Web accessibility remains an important issue as individuals rely on Internet access and web site accessibility for daily functions. It is an unwritten rule that people should access an organization’s website to search for answers before calling to ask a human (or a bot). Over twenty years ago, in 2005, a study (White, Goette, & Young) was conducted to analyze the accessibility of state government web sites. The assumption was made that state governments should be setting an example of following accessibility guidelines. The study found that about a third of the home pages did not meet basic accessibility guidelines. …

Generative artificial intelligence (GenAI) is transforming higher education, yet current AI literacy frameworks primarily assess what students know about AI and how they use it rather than how they think while learning with AI. This paper introduces Reflective Human–AI Learning (RHAL), a complementary construct that captures the quality of students' reflective cognition while collaborating with AI. Drawing upon AI literacy, metacognition, significant learning, critical thinking, and self-regulated learning, the study proposes a multidimensional instrument and outlines a rigorous psychometric validation process. Purpose: This study evaluates the operational efficiency of Saudi Arabia’s electronic government procurement system (Etimad) using Data Envelopment Analysis (DEA), addressing the critical gap in quantitative performance assessment of e-procurement in the Gulf Cooperation Council region specifically Saudi Arabia
Design/methodology/approach: A mixed-methods design combining input- and output-oriented DEA models under constant and variable returns to scale with documentary analysis. This study examines the ruling on the entry of non-Muslim workers into the boundaries of the Sacred Precinct of Mecca, as well as the ruling on the entry of non-Muslims into other mosques, in order to clarify the distinctive status of the Sacred Mosque in this regard as compared with all other mosques worldwide. The study adopts an inductive method to collect relevant texts and reports, a comparative method to present the views of jurists and discuss their evidences, and a descriptive-analytical method to examine the practical applications of the ruling. Autonomous energy systems increasingly delegate the choice of operating point to embedded search algorithms, trading a fast local optimizer that can settle on a wrong point against a slower global search that guarantees the right one at a measurable cost. This paper reframes maximum power point tracking under partial shading as that decision and measures its economics on a fixed photovoltaic plant in MATLAB/Simulink. A Hippopotamus Optimization global search handed over to incremental conductance is compared with incremental conductance alone across seventeen initial duty cycles and thirty random seeds. This paper examines whether the proliferation of cryptocurrency-facilitated fraud warrants a reclassification of the terrestrial crime of fraud into the distinct statutory offence of cyberfraud under South African law. Engaging with established fraud typologies — exit scams, Initial Coin Offering (ICO) scams, Ponzi schemes, pump-and-dump schemes, and market manipulation — the article tests their definitional fit against both the common law of fraud and section 8 of the Cybercrimes Act 19 of 2020. Equal Goals, Unequal Standards: The Policy Debate On Goalpost Dimensions In Women’S Football, Tarlan Chahardovali, Johan Rewilak Ph.D.

This study critically examines proposals to reduce goalpost sizes in women’s football; a debate often framed as a practical adjustment to accommodate physiological differences between male and female goalkeepers. Using data from men’s and women’s professional English football within two distinct periods (1951–1975 and 2011–2025), we investigate whether differences in goalkeepers’ height, gender and training are associated with variations in goals conceded. Our findings reveal that taller goalkeepers concede fewer goals; however, this relationship is U-shaped and this benefit diminishes beyond a certain point.
