Traffic accidents pose a significant threat to public safety, causing millions of deaths and injuries worldwide each year. While efforts to reduce accidents have seen limited progress in recent years, improving emergency response times through automated detection systems is a promising avenue for saving lives. This thesis describes the development of machine learning-based traffic accident detection systems, exploring both video classification and image detection models. The purpose of our research is to utilize PG&E’s Smart Meters installed across California to protect the Secondary Voltage delivered to the meter. This means detecting electrical faults between the utility’s distribution transformer and the installed Smart Meter. Our goal is to propose and implement various solutions through additional devices and protocols to detect and prevent these faults, communicate them with the meter, and forward fault information to the utility. How Regulations Impact Contractors In California: Licensing, Insurance, Bonding & Permitting, Byron Rolando Calderon Cifuentes

This senior project researches the impact of regulatory requirements, specifically licensing, insurance, bonding, and permitting, on contractors in California. The study addresses the question: How do regulations affect contractors’ ability to operate and grow? To examine this, qualitative interviews were conducted with six industry professionals, including general contractors, specialty contractors, and design-build firms. Additionally, 25 survey responses were collected from contractors and construction professionals to gain broader insights. The findings reveal that while licensing, insurance, and bonding are seen as foundational for establishing credibility and legal compliance, the permitting process presents the most significant challenge. As wildfires grow in frequency and intensity across California, understanding and mitigating residential fire risk has become a public safety priority. Communities in the wildland-urban interface (WUI), such as San Luis Obispo, are especially vulnerable due to their proximity to natural vegetation and the prevalence of older housing stock. While state and local agencies have introduced regulations and educational campaigns, there remains a need for accessible, scalable tools that help identify fire risks at the individual home level. The Voltage Source Converter Control System integrates a control system for a 2-phase half-bridge voltage source converter (VSC) utilizing a TMS320F2837xD Dual-Core Real-Time Microcontroller. VSCs are critical for the integration of power production into the power grid. They allow for accurate control over DC-AC energy conversion. Additionally with the improvement of renewable energies VSCs play a critical role in controlling the flow of these environmentally controlled and more unpredictable sources of energy. This thesis builds upon a prior study that analyzed the safety effects of Edge Lane Roads (ELRs) within the U.S. context, addressing gaps related to collision, traffic volume, and speed data. An ELR is a roadway configuration that accommodates two-way automobile traffic within a single center lane while providing edge lanes for vulnerable road users (VRUs), i.e., bicyclists or pedestrians. Although the concept of a single shared lane for opposing traffic often raises safety concerns among the public, ELRs have demonstrated potential to control speeds, optimize roadway space, and improve traffic operations on low-volume roads.

The Restoration of the Cantilever Deck Structure is an inter-disciplinary project seeking to provide public safety, the continuity of a historic structure, and contribute to the life of the Poly Canyon Experimental Structures Laboratory. This project brought together architectural engineering students Roger Biddle and Calvin Vigeant and construction management student Calvin Morgan for a year long journey of Learn by Doing. The structure is visually stunning and gives the impression of a ship cresting a wave, featuring two prominent steel masts and large tapered wood beams. This project was focused on how packaging and graphics can be utilized to help minimize the occurrence and risks of counterfeit products in the pharmaceutical industry. During this project, a brand protection plan for a fictional pharmaceutical product was formulated that focused on both developing packaging that is difficult to counterfeit and fostering consumer education. This plan involved covert, semi-covert and overt anti-counterfeiting features which were implemented in the packaging. The Santa Maria Climate Action Plan Recommendations addresses GHG emissions reduction for the largest sectors in the City of Santa Maria- Building Energy and Transportation. The project includes GHG forecasts and reduction targets from the City’s Draft 2020 Community-Wide Greenhouse Gas Inventory Report. California does not have a cohesive curriculum for educating and training forest and fire professionals. The Swanton Pacific Ranch Fuels Management Training Program is Cal Fire affiliated and provides online and in person training to assist in equipping fire and forest professionals throughout California with the necessary skills to be successful fire and forest practitioners and managers. An exit survey was offered to all workshop participants after the Swanton workshop concluded. This paper examines three case studies from different areas of the western United States to analyze the challenges and opportunities associated with redeveloping underutilized or abandoned golf courses. By examining how different communities from across the region have approached this process, this study aims to inform city planners, developers, policymakers, and other stakeholders about the intricacies and potential pitfalls of this process. It concludes with a list of necessary considerations for the redevelopment of any golf course and recommends best practices to follow throughout the process of redevelopment.

Land use conversion toward agriculture such as orchards and vineyards can have severe negative impacts on habitat and wildlife, particularly large carnivores, globally through habitat fragmentation and loss. The mountain lion (Puma concolor) population in the California Central Coast is thought to provide “stepping-stone” connectivity between several severely genetically compromised coastal populations throughout the Santa Cruz Mountains and several mountain ranges in Southern California; however, the California Central Coast is one of the fastest-developing regions of California with little protection against future land use conversion. The Northrop Grumman Collaboration Project (NGCP) is a collaborative club project sponsored by Northrop Grumman for the students of Cal Poly San Luis Obispo (CPSLO) and Cal Poly Pomona (CPP) to create a fleet of vehicles to aid in the simulated rescue of stranded hiker. The CPSLO club is responsible for delivering an autonomous flight vehicle that can suppress a fire and retrieve a payload. Mechanical Design Team of the CPSLO team was responsible for the design of the frame, electronics housing, and payload and fire suppression systems.

Many boxes for shipping undergo drop tests by the manufacturer to ensure their durability. Certain constraints are necessary to successfully carry out these tests such as not damaging the box prior to the drop and maintaining consistency throughout every drop.
Our team has designed a Drop Test Release Mechanism that addresses these constraints. It provides repetitive drops for different objects that vary in shape and size such as small electronics or parts. Loewen’s book Sundown Towns: A Hidden Dimension of American Racism, released in 2005, calls out cities across the United States for their historically discriminatory practices of excluding Black and other non-white individuals from living within city borders, either through formal exclusionary policies or informal methods. Cities often enforced this exclusionary practice through violence and intimidation, leading to “all-white” communities throughout the United States. The belief was that these communities should be “sundown” or “sunset” towns, where people of color were not allowed after dark. The University has a capacity of over 21,000 students and 3,000 employees, including 1,400 faculty. The implementation of a DC bus in current homes will allow inefficient DC-AC and AC-DC conversions to be circumvented. This paper studies the accessibility of car-free areas to those with mobility impairments by examining three car-free and car-lite experiments in California. Whether slowly converted to car-free with long-term, careful planning, or expeditiously changed to car-free during the COVID-19 pandemic, these three car-free experiments show the shortcomings of planning for accessibility in car-free spaces, and how instead of improving accessibility, current planning practice often hinders it.
