศึกษาตั้งอยู่ในเขตอำเภอวังนำเขียว จังหวัดนครราชสีมา มีเนื้อที่ประมาณ 80 ตารางกิโลเมตร โดยมีสภาพป่าธรรมชาติที่มีลักษณะเด่นคงอยู่ในสภาพดีและสมบูรณ์ ซึ่งผลการศึกษาพบว่า พื้นที่ป่าดิบแล้งมีความหนาแน่นเท่ากับ 744 ต้นต่อเฮกแตร์ มีชนิดพันธุ์ไม้ 136 ชนิด (สำหรับไม้ที่มีขนาด เส้นผ่าศูนย์กลางระดับเพียงอกตั้งแต่ 10 เซนติเมตรขึ้นไป) โดยพบตะเคียนหินมีความหนาแน่นมากที่สุด และ พบกระเบากลักมีความถี่สูงหรือมีการกระจายตัวโดยทั่วพื้นที่ และไทรมีความเด่นสูงสุด และหากพิจารณาค่าดรรชนีความสำคัญของไม้ในป่าดิบแล้งพบว่า กระเบากลัก กัดลิ้น และตะเคียนหินเป็นพันธุ์ไม้ที่มีความ สำคัญที่สุดที่จะทำให้ระบบนิเวศของป่าดิบแล้งดีขึ้นหรือกล่าวไล้ว่าเป็นพันธุ์ไม้ที่เด่น และมีความสำคัญมาก สำหรับพื้นที่ป่าเต็งรังพบว่า มีความหนาแน่น 563 ต้นต่อเฮกแตร์มีจำนวนชนิดพันธุ์ไม้ 83 ชนิด (สำหรับไม้ ที่มีขนาดเส้นผ่าศูนย์กลางระดับเพียงอกตั้งแต่ 10 เซนติเมตรขึ้นไป) โดยพบว่า ต้นเต็งและรังมีความหนาแน่นสูงสุด ส่วนประดู่มีการกระจายตัวโดยทั่วพื้นที่ และต้นสองสลึงมีความเด่นในพื้นที่ป่าเต็งรัง ซึ่งแสดงให้เห็นว่าพันธุ์ไม้ ที่มีความเด่น และสำคัญในพื้นที่ปาเต็งรัง ได้แก่ ล้นเต็ง รัง และประดู่ สำหรับความหลากหลายทางชีวภาพ พิจารณาค่าดรรชนีโดย Shonnon-Weaver index (H) พบว่า ป่าดิบแล้งมีค่าเท่ากับ 5.322 ป่าเต็งรังมีค่า เท่ากับ 4.321 ซึ่งการศึกษาครั้งนี้สำรวจพบชนิดพันธุ์ไม้ในป่าดิบแล้งและป่าเต็งรัง รวมทั้งสิ้น 357 ชนิด (สำหรับไม้ทุกขนาด) โดยจำแนกเป็นพันธุ์ไม้ในป่าดิบแล้ง 66 วงศ์ 233 ชนิด ป่าเต็งรัง 53 วงศ์ 124 ชนิดเป็น ชนิดพันธุ์ไม้หวงห้ามธรรมดา 97 ชนิด และชนิดพันธุ์ไม้หวงห้ามพิเศษ …

บทความนี้ชี้ให้เห็นถึงการมีส่วนร่วมของประชาชนด้านสิ่งแวดล้อมในโครงการพัฒนาว่า ปัจจุบัน แม้ประเทศไทยมีกฎหมายที่ให้สิทธิประชาชนเข้าถึงข้อมูลได้ แต่ก็ยังมีอุปสรรคที่ทำให้ประชาชนไม่สามารถ เข้าถึงข้อมูลได้ รวมถึงข้อจำกัดทางด้านกฎหมายจึงทำให้ประชาชนมีส่วนร่วมได้ในโครงการศึกษาผลกระทบสิ่งแวดล้อม โดยร่วมรับรู้ข้อมูล ร่วมให้ข้อคิดเห็น หรือร่วมให้คำปรึกษาเท่านั้น ส่วนการตรวจสอบข้อมูล เพื่อนำไปสู่กระบวนการตัดสินใจร่วมกันนั้นจำเป็นต้องปรับปรุงกลไกที่มีอยู่เพื่อเสริมสร้างกระบวนการมีส่วนร่วมของประชาชนให้เกิดขึ้นอย่างแท้จริง

