“Public participation” takes on various forms in the realm of local government planning. Many planners stand behind the ideal of involving community, but participation in practice often fails to achieve this objective. The primary vehicle for local government participation is the public hearing, which is a formalized process that often elicits one-way communication from planner to public. The nature of a hearing is to inform the public about development applications or policy changes, expose governing body decisions to the public, and elicit reactions from interested members of the public. The Piedras Blancas Motel is a 1950’s era roadside motel comprised of 11 lodging units, plus a cafe, laundry room, manager’s apartment, and adjacent storage area. It is located seven miles north of San Simeon and nine miles south of the San Luis Obispo/Monterey County line. In 2005, the property was purchased using State, Federal, and private funds, and then transferred to the California Department of Parks and Recreation (State Parks). Although it has been closed to the public since 2005, the Site offers day-use parking and convenient beach access.

This study was conducted to determine the change, and the factors influencing the change, in the participant’s affinity for nature resulting from an environmental education experience. In addition, this study also examined the change and factors of change in aspects of the participant’s affinity for nature that directly relate to marine and coastal resources and environments. For autonomous navigation, robots and vehicles must have accurate estimates of their current state (i.e. location and orientation) within an inertial coordinate frame. If a map is given a priori, the process of determining this state is known as localization. When operating in the outdoors, localization is often assumed to be a solved problem when GPS measurements are available. However, in urban canyons and other areas where GPS accuracy is decreased, additional techniques with other sensors and filtering are required.

In the emerging industry of small unmanned vehicles, pioneered by small businesses and research institutions, a suitable combat system test platform is needed. Computer simulations are useful, but do not provide the definitive proof of effective operation necessary for deployment of a combat system. What is needed is an affordable simulated weapons system that enables live flight testing without the used of live weaponry.

The mammary alveolar cell-T (MAC-T) cell line is able to uniformly differentiate and secrete casein proteins in response to dexamethasone, insulin and prolactin and is extensively used to study bovine mammary epithelial cell function. Growth hormone (GH) has been shown to increase milk protein synthesis both in vivo and in mammary cell models, and induce cytoskeletal rearrangement in 3T3 fibroblast cell line and a Chinese hamster ovary (CHO) cell line. Few studies have focused on identifying the mechanisms involved in differentiated MAC-T cells’ response to GH. We tested the hypothesis that MAC-T cells would respond directly to GH and that …

The SPS at high intensities exhibits transverse singlebunch instabilities with signatures consistent with an Ecloud driven instability.[1] We present recent MD data from the SPS, details of the instrument technique and spectral analysis methods which help reveal complex vertical motion that develops within a subset of the injected bunch trains. The beam motion is detected via wideband exponential taper striplines and delta-sigma hybrids. The raw sum and difference data is sampled at 50 GHz with 1.8 GHz bandwidth. Sliding window FFT techniques and RMS motion techniques show the development of large vertical tune shifts on portions of the bunch of …

The PEP-II B-Factory collider ended the final phase of operation at nearly twice the design current and 4X the design luminosity. To highlight the evolution from the original conceptual design through to the 1.2E34 final machine we choose one example each from the broadband feedback and from the LLRF system. They illustrate the original design estimation missed some very significant details, and how in the course of PEP-II operation unexpected difficulties led to significant insights and new approaches which allowed higher machine performance. We present valuable ”lessons learned” which are of interest to designers of next generation feedback and impedance …

Comprehensive environmental models such as the Soil and Water Assessment Tool (SWAT) are becoming an integral part of decision making processes for effective planning and management of natural resources. Before their use as decision making aid, however, models must be properly evaluated to improve their prediction accuracy and reduce the likelihood of making decisions that could lead to undesirable policy outcomes. Model evaluation refers to practices such as quality analysis of input data, sensitivity analysis, calibration and verification, and uncertainty analysis. Orthographic Transparency Ratings For Spanish–English Cognates From The Paivio, Yuille, And Madigan Imagery Norms, José A. Montelongo, Tasha Roehrick, Anita Hernández

Cognates are words that are orthographically, semantically, and syntactically similar in two languages. There are over 20,000 Spanish-English cognates in the Spanish and English languages. Research has shown that cognates facilitate vocabulary acquisition and reading comprehension for language learners when compared to non-cognate words. Language researchers often require calibrated materials to study the effects of word characteristics on learning and memory. In this study, orthographic transparency ratings for five hundred nouns drawn from the Paivio, Yuille, and Madigan (1968) imagery norms were collected.

The MAC-T cell line has been used extensively to investigate bovine mammary epithelial cell function. A lactogenic phenotype is generally induced in this cell line by a combination of dexamethasone, insulin and prolactin and has typically been assessed by milk protein production. Few studies have focused on identifying other factors that may affect milk protein synthesis in the MAC-T cell line, and none have considered the lipid class distribution of MAC-T cells as a component of the lactogenic phenotype. This study reveals the lateral organisation of the milk fat globule membrane (MFGM). Using confocal laser scanning microscopy (CLSM) and a lipid soluble molecule, an exogenous phospholipid and two lectins as fluorescent probes we located triacylglycerols in the core of fat globules and investigated the organisation of the polar lipids and glycoproteins of the MFGM, in situ in milk. Lipid rafts corresponding to the lateral segregation of sphingolipids in liquid-ordered phases surrounded by liquid-disordered domains composed by the glycerophospholipids were observed in the MFGM. These lipid rafts which correspond to rigid sphingolipid-rich domains have a circular shape at room temperature. …

Sodium chloride has been scrutinized of late, not only for its liberal use as a food preservative but for its contribution to disease states. The causal role of habitual high salt intake in increasing blood pressure and exacerbating hypertension has been established. A growing body of evidence strongly suggests that hypertension contributes to other conditions such as cardiovascular disease, obesity, stroke, and type II diabetes. Rates of hypertension are significantly higher in obese individuals. These comorbidities have been positively associated with the modern Western diet. We performed a comparative analysis of defensive and nutritional plant traits responsible for differential herbivory in a series of experimental feeding trials with generalist herbivores. We measured three defensive traits (leaf strength, leaf mass per unit area and endophytic fungal infection) and two nutritional traits (foliar nitrogen and water) for 26 native and eight non-native plant species from coastal California shrublands. Our feeding trials involved three species of generalist herbivore (beet armyworm, cabbage looper and the garden snail) in two types of laboratory feeding trial (single plant species and preference tests).
