The City of San Joaquin 2040 Community Plan was prepared by a group of 15 Graduate Students and one professor in the City and Regional Planning Department at California Polytechnic State University, San Luis Obispo, between September 2010 and March 2011. The Plan, which embodies seven months of research on the existing conditions and future direction for the City of San Joaquin, California, was completed as a component of the graduate degree requirements to obtain a Master of City and Regional Planning degree from the University. The plan represents a collaboration between the City and University.

The City of McFarland, CA is in the process of updating its General Plan and identified updating the land use element as the first step in this process. This land use element consists of a land use diagram, land use standards, and goals, policies, and programs. These components of the document are based upon community feedback as well as upon analysis of case studies and state and regional guidelines. The final plan accommodates for increased residential densities, a mixture of adjacent land uses, a greenbelt, and large areas of land adjacent to Highway 99 for commercial and industrial use.

Drought is a normal part of the climate cycle, affecting every climate regime on the planet. Drought indicates a special period in which an unusual moisture scarcity causes a serious hydrological imbalance. Drought is related to the timing and effectiveness of the rains, high temperature, high wind, and low humidity. The typical impacts of drought may include dry lands, low or empty water-supply reservoirs, low groundwater levels (dried up wells), crop damage, and ensuing environmental degradation. In the United States, drought accounts for losses in the billions of dollars. In fact, a FEMA (1995) report estimates the average annual losses …

Open space planning has been present within the United States for over a century. Traditionally, open space planning efforts tend to focus more exclusively on either socially-based (e.g., recreational, scenic, or park planning) or ecologically-based (e.g., preserves, habitat networks or more general conservation planning) planning efforts. This separation of ecological and social frameworks in open space planning is reinforced by a persistent cultural model, where community and conservation are seen as opposing forces instead of partners.

This initial question led to a larger inquiry as to what agricultural sustainability tools communities are incorporating, with Farm to School Programs as a component, and what roles, or potential roles, planners are playing in program creation and implementation. Moving From Agenda To Action: Evaluating Local Climate Change Action Plans, Zhenghong Tang, Samuel D. Brody, Courtney E. Quinn, Liang Chang, Ting Wei

Community and Regional Planning Program: Faculty Scholarly and Creative Activity

Climate change is conventionally recognized as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyzes how well they recognize the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of “awareness”, moderate “analysis capabilities” for climate change, and relatively limited “action approaches” for climate change mitigation. The process of redevelopment is a relied upon method of breathing new life into downtowns and urban areas. Though several common redevelopment approaches contribute to a sustainable atmosphere, more significant environmentally- and ecologically- sustainable approaches can be implemented in redevelopments to repair and support the environment and ecology of an area. But do economic and sustainable redevelopment models have similar impacts on the surrounding economies? This report conducted an evaluation and comparison of the economic effects of sustainable redevelopments and economic redevelopments. The 220 acre master plan for South Village, the largest project in the City of South Burlington’s history, encompasses multiple housing types and innovative provisions for affordable housing. It integrates housing with open space and natural resource conservation, including a major Community Supported Agriculture project developed by a nonprofit partner, the Intervale Foundation. While not a mixed-use project (that is, commercial as well as residential development), South Village nonetheless represents a qualitative change in approach for South Burlington by incorporating large-scale open space preservation as part of development and multiple housing-types in one project. The Portland Municipal Climate Change Working Group prepared a report in March 2008 that outlined several recommendations as a commitment by the City to address greenhouse gas emissions (GHG) produced during daily municipal operations. The Municipal Climate Action Plan was written in partnership with Clean Air – Cool Planet and Portland officials, and acknowledges under Recommendation #2 that an employee energy efficiency program would provide significant positive impact on the City’s reduction of greenhouse gas emissions. Abstract: The U.S. Pacific coastal states are at risk from both locally and distantly generated tsunamis. This vulnerability can be reduced by effective hazard management plans, but no studies have been conducted to determine how local jurisdictions have incorporated tsunami hazard management into their planning frameworks. This paper analyzes the quality of hazard management plans from 43 coastal counties in these states. Plan quality was measured by a plan evaluation protocol defined by five components and 37 indicators. The results show that few Pacific coastal counties have prepared well for tsunamis. The purpose of this study was to compare and contrast the current practices of citizen involvement in community tourism planning with the framework of deliberative democracy. The goal of this study was to expand the literature on tourism planning which currently lacks a working framework for participatory community tourism planning. Drawing from political philosophy, democratic theory, and planning literature, this study utilized the framework of deliberative democracy and planning as communicative action, in order to contribute to the development of a model of participatory community tourism planning.