งานวิจัยนี้เป็นการศึกษาประสิทธิภาพการรีดน้ำของตะกอนน้ำเสียชุมชนโดยใช้กระบวนการแอดวานซ์ออกซิเดชั่น 2 วิธีซึ่งได้แก่ การเติมสารเคมีของเฟนตันและการใช้แสงอัลตร้าไวโอเลตร่วมกับไฮโดรเจนเปอร์ออกไซด์ ดัชนีที่ใช้วัดประสิทธิภาพการรีดน้ำของตะกอนได้แก่ ค่าความต้านทานจำเพาะของตะกอน และปริมาณน้ำในตะกอนที่ถูกรีดออก การทดลองได้กำหนดปัจจัยที่คาดว่าจะมีอิทธิพลต่อประสิทธิภาพการรีดน้ำของตะกอนเพื่อศึกษาหาสภาวะที่เหมาะสมที่สุด สำหรับวิธีการเติมสารเคมีของเฟนตันปัจจัยดังกล่าวได้แก่ อัตราส่วนความเข้มข้นของเฟอรัสไอออนต่อไฮโดรเจนเปอร์ออกไซด์ (Fe2+:H2O2) ค่าพีเอช และเวลาในการทำปฏิกิริยา สำหรับวิธีการใช้แสงอัลตราไวโอเลตร่วมกับไฮโดรเจนเปอร์ออกไซด์ปัจจัยดังกล่าวได้แก่ ค่าพีเอช เวลาในการทำปฏิกิริยา และปริมาณไฮโดรเจนเปอร์ออกไซด์ผลการศึกษาสำหรับวิธี การเติมสารเคมีของเฟนตันพบว่าที่อัตราส่วนความเข้มข้น Fe2+:H2O2 เท่ากับ 2:1 ค่าพีเอชในช่วง 3-5 และ เวลาในการทำปฏิกิริยาเท่ากับ 10 นาทีจะให้ค่าประสิทธิภาพการรีดน้ำที่เหมาะสมที่สุด ส่วนผลของวิธีการ ใช้แสงอัลตราไวโอเลตร่วมกับไฮโดรเจนเปอร์ออกไซด์ระบุว่าที่ปริมาณไฮโดรเจนเปอร์ออกไซด์เท่ากับ 100% ซีโอดีโดยน้ำหนัก ค่าพีเอชในช่วง 3-5 และเวลาในการทำปฏิกิริยาเท่ากับ 30 นาทีมีประสิทธิภาพในการ รีดน้ำดีที่สุด เมื่อเปรียบเทียบประสิทธิภาพของทั้งสองวิธีที่ปริมาณไฮโดรเจนเปอร์ออกไซด์เท่ากันพบว่าที่พีเอชในช่วง 3-5 ทั้งสองวิธีให้ประสิทธิภาพการรีดน้ำดีที่สุดโดยวิธีเติมสารเคมีของเฟนตันมีประสิทธิภาพสูงกว่า และเมื่อค่าพีเอชเพิ่มขึ้นกลับพบว่าตะกอนที่ผ่านวิธีการใช้แสงยูวีร่วมกับไฮโดรเจนเปอร์ออกไซด์มี แนวโนัมที่จะสามารถรีดน้ำได้ดีกว่าวิธีเติมสารเคมีของเฟนตัน

