This report is about how developing "EcoDistricts" in Portland can result in more sustainable neighborhoods and a more sustainable city. With generous funding from the Bullitt Foundation in Seattle, we have been able to take a deeper look into core concepts underlying the notion of pursuing citywide sustainability through neighborhood-scale action. The question becomes: What needs to be done to enable communities to self-manage their resource using behavior by creating community-inspired interventions that change relationships between people and between people and place? In 2010, an interdisciplinary team from the National Policy Consensus Center at Portland State University and the Department of Planning, Public Policy and Management at the University of Oregon conducted a study examining the arrangements and mechanisms for integrating land use and transportation in metropolitan regions and assessing these arrangements based on current practice and future potential. The four case study regions were: Portland, Oregon; Puget Sound, WA; San Diego, CA, and Denver, CO.

The purpose of this study was to understand the lifestyle of members of the voluntary simplicity movement in an urban setting. I sought to understand how they practiced simplicity in their day to day lives, how simplicity effected their emotional life, how simplicity influenced their values, how simplicity influenced their interaction with the city, and what their general ethos was. This study was conducted to understand how it is possible for individuals to live ecologically and socially responsible lives in settings that, by in large, reject their values. The concept of sustainable cities was first discussed by the Association of Southeast Asian Nations (ASEAN) in 2003, with the idea of eco-cities entering the picture in 2007. Are the two mutually exclusive, or do they overlap? The authors consider the implications of cities as engines of growth and examine case studies that reveal what lies ahead for sustainable cities and eco-cities.

Equal Standing With States: Tribal Sovereignty And Standing After Massachusetts V. Epa, Joseph Mead, Nicholas Fromherz

In Massachusetts v. EPA, 549 U.S. 497 (2007), the Supreme Court held that Massachusetts was entitled to "special solicitude" in the standing analysis because it was sovereign. As a result, Massachusetts passed the standing threshold in a global warming case where an ordinary litigant may have been stymied. The Supreme Court’s analysis raises an interesting question: Are Indian tribes—which have been considered sovereign entities since before the founding, and which hold lands facing heavy environmental pressure—entitled to "special solicitude" as well? We think they should be.

Foothill Planning worked with the Oak Lodge Community Council and Clackamas County Urban Green to create an Oak Grove Neighborhood Center Plan. The plan sought to foster a more livable and sustainable community by strengthening the Oak Grove historic business district and improving its connections with the planned Park Avenue MAX station via two transportation corridors, McLoughlin Boulevard and the Trolley Trail. The project articulated ways that these corridors can serve as gateways into the Oak Grove neighborhood and help to revitalize the community. The vision of the project was to prioritize park improvements that balance the long-term sustainability and viability of the park with growing user demands. As a hybrid park, Willamette Park has a unique set of challenges related to its operations and management, as it is managed for both recreation and natural areas. The final report documents the process QPG undertook to explore opportunities and constraints in Willamette Park, and provides recommendations to guide the future planning of the park.

This project was conducted under the supervision of Sumner Sharpe and Ellen Bassett.

The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. While not a mixed-use project (that is, commercial as well as residential development), South Village nonetheless represents a qualitative change in approach for South Burlington by incorporating large-scale open space preservation as part of development and multiple housing-types in one project. Part of every UNLV engineering student’s academic experience, the senior design project stimulates engineering innovation and entrepreneurship. Each student in their senior year chooses, plans, designs, and prototypes a product in this required element of the curriculum. Recognition that city-dwelling people can benefit from contact with nature is not new. The urban open air movement of the 19th century advised retention of greenways and development of urban parks and gardens to stop disease spread through lack of fresh air, poor sanitation and overcrowding. Now, in the early 21st century, urban green spaces are under threat from inner city infill projects and clearing of remnant vegetation to accommodate suburban sprawl.
