The determination of methods by which a user is able to locate his computer when that user does not know his current location, termed "homestation", will provide the Air Force an advantage over its adversaries. The methods are a combination of different mathematical techniques that enable the user to manipulate data to minimize the effects of delay caused by various factors on the network. The techniques use the smallest round trip time obtained from the ping utility. This time is then converted into miles and plotted on a map of the United States. The timely detection and classification of chemical and biological agents in a wartime environment is a critical component of force protection in hostile areas. Moreover, the possibility of toxic agent use in heavily populated civilian areas has risen dramatically in recent months. This thesis effort proposes a strategy for identifying such agents vis distributed sensors in an Artificial Immune System (AIS) network. The system may be used to complement "electronic" nose ("E-nose") research being conducted in part by the Air Force Research Laboratory Sensors Directorate. In today's information focused world, there is no lack of entities focused on information gathering. However, there is still a widespread epidemic of information starvation in the Department of Defense (DoD). This starvation is attributed to the lack of interoperability between information gatherers and information consumers. To alleviate this problem, the DoD has put forth a vision of a Joint Battlespace Infosphere (JBI). This research proposes a framework for sharing and finding resources in a JBI. Optic Flow algorithms are useful in problems such as computers vision, navigational systems, and robotics. However, current algorithms are computationally expensive or lack the accuracy to be effective compared with traditionally navigation systems. The GPS system is undergoing a modernization effort which will add several new signals to be placed at the L1, L2, and L5 frequency bands. One of the signals to be placed on L2 is a new military code (M-code) which may be transmitted at a higher power level than current GPS signals. Other users of the L2 frequency band are concerned with the potential interference that may be caused by the increase in power of the GPS signal. One particular use of the 1215-1400 MHz frequency band is Air Traffic Control (ATC) radar applications.

The Department of Defense is increasingly relying on computer-mediated communications to conduct business. This reliance introduces an amplified vulnerability to strategic information manipulation, or deception. This research draws on communication and deception literature to develop a conceptual model proposing relationships between deception detection abilities in a computer-mediated environment, gender, trust, and training. An experiment was conducted with 119 communications personnel to test the proposed hypotheses. No relationship between gender or trust and deception detection accuracy was found. Partial support was found showing that training improves deception detection accuracy. The most significant finding was that individual’s deception detection abilities deteriorate in …