การศึกษาการใช้ปุ๋ยและสารเคมีกำจัดศัตรูพืชของสนามกอล์ฟโดยการสัมภาษณ์ผู้ดูแลสนามพบว่า สนามกอล์ฟในส่วนงานราชการ มีการใช้ปุ๋ยอินทรีย์เพื่อลดค่าใช้จ่ายในการดูแลสนาม ส่วนใน สนามกอล์ฟของเอกชนที่ต้องการเน้นให้เห็นความสวยงามของสนามหญ้าส่วนมากมีการนำปุ๋ยเคมีซึ่งมีราคาแพงมาใช้ โดยเน้นการใช้ที่กรีนเป็นหลักเนื่องจากเป็นจุดสำคัญที่สุดของสนามกอล์ฟ การเลือกประเภทของปุ๋ยเคมีมีความแตกต่างกันไปตามพื้นที่ของสนาม ฤดูกาล และประเภทของหญ้า ส่วนวิธีการกำจัดศัตรูพืชที่สนามกอล์ฟส่วนใหญ่นำมาใช้ คือ การใช้สารเคมี ซึ่งจะใช้เฉพาะจุดที่มีความสำคัญ เช่น กรีน ส่วนในบริเวณอื่นๆจะให้ความสำคัญน้อยลงเช่น แฟร์เวย์ ราฟ การใช้สารเคมีกำจัดศัตรูพืชในสนามกอล์ฟ มีแนวการใช้แยกเป็น 2 ประเภท คือ เพื่อป้องกันศัตรูพืช และเพื่อกำจัดศัตรูพืชเมื่อเกิดการระบาดขึ้นแล้ว นอกจากนี้ยังได้มีการนำวิธีทางชีวภาพเช้ามาใช้สำหรับกำจัดแมลงในสนามหญ้า แนวทางการจัดการการใช้ ปุ๋ยและสารกำจัดศัตรูพืชของสนามกอล์ฟ ได้แก่ การใช้ปุ๋ยอินทรีย์ทั้งนี้เพื่อทำให้ดินอยู่ในสภาพดีเหมาะกับการเจริญของจุลินทรีย์ สัตว์ในดิน พร้อมทั้งการทำเกษตรกรรม ซึ่งจะช่วยปรับระบบนิเวศภายในสนามทำให้ศัตรูพืชลดลง การใช้หญ้าพันธุ์พื้นเมือง การใช้สารเคมีเฉพาะพื้นที่ประกอบกับความเชี่ยวชาญของผู้ดูแลสนามจะทำให้ปริมาณสารเคมีที่ใช้ลดลง การกำจัดศัตรูพืชแบบธรรมชาติกิเป็นอิกวิธีหนึ่งซึ่งจะช่วยลด การใช้สารเคมีและค่าใช้จ่ายการดูแลสนามให้ลดลง
การสร้างคู่มือ เรื่อง การมีส่วนร่วมจัดการขยะชุมชน สำหรับนักเรียนระดับมัธยมศึกษาตอนต้น (The Development Of Soild Waste Management Participation Manual For Lower Secondary Education Students), ระเบียบ ภูผา

การศึกษาครั้งนี้ มีวัตถุประสงค์เพื่อสร้างคู่มือ เรื่อง การมีส่วนร่วมจัดการขยะชุมชน สำหรับนักเรียน ระดับมัธยมศึกษาตอนต้น และศึกษาผลสัมฤทธิ์ทางการเรียน ความตระหนัก พฤติกรรมการมีส่วนร่วมจัดการขยะชุมชน และความสัมพันธ์ระหว่างความรู้ที่ได้รับกับพฤติกรรมการมีส่วนร่วมจัดการขยะชุมชนของนักเรียน วิธีการดำเนินการวิจัยมี 3 ขั้นตอน คือ ขั้นตอนที่ 1 การสร้างคู่มีอ เรื่อง การมีส่วนร่วมจัดการ ขยะชุมชน ประกอบด้วยความคิดรวบยอด จุดประสงค์การเรียนรู้ การกำหนดรูปเล่ม และนำไปให้ผู้เชี่ยวชาญตรวจสอบและประเมิน พร้อมทั้งปรับปรุงแก้ไข ขั้นตอนที่ 2 การพัฒนาคุณภาพของคู่มือโดยทดลอง 2 ครั้ง ครั้งที่ 1 จำนวน 3 คน และ 30 คน ตามลำดับ ขั้นตอนที่ 3 การนำคู่มือไปใช้จริงกับกลุ่มตัวอย่าง การสุ่มตัวอย่างใช้วิธีการสุ่มหลายขั้นตอน คือ เลือกโรงเรียนแบบเจาะจง (Purposive Sampling) โรงเรียน วัดเขมาภิรตาราม แล้วสุ่มห้องเรียนจากชั้นมัธยมศึกษาปีที่ 2 จำนวน 7 ห้องเรียน จำนวน 50 คน ทำการทดลองวัดผลสัมฤทธิ์ทางการเรียน และประเมินค่าความตระหนักและพฤติกรรมการมีส่วนร่วมจัดการขยะชุมชนก่อนและหลังการทดลอง (The Pre-test and Post-test Control Group Design) และ วิเคราะห์ข้อมูลโดยใช้ ค่าสถิติร้อยละ มัชฌิมเลขคณิต เบี่ยงเบนมาตรฐาน สถิติ t-test และสัมประสิทธิ์สหสัมพันธ์แบบเพียร์สัน
ผลการศึกษาพบว่า เมื่อเปรียบเทียบคะแนนเฉลี่ยผลสัมฤทธิ์ทางการเรียน ค่าความตระหนัก และ พฤติกรรมการมีส่วนร่วมจัดการขยะชุมชนของนักเรียนระดับมัธยมศึกษาตอนต้นหลังการอ่านคู่มือ มีคะแนนเฉลี่ยผลสัมฤทธิ์ทางการเรียน ค่าความตระหนัก และพฤติกรรมการมีส่วนร่วมสูงกว่า ก่อนการอ่าน คู่มืออย่างมีนัยสำคัญทางสถิติ และพบว่าความรู้และพฤติกรรมการมีส่วนร่วมจัดการขยะชุมชนของนักเรียนระดับมัธยมศึกษาตอนต้นไม่มีความสัมพันธ์กันอย่างมีนัยสำคัญทางสถิติ

