Artificial Intelligence (AI) threatens to bring significant disruption to all aspects of military operations. This research develops a Serious Game (SG) and assessment methodology to provide education on the mindsets required for engaging with disruptive AI technologies. The game, Obsolescence, teaches strategic-level concepts recommended to the Department of Defense (DoD) from a compilation of reports on the current and future state of AI and warfighting. The current method of preparing Airman to perform tasks in their designated Air Force Specialty is to provide coursework-based initial skills training and on-the job training (OJT) for that specialty. Full qualification for a single Air Force Specialty is estimated to average seven years with OJT consisting of seventy-five percent of that timeline. During a mass casualty medical evacuation after a bioaerosol attack, a decontamination method is needed that is effective at both decontamination and preventing the secondary hazard of biological particles reaerosolizing from contaminated clothing. However, neither the efficacy of current decontamination methods nor the risk of biological particle reaerosolization is significantly explored in existing literature. The Department of Defense has adopted management tools, such as Manufacturing Readiness Levels (MRLs), which seek to address issues that have delayed the transition to production and delivery of deployment-ready systems. The MRL scale and assessment process institutes periodic reviews of products during the acquisition process. Specifically, MRLs provide a scale to measure, and importantly communicate, progress by evaluating and summarizing multiple aspects of product maturity. Military assessment seeks to answer two primary questions: "are we creating the effects that we desire?" and "are we accomplishing tasks to standard?" This thesis steps through several desirable characteristics for a simulated combat assessment methodology. After developing a value hierarchy from these characteristics, this thesis provides and evaluates several candidate methodologies for use within a combat simulation. Each alternative's evaluation is informed by its application to a small combat simulation. Upon recommending the use of Linear Programming, we utilize value-focused thinking to modify this alternative. The thesis terminates with some conclusory thoughts and ideas for future research.

Before entering a conflict or theater, USAF aircraft require updated mission data software reprogramming. Mission data controls all electronic warfare (EW) operations of the aircraft. EW operations include identifying and jamming radar operated systems, whether they are friendly or hostile. The novel ARMAS-SOM framework fuses collaborative all-source sensor information in a resilient manner with fault detection, exclusion, and integrity solutions recognizable to a GNSS user. This framework uses a multi-filter residual monitoring approach for fault detection and exclusion and is augmented with an additional "observability" EKF sub-layer for resilience. We monitor the a posteriori state covariances in this sub-layer to provide intrinsic awareness when navigation state observability assumptions required for integrity are in danger. There has been external criticism of the compliance of military health personnel with internationally agreed principles in military medical ethics (MME). In response, a number of authors have called for clarity on the principles and topics within the domain of MME. This complements an increased acknowledgment of the need for education in MME for military health personnel. Our paper utilizes bibliometric techniques to identify key themes in MME to inform the development of a curriculum for this subject.

This article will examine the proposed space operations structure by first outlining the historical foundations for differences in maritime and air domain military capabilities, specifically brown-w­ater versus blue-w­ater navies, and “local/ regional” versus “global” airpower. Next, the article will present the concept of black space and blue space in terms of an environment-­specific definition, as well as an examination of the technical capability requirements, mission types, and national prestige and geopolitical considerations underpinning the proposed operation types. Finally, the article will explore how the USSF might support future space exploration within the black-­space and blue-s­pace operations structure.

Within visual range air combat requires rapid, sequential decision-making to survive and defeat the adversary. Fighter pilots spend years perfecting maneuvers for these types of engagements, yet the emergence of unmanned, autonomous vehicle technologies elicits a natural question - can an autonomous unmanned combat aerial vehicle (AUCAV) be imbued with the necessary artificial intelligence to perform air combat maneuvering tasks independently? An autonomous unmanned combat aerial vehicle (AUCAV) performing an air-to-ground attack mission must make sequential targeting and routing decisions under uncertainty. We formulate a Markov decision process model of this autonomous attack aviation problem (A3P) and solve it using an approximate dynamic programming (ADP) approach. We develop an approximate policy iteration algorithm that implements a least squares temporal difference learning mechanism to solve the A3P. Basis functions are developed and tested for application within the ADP algorithm. The current United States Air Force (USAF) airworthiness certification process, captured in MIL-HDBK-516C, is time-consuming and manpower intensive due to extensive documentation. A limitation in RPA ISR operations is loss of target track if the command link is severed. For an RPA to effectively execute the ISR mission without a command link, it needs the capability to F2T targets autonomously. Automated Find Fix and Track (AFFTRAC) was developed to help solve this problem by demonstrating a proof of concept tactical autopilot. Monocular stereo vision was used to process sequential images acquired during orbit to produce a partial structural point cloud of the original structure. This research presents the Wargaming Commodity Course of Action Automated Analysis Method (WCCAAM), a novel approach to assist wargame commanders in developing and analyzing courses of action (COAs) through semi-automation of the Military Decision Making Process (MDMP). This thesis explores fog of war concepts through three submitted journal articles. The Department of Defense and U.S. Air Force are attempting to analyze war scenarios to aid the decision-making process; fog modeling improves realism in these wargame scenarios. The first article "Navigating an Enemy Contested Area with a Parallel Search Algorithm" [1] investigates a parallel algorithm's speedup, compared to the sequential implementation, with varying map configurations in a tile-based wargame. Military air battle managers face many challenges when directing operations in quickly evolving combat scenarios. These scenarios require rapid decisions to engage moving and unpredictable targets. In defensive operations, the success of a sequence of air battle management decisions is reflected by the friendly force's ability to maintain air superiority by defending friendly assets. We develop a Markov decision process (MDP) model of the air battle management (ABM)problem, wherein a set of unmanned combat aerial vehicles (UCAV) is tasked to defend a central asset from cruise missiles that arrive stochastically over time.

The current fleet of Common Support Equipment (CSE) is faced with a $2B funding disconnect that threatens 9 of the 12 USAF Core Functions. This research identifies the barriers to efforts to modernize CSE across the sustainment, acquisition, and maintenance communities. Using a qualitative, grounded theory methodology, the responses are explored of interviewed Support Equipment managers responsible for the sustainment and modernization of CSE. Significant barriers to current modernization efforts were exposed, resulting in expensive, duplicative, and unreliable equipment; concluding that the AF must change the way CSE is administrated, funded, and culturally understood to prevent future mission degradation.
