This is a vital service for both building owners and the public, as historical buildings with deferred maintenance pose a threat to the lives and safety of civilians in the streets below. Wildland firefighters work in complex, dangerous environments where effective communication is key to developing situational awareness. Currently, the only communication firefighters have is with Very High Frequency (VHF) 160 MHz band analog radios. While digital radio protocols could potentially allow location data and commands to be sent to field crews, the technology is primarily for voice communication. This project presents a new system that frees up voice channels and uses LoRa transceivers for robust communication. The system allows for emergency and location reports to be sent to a dispatcher via an airborne repeater. The entire system is software-defined, so it …

With the tough on crime mentality, incarceration rates have rose throughout the country in regard to drug, alcohol, mental health and crime related issue(s). Because of this, our nation has been plagued by inequality in criminal justice along with inequity in incarceration sentencing. This literature discusses the background of the issue, along with the Who, what, where and most importantly, why. Finally, we are given proposed solutions by experts in the industry and guidance on where we can go from here.

Executive Summary
An oxygen consumption calorimeter works by measuring the heat release rate of a burning substance. This value is calculated by measuring the oxygen and byproducts in smoke from afire.In order to get these values two types of sensors were used. A non-dispersive infrared sensor (NDIR) that measured CO and CO2 and a zirconium O2 sensor were used to find their respective gas concentrations.The design to calculate the heat release rate is focused on maximizing sensor accuracy and portability while simplifying the manufacturing by using off-the-shelf components. Medical cannabis access has been shown to affect clinical health outcomes and health care spending. Unlike medical access, which requires a doctor's recommendation for treatment and only applies to the limited conditions approved under the state's medical cannabis program, recreational access makes cannabis available over-the-counter (OTC). This may create additional benefits through off-label cannabis use to treat unlisted conditions, such as acid reflux, which affects two out of three Americans. Using the roll out of recreational dispensaries in Colorado in 2014, we estimate the change in retailers' market share of antacid medications using a difference-in-differences design. Antacid market share decreases …

In the face of a global climate emergency, community parks & recreation and land management agencies are beginning to adopt a critical role in the fight against climate change. This study gathered information on efforts around the world and created a case study guide to examine the climate change mitigation and adaptation strategies of East Bay Regional Park District in the San Francisco Bay Area of California in the United States. The study was conducted in hopes of shedding light on how small agencies can be proactive and contribute to larger efforts, creating greater regional impacts.

Alleyways generally refer to two kinds of paths. The first is a narrow pedestrian path between the walls of buildings in an urban environment. This type of alley is generally short and straight, although it may change in elevation. The second type of alley is a very narrow urban street or single lane. This study compared four different water main failure prediction models: a statistically simple model, a statistically complex model, a statistically complex model with modifications termed the 2019 model, and an age-based model. The statistically complex models compute the probability of failure based on age, size, internal pressure, length of pipe in corrosive soil, land use, and material of the. These two values are then used to prioritize a water main rehabilitation program to effectively use the municipality’s funds. The 2019 model calculates the probability of failure and consequence of failure differently than the statistically complex model by considering corrosive soil …

The purpose of this review is to provide an exploration of past research on women's pathways to incarceration, specifically discussing how this problem affects California women. Using research from various case studies, both quantitative and qualitative, this review examines the correlation between life experiences and incarceration for women. California laws and policies that mitigate the impact incarceration has historically had on women will be discussed. This research provides a better understanding of the treatment needs of incarcerated women and the programs that could provide them with some positive resources to succeed post incarceration and avoid recidivism.

Comprehensive and systematic aerial and field investigations were conducted at representative California landfills to quantify emissions of methane and nitrous oxide. Landfills are highly engineered; however, they are one of the largest anthropogenic sources of greenhouse gases, causing human health and safety concerns. Methane (CH4) and nitrous oxide (N2O) are significant greenhouse gases with high global warming potentials that are generated in a landfill environment.

The American criminal justice system is rooted in white supremacist ideology that is predicated on the murder, displacement, exploitation, and marginalization of people of color. Scholars and activists recognize the American prison system as a modern form of slavery. Only three miles away from Cal Poly’s campus, the California Men’s Colony State Prison (CMC) operates as one of thirty-four state prisons in California. Nearly 4,000 men, trans women, and nonbinary people are being held at the CMC. Speech recognition is now a key topic in computer science with the proliferation of voice-activated assistants, and voice-enabled devices. Many companies over a speech recognition service for developers to use to enable smart devices and services. These speech-to-text systems, however, have significant room for improvement, especially in domain specific speech. IBM's Watson speech-to-text service attempts to support domain specific uses by allowing users to upload their own training data for making custom models that augment Watson's general model. This paper will argue that Cal Poly and San Luis Obispo place greater blame and responsibility on women victims of sexual assault than their perpetrators. Sexual assault and sexual assault prevention methods in local media will be examined, as will three recent Title IX cases of Cal Poly students. Placing abundant blame and responsibility on the victims of sexual assault creates a culture of victimization, which discourages victims from reporting their sexual assaults. Although this paper does not offer up suggestions of how we can better Cal Poly’s approach to sexual assault, it hopes to spark a conversation about improving …

The everyday experiences of Waikiki’s residents of color often escaped official and semi-official records of historical events. When concerning Native Hawaiians and other nonwhite peoples, haole elite journalists and policymakers viewed their land, possessions, and bodies as opportunities for the cultural commodification, sexualization, and reimagination. As part of the redevelopment efforts of the Waikiki shoreline in the early twentieth century, state and commercial actors worked to affect the systematic erasure of Native Hawaiian and resident Asian spaces. This study utilizes extensive collections of oral histories from marginalized Waikiki residents of color to provide counterpoint to notions of indigenous passivity and …