บทความนี้มีวัตถุประสงค์เพื่อศึกษาประสบการณ์ของระบบกฎหมายฝรั่งเศสในการจัดกลุ่มกฎหมายที่มีคุณค่าในระดับรัฐธรรมนูญ โดยอาศัยคณะตุลาการรัฐธรรมนูญเป็นองคาพยพในการจัดกลุ่มและพัฒนาหลักการทางรัฐธรรมนูญที่มีความเป็นพลวัตให้เกิดความชัดเจนภายใต้ทฤษฎีการจัดลำดับศักดิ์ของกฎหมาย โดยผลการศึกษาพบว่า คณะตุลาการรัฐธรรมนูญได้อาศัยบทบัญญัติของรัฐธรรมนูญแห่งสาธารณรัฐฝรั่งเศส ค.ศ. 1958 ที่กำหนดให้คำวินิจฉัยของคณะตุลาการรัฐธรรมนูญมีผลผูกพันทุกองค์กรมาใช้ในการพัฒนากลุ่มกฎหมายที่มีคุณค่าในระดับรัฐธรรมนูญ โดยการวินิจฉัยให้เอกสารทางกฎหมายอื่น ๆ ถือเป็นส่วนหนึ่งของกลุ่มกฎหมายที่มีคุณค่าในระดับรัฐธรรมนูญ ซึ่งประสบการณ์ดังกล่าวสามารถนำมาปรับใช้กับระบบกฎหมายไทยได้ในกรณีที่ต้องมีการตีความเอกสารทางกฎหมายที่มีมาก่อนการประกาศใช้รัฐธรรมนูญให้มีสถานะดังเช่นรัฐธรรมนูญ รวมถึงการตีความหลักการทางกฎหมายที่เคยปรากฏในรัฐธรรมนูญฉบับก่อนแต่ไม่ปรากฏในรัฐธรรมนูญฉบับปัจจุบัน

ความตกลงที่ครอบคลุมและก้าวหน้าสำหรับหุ้นส่วนทางเศรษฐกิจภาคพื้นแปซิฟิก (Comprehensive and Progressive Agreement for Trans-Pacific Partnership: CPTPP) กำหนดนิยามของสินค้าใช้แล้วที่ผ่านกระบวนการผลิตซ้ำ ว่าเป็นสินค้าที่มีส่วนประกอบของวัสดุเดิมที่มีการนำมาปรับแก้บางส่วนหรือทั้งหมด ทั้งมีอายุการใช้งานเท่าสินค้าใหม่และสามารถใช้งานได้เหมือนกับหรือใกล้เคียงกับสินค้าใหม่ และมีการรับประกันจากโรงงานเช่นเดียวกับสินค้าใหม่ อย่างไรก็ดี CPTPP ได้กำหนดห้ามมิให้ประเทศสมาชิกเลือกปฏิบัติต่อสินค้าดังกล่าว ซึ่งกฎหมายเกี่ยวกับเครื่องมือแพทย์มิได้กำหนดหลักเกณฑ์เกี่ยวกับเครื่องมือแพทย์ลักษณะดังกล่าวไว้ ดังนั้น หากประเทศไทยเข้าร่วมเป็นสมาชิกเป็นข้อผูกพันจะต้องยอมรับเครื่องมือแพทย์ใช้แล้วที่ผ่านกระบวนการผลิตซ้ำ ก็จำเป็นต้องพิจารณาตัวอย่างการกำกับดูแลเครื่องมือแพทย์ของต่างประเทศประกอบกับการบริหารจัดการความเสี่ยง ไม่ว่าจะเป็นความเสี่ยงต่อผู้รับบริการสาธารณสุข บุคลากรด้านสาธารณสุข ผู้ใช้แรงงานในอุตสาหกรรมการผลิตเครื่องมือแพทย์ ตลอดจนความเสี่ยงด้านสิ่งแวดล้อม ทั้งนี้ เพื่อจัดทำมาตรการทางกฎหมายในการกำกับดูแลเครื่องมือแพทย์ใช้แล้วที่ผ่านกระบวนการผลิตในประเทศไทยตั้งแต่ขั้นตอนการผลิตก่อนออกสู่ตลาด ระบบเฝ้าระวังและการติดตามตรวจสอบ รวมทั้งการจัดการขยะเครื่องมือแพทย์ที่เหมาะสม

