Shifting Baselines and New Meridians: Water, Resources, Landscapes, and the Transformation of the American West (Summer Conference, June 4-6)
The Center’s 29th annual conference will focus on the changes in the West resulting from rapid population growth, development, disrupted historical weather patterns and the effects of those changes on land, water, and energy resources. Speakers and panelists will address the adaptability of the legal and political institutions and how the transformation of the West may foreshadow fundamental changes to these institutions.

Urban Design Workshop
The Lincoln Vision Plan presents a concept for the evolution of Portland’s south downtown into a place where state-of-the-art resource management practices, unique systems of public open spaces, and a variety of transit options will support a vibrant, dynamic, high density, ecologically-friendly neighborhood. It is our hope that this Plan, created by Portland State University’s spring 2008 Urban Design Workshop, can serve as a foundation for further discussion and action to bring to life the immense potential underlying this district.

Throughout the twentieth century various urban design theories came into light. These theories were sometimes original and sometimes derivative of some previous theory.These theories can be broadly categorized in different urban design models. The chronological study of different urban design theories gives us the theoretical and generic evolution of urban design. The practical evolution of urban design in any city can be different from the generic evolution of urban design. Emerging environmental markets assign economic value to ecosystem services and exchange them in market-like transactions. These markets are characterized by diverse stakeholder interests interacting with minimally defined transaction steps and high uncertainty. In this context, process plays an important role in shaping the institutions that make markets work or fail. If process matters, then market organizers need to intentionally craft processes just as they intentionally design institutions. This project explores a subset of four relatively established water quality trading programs that involved diverse stakeholders, and used differing forms of collaboration to design institutions. The Placeworx project is an innovative community-university partnership between the University of Illinois at Chicago and the Mexican Fine Arts Center Museum located in Pilsen, the heart of Chicago's Mexican community. This field report describes a participatory research initiative that created opportunities and spaces for young people to creatively participate in planning the future of their community. The Placeworx project offers a model for engaging and empowering young participants. The participants used a variety of communicative tools and techniques to describe community assets as well their concerns about rapid urban development and gentrification in their immediate neighborhood. In 1997 the Richmond Redevelopment and Housing Authority received a HOPE VI grant from the U.S. Department of Housing and Urban Development in the amount of $26.9 million to revitalize the Blackwell scattered site public housing community. The mixed income approach of HOPE VI calls for a reduction of public housing units, thus requiring all households to relocate to other neighborhoods. This research analyzed socioeconomic data to examine the relocation of households, assess whether they moved to better neighborhoods, and compare them to other poor households. Over half of all households moved to other distressed neighborhoods in the Northside, East …

Low Impact Development (LID) is an approach to stormwater management and site development that is gaining popularity throughout the country. Its attractiveness lies in its potential to lessen off-site stormwater impacts, reduce costs to municipalities and developers, and promote development that is “softer on the land” compared with typical traditional development. The approach, which is applicable to residential, commercial and industrial projects, and in urban, suburban and rural settings, often is linked with efforts by governments and citizens to foster more sustainable communities.

The state of Tennessee adopted The Comprehensive Growth plan in 1997 in an effort to coordinate and control growth. The state legislative assembly recognized that coordinated and controlled growth is essential to maintain the quality of life thatTennessee residents expect.The creation of growth-management legislation is a significant step in the right direction; the adoption of a bottom-up management method has seriously compromised the effectiveness of the growth-management program in the state. This study examines how residents of a Louisiana barrier island think about place in light of slow and rapid onset of coastal land loss. The island community has always faced change due to hurricanes, development, and erosion. Today the island, as well as the region, is faced with great environmental change due to coastal land loss. This paper uses a phenomenological approach to examine how change, caused by a range of environmental factors, is transmitted and understood by residents of Grand Isle, Louisiana.