This research describes the results of a field experiment which examines the effects of warnings on system trust and individual awareness in government computer systems through the use of email forgery. The experiment consisted of forging a trusted government email account and trying to get government computer users to reply to a forged email address. The results revealed that warning individuals about possible email forgery did not increase their awareness or reduce their level of system thrust in the email system nor did it increase their ability to detect email forgery. This research advances adaptive interference suppression techniques for airborne radar, addressing the problem of target detection within severe interference environments characterized by high ground clutter levels, levels, noise jammer infiltration, and strong discrete interferers. Two-dimensional (2D) Space-Time Adaptive Processing (STAP) concepts are extended into three-dimensions (3D) by casting each major 2D STAP research area into a 3D framework. The work first develops an appropriate 3D data model with provisions for range ambiguous clutter returns. Adaptive 3D development begins with two factored approaches, 3D Factored Time-Space (3D-FTS) and Elevation-Joint Domain Localized (Elev-JDL). The application of Group Theory to Tabu Search is a new and exciting field of research. This dissertation applies and extends some of Colletti's (1999) seminal work in group theory and metaheuristics in order to solve the theater distribution vehicle routing and scheduling problem (TDVRSP). This research produced a robust, efficient, effective and flexible generalized theater distribution model that prescribes the routing and scheduling of multi-modal theater transportation assets to provide economically efficient time definite delivery of cargo to customers. Selecting and managing development project portfolios is a critical function within the Air Force’s weapon systems development process. Decision makers must weigh benefits, costs, and mission needs for a variety of proposed new initiatives and current weapon systems programs in order to develop an effective portfolio that provides the best value to the User. This research examines current Air Force development portfolio management practices as perceived by those involved with the decision making process. Fighter Pilots students undertake an intense 120-day training program. New classes of students enter the training program at regular interval. Students endured rigorous academic, simulator, and aircraft training throughout the program. Squadron schedulers ensure the multiple classes and students are scheduled for the activities. Simulator and aircraft training are scheduled individual for each student. Academic training are taught to the class. Aircraft utilization must also be considered. Aircraft Sortie training are also constrained by daylight hours. Additionally, students are limited to a maximum of three training events in a given day. The current hub-and-spoke network in the European Theater is made up of locations built and organized around a Cold War threat. The threat of large-scale attrition warfare seems to have passed, and the threat of multiple, smaller scale contingencies has placed greater demands on the US military's ability to transport equipment and personnel to multiple locations simultaneously. Recently, organizations have been modifying performance appraisal systems to collect data from multiple sources to guide the development of supervisors. Upward feedback programs focus on development rather than appraisal by supplementing traditional downward feedback with subordinate feedback. The upward feedback instrument developed in this study was designed to measure effective leadership behaviors utilizing an existing five-dimension leadership taxonomy and a new dimension that represents creating a fun workplace. Passive Coherent Location (PCL) systems use a special form of a radar receiver that exploits the ambient radiation in the environment to detect and track targets. Typical transmissions of opportunity that might be exploited include television and FM radiobroadcasts. PCL implies the use of a non-radar electromagnetic sources of illumination, such as commercial radio or television broadcasts also referred as transmitters of opportunity. The use of such illumination sources means that the receiver needs to process waveforms that are not designed for radar purposes. This study explores a two-step procedure for assessing defense acquisition program cost growth using historical data. Specifically, we seek to predict whether a program will experience cost growth and, if applicable, how much costs will increase. We compile programmatic data from the Selected Acquisition Reports (SARs) between 1990 and 2000 for programs from all defense departments. We focus our analysis on cost growth in research and development dollars for the Engineering Manufacturing Development phase of acquisition. This research examines the usefulness of a visual meta-language (VLGM Visual Language for Generic Modeling) developed for the specification of components and relations in a modeling domain. The language is designed to allow software tools to interpret specifications and automatically provide modeling environments. VLGM makes use of the object-orientated software engineering methodology. It defines four types of special classes and three types of relations between them. Decision makers responsible for enhancing the protection of both military and civilian personnel require additional insight when selecting ideas, concepts, or technologies to pursue with constrained resources. The surface morphology of Bacillus spores was resolved by atomic force microscopy in order to determine if characteristic surface features could be used to distinguish between closely related species. Four strains were studied: Bacillus anthracis Sterne strain, Bacillus thuringiensis var. kurstaki, Bacillus cereus strain 569, and Bacillus globigii var. niger. The spores were separated from a nutrient agar culture by filtering and centrifugation, suspended in deionized water, and immobilized on a graphite substrate by spin-coating. Atomic force microscopy imaging was done using intermittent contact mode, in air, under reduced humidity. Seven to ten spores of each species were fully characterized …

Using the 3-Dimensional Variational Analysis data assimilation scheme and the (MM5), input observations were denied in three different categories: total, upper air, and surface observation denial. Two control groups were run using all available data as received by AFWA. The main control group used a 6 hours old first guess as a baseline. The data denied test cases and the secondary control group used a 30-hour old first guess because it was not possible to deny data from the first guess. Two well-known techniques commonly used to deal with this difficultly are collaboration and information visualization. This thesis develops a generic flexible framework that supports both collaboration and information visualization. It introduces the Collaborative Visualization Environment (COVE) framework, which simplifies the development of real-time synchronous multi-user applications by decoupling the elements of collaboration from the application. The research contribution of this thesis is the first known integrated architecture and feature selection algorithm for Radial Basis Neural Networks (RBNNs). The objective is to apply the network iteratively to determine the final architecture and feature set used to evaluate a problem. Additionally, this thesis compares three different classification techniques, Discriminant Analysis (DA), Feed-Forward Neural Networks (FFN) and RBNNs against several hard to solve problems.