หลักหน่วยทางเศรษฐกิจเดียวกัน ซึ่งได้รับการพัฒนาขึ้นโดยศาลสหภาพยุโรป เป็นหลักที่เอื้ออำนวยให้ผู้ใช้กฎหมายแข่งขันทางการค้าสามารถพิจารณาความเป็นผู้ประกอบธุรกิจและวินิจฉัยคดีที่เกี่ยวข้องกับกฎหมายแข่งขันทางการค้าได้อย่างสอดคล้องกับความเป็นจริงทางเศรษฐกิจ อย่างไรก็ดี วิจัยฉบับนี้พบว่า พระราชบัญญัติการแข่งขันทางการค้า พ.ศ. 2560 มิได้ให้การยอมรับหลักหน่วยทางเศรษฐกิจเดียวกันในฐานะหลักในการพิจารณาความเป็นผู้ประกอบธุรกิจ ด้วยเหตุนี้เอง จึงมีความจำเป็นที่จะต้องแก้ไขนิยามของผู้ประกอบธุรกิจตามพระราชบัญญัติฉบับดังกล่าว เพื่อให้เกิดการยอมรับหลักหน่วยทางเศรษฐกิจเดียวกันอย่างถูกต้องและเหมาะสม

หลักเกณฑ์ในการพิจารณาความรับผิดทางอาญาของผู้กระทำความผิดที่มีสภาวะจิตผิดปกตินับเป็นปัญหาสำหรับศาลและนักกฎหมายมาช้านานในอดีต เนื่องจากผู้กระทำความผิดบางรายอาจกระทำความผิดไปโดยไม่รู้สึกตัว เพราะมีสาเหตุมาจากความบกพร่องทางประสาท สมอง จิตใจ อารมณ์และความเครียด ซึ่งความผิดปกติทางจิตขนาดใดจึงจะนำมาพิจารณาว่าผู้นั้นไม่มีความผิด หรือมีความผิดแต่ควรยกเว้นโทษหรือลดโทษนี้ ศาลของประเทศอังกฤษได้วางหลักสำคัญไว้ในการพิจารณาคดี McNaghten’s (1843) ว่าต้องสันนิษฐานไว้ก่อนว่ามนุษย์ทุกคนมีจิตปกติ เว้นแต่จะมีข้อสันนิษฐานซึ่งสามารถพิสูจน์ได้ว่าขณะกระทำความผิดจำเลยได้รับความเจ็บปวดจากโรคทางจิตจนไม่ทราบเนื้อหาและสาระสำคัญของการกระทำ กล่าวคือไม่สามารถรู้ได้ว่าสิ่งนั้นถูกหรือผิด หลักเกณฑ์ดังกล่าวนี้ได้ถูกนำไปใช้อย่างแพร่หลายทั้งในสหรัฐอเมริกาและประเทศในภูมิภาคยุโรป ซึ่งนำไปสู่การตัดสินว่าจำเลยไม่มีความผิดโดยศาลจะมีคำสั่งให้ควบคุมตัวจำเลยไปรับการบำบัดรักษาที่สถานพยาบาล สำหรับการพิจารณาถึงความรับผิดของผู้ที่มีจิตบกพร่อง โรคจิต หรือจิตฟั่นเฟือน ตามแนวทางในการพิจารณาคดีของศาลนั้นหากผู้กระทำไม่รู้สำนึกของการกระทำย่อมไม่มีความผิดตามประมวลกฎหมายอาญา มาตรา 59 ถ้าหากผู้กระทำรู้สำนึกแต่ไม่สามารถรู้ผิดชอบ หรือไม่สามารถบังคับตนเองได้ถือเป็นเหตุยกเว้นโทษ และถ้าผู้กระทำความผิดยังสามารถรู้ผิดชอบอยู่บ้าง หรือยังสามารถบังคับตนเองได้บ้าง ผู้นั้นต้องรับโทษสำหรับความผิดนั้น โดยศาลจะลงโทษน้อยกว่าที่กฎหมายกำหนดไว้สำหรับความผิดนั้นเพียงใดก็ได้ตามมาตรา 