The study was designed to determine the reading achievement of children for whom English is a second language. The children involved in the study were from two distinct groups of non-English speaking children, those from Spanish-speaking families and those from Navajo families. Over the years, teachers and administrators alike have struggled with teaching orthography, the conventions and rules of spelling. In particular, teachers in Prince William County in Virginia have struggled with how to teach orthography in their junior high schools. In the past, various orthography techniques they’ve used have failed to meet the needs of their students. The primary purpose of this study is to propose a program for the preparation of elementary teacher educators in the Republic of Viet-Nam. More specifically, the proposal is a design of a one-year professional program to provide pre-service training for qualified individuals to become normal school instructors and/or to prepare them for other leadership positions in elementary education.

The study underlies three major problems of Viet-Namese education: (~) the inadequate training of elementary school teachers; (b) the lack of a qualified teacher education staff; and (c) the challenge for change in Vietnamese education.

A taxonomy is a classifying device. There are essentially two types of taxonomies. The first is the non-hierarchial one, which is used to keep similar things together. The classification of English textbooks by subject, e.g., literature, spelling, and grammar would be non-hierarchial. The second is the hierarchial one, which is used to classify elements along some continuum. The classification of English literature books according to the relative difficulty of vocabulary would be hierarchial.