65 ซึ่งจะเห็นได้ว่าในกรณีที่ศาลตัดสินว่าจำเลยไม่มีความผิดนี้อาศัยความตามมาตรา 59 ถือว่าผู้กระทำความผิดไม่รู้สำนึกซึ่งใช้หลักเกณฑ์เดียวกับบุคคลทั่วไปซึ่งหากไม่รู้สำนึกในการกระทำก็ย่อมไม่มีความผิด ดังปรากฏตามคำพิพากษาฎีกาที่ 8743/2544 คำพิพากษาฎีกาที่ 2590/2562 แต่สำหรับผู้กระทำความผิดที่มีจิตบกพร่อง โรคจิต หรือจิตฟั่นเฟือนนั้นได้กระทำความผิดไปโดยไม่รู้ถึง “สภาพ” และ “สาระสำคัญ” ของการกระทำจึงควรบัญญัติแยกไว้เป็นอีกมาตราหนึ่งให้ผู้นั้นไม่มีความผิดและหากผลของการกระทำความผิดมีความร้ายแรงต่อชีวิต ร่างกายหรือทรัพย์สินของผู้อื่นก็ควรให้เป็นดุลพินิจของศาลในการมีคำสั่งให้ส่งตัวผู้นั้นเข้ารับการบำบัดรักษาในสถานพยาบาลได้เช่นเดียวกับที่บัญญัติความไว้ใน มาตรา 48 นอกจากนี้ หากผู้กระทำความผิดยังสามารถรู้ผิดชอบหรือยังสามารถบังคับตนเองได้บ้างก็ควรมีเกณฑ์ลดโทษตามความร้ายแรงของการกระทำความผิดดังเช่นหลักเกณฑ์ตามประมวลกฎหมายอาญาของสาธารณรัฐฝรั่งเศสเพื่อให้เกิดความเป็นธรรมต่อผู้เสียหาย ทั้งยังควรนำวิธีการคุมประพฤติมาใช้บังคับหลังจากที่จำเลยพ้นโทษในกรณีที่ผู้นั้นได้กระทำความผิดร้ายแรงดังเช่น สาธารณรัฐฝรั่งเศสและประเทศอังกฤษ เพื่อป้องกันมิให้ผู้นั้นกลับมากระทำความผิดซ้ำขึ้นอีก

บทความวิชาการนี้มุ่งเน้นศึกษาบทบาทของศาลกฎหมายทะเลระหว่างประเทศในการให้ความเห็นแนะนำเกี่ยวกับการเปลี่ยนแปลงสภาพภูมิอากาศ โดยเป็นการวิเคราะห์สาระสำคัญของความเห็นแนะนำ Request for an Advisory Opinion submitted by the Commission of Small Island States on Climate Change and International Law (Request for Advisory Opinion submitted to the Tribunal) Case No.31 และวิเคราะห์และสังเคราะห์ผลประโยชน์ที่ประเทศไทยในฐานะรัฐภาคีของอนุสัญญาสหประชาชาติว่าด้วยกฎหมายทะเล ค.ศ. 1982 จะได้รับจากความเห็นของศาล โดยผลการศึกษาพบว่าประเทศไทยจะได้รับผลประโยชน์ทั้ง 2 ด้าน คือ 1. ผลประโยชน์ในแง่กระบวนการพิจารณาของศาล และ 2. ผลประโยชน์เกี่ยวกับการออกนโยบายและมาตรการเกี่ยวกับการป้องกัน ลด และควบคุมภาวะมลพิษของสิ่งแวดล้อมทางทะเลและการปกป้องและรักษาสิ่งแวดล้อมทางทะเลจากการเปลี่ยนแปลงสภาพภูมิอากาศ

อำนาจของผู้จัดการมรดกตามกฎเกณฑ์ว่าด้วยการขัดกันแห่งกฎหมายเป็นเรื่องที่มีความสำคัญ โดยเฉพาะอย่างยิ่งในสภาพการณ์ปัจจุบันที่โลกได้ก้าวเข้าสู่ยุคแห่งความไร้พรมแดนจึงอาจทำให้ทรัพย์สินของเจ้ามรดกกระจัดกระจายอยู่ได้ในหลายประเทศ การที่จะพิจารณาว่ากฎหมายของประเทศใดเป็นกฎหมายที่ใช้บังคับกับนิติสัมพันธ์ในเรื่องอำนาจของผู้จัดการมรดกนั้นย่อมเป็นหน้าที่ของกฎเกณฑ์ว่าด้วยการขัดกันแห่งกฎหมาย สำหรับระบบกฎหมายขัดกันว่าด้วยอำนาจของผู้จัดการมรดกนั้นอาจแบ่งได้เป็น 2 ระบบ กล่าวคือ ระบบที่แยกเรื่องผู้จัดการมรดกออกจากเรื่องทรัพย์มรดก และระบบที่ไม่แยกเรื่องผู้จัดการมรดกออกจากเรื่องทรัพย์มรดก ในขณะที่เมื่อพิจารณาถึงกฎเกณฑ์ว่าด้วยการขัดกันแห่งกฎหมายนั้น กฎหมายขัดกันของแต่ละประเทศได้ให้การยอมรับจุดเกาะเกี่ยวในการค้นหากฎหมายที่ใช้บังคับกับเรื่องอำนาจของผู้จัดการมรดกไว้แตกต่างกัน โดยกฎหมายขัดกันของอังกฤษได้อาศัยกฎหมายภายในกำหนดถึงอำนาจของผู้จัดการมรดก ในขณะที่กฎหมายขัดกันของประเทศจีนได้อาศัยกฎหมายแห่งถิ่นที่ทรัพย์นั้นตั้งอยู่เป็นจุดเกาะเกี่ยวส่วนภายใต้ระบบกฎหมายขัดกันของไทยนั้นไม่ได้มีการกำหนดกฎเกณฑ์ในการเลือกกฎหมายเพื่อใช้บังคับกับเรื่องอำนาจของผู้จัดการมรดกไว้เป็นการเฉพาะ จึงต้องใช้กลไกการอุดช่องว่างของกฎหมายตามมาตรา 3 พระราชบัญญัติว่าด้วยการขัดกันแห่งกฎหมาย พุทธศักราช 2481 ซึ่งกำหนดให้ใช้กฎเกณฑ์ทั่วไปแห่งกฎหมายระหว่างประเทศแผนกคดีบุคคลบังคับ

Background: Jatropha podagrica has been traditionally used to treat skin infections and promote wound healing. However, there is currently no scientific research validating its antimicrobial or wound-healing properties.
Objectives: This study aimed to evaluate the antimicrobial and wound-healing activities of various extracts from all parts of J. podagrica, using different solvents. In addition, the chemical composition of the most effective extract was analyzed by Gas Chromatography-Mass Spectrometry (GC-MS).

Background: Despite the availability of various biosimilars in Thailand, the link between physicians’ familiarity and biosimilars prescribing practice remains still unclear.
Objectives: This study aimed to find the association between physicians’ familiarity and biosimilars prescribing practice among physicians in Thailand.
Methods: This research adopted an extended analysis framework, utilizing survey data from a pilot study on the surveillance of Thai physicians regarding biosimilar uptake. The familiarity with biosimilars among respondents was evaluated.

Low back pain (LBP) represents a leading cause of non-fatal disability globally. Its high prevalence and disabling nature highlight the urgent need for effective management strategies. The exact cause of LBP still remains unclear, and thus, its treatment remains symptomatic. LBP is commonly treated with non-steroidal anti-inflammatory drugs (NSAIDs) and skeletal muscle relaxants (SMRs).
