This issue of Review of Applied Urban Research features "Mid-continent Net Migration Losses Decline: Centers of Net Migration Gains in the Great Plains, 1970-1976," by Armin K. Ludwig.
As a unit the American region known as the Great Plains suffered net migration losses in each of the five census periods prior to 1970. During the following six years, however, these losses had begun to abate.1 This study examines the 1970-1976 net migration changes in a bloc of 320 nonmetropolitan, nonmetropolitan- fringe counties roughly coincident with the Great Plains and seeks to account for the higher net migration gains recorded …

This issue of Review of Applied Urban Research features "Change Develops in Migration Patterns: Destinations of Household Moves from the City of Omaha, 1975-76 and 1977-78," by Armin K. Ludwig.
American Migratory Patterns between 1970 and 1976 began to reflect a growing tendency for metropolitan counties (SMSA's)1 to suffer net migration losses and for nonmetropolitan counties to record net migration gains. The nonmetropolitan counties which had the largest net gains were those which are contiguous to an SMSA and which thus form a metropolitan fringe. This contiguity of SMSA and fringe suggests that a loss in a given SMSA is …

Implications Of Racism For Social Work Practice, Seymour Mirelowitz
The Journal of Sociology & Social Welfare
This paper examines school and practice issues in social work in relationship to the concepts of ethnicity, minority groups, racism, and institutional racism. Operational definitions to establish conceptual clarity are also developed. The statistical aspects of progression vis-a-vis cultural diversity in social work institutions, enrollment in schools of social work, and representation on the faculty of schools of social work are studied. Social policy and the implementation of change in social work practice and education are then dealt with in relation to the current reality of the profession and the society in which it functions.

Blacks And Capital Punishment: An Assessment Of Latent Discriminatory Justice In The United States, Laurence French
Blacks And Capital Punishment: An Assessment Of Latent Discriminatory Justice In The United States, Laurence French
The Journal of Sociology & Social Welfare
A major consideration in interethnic relations is the control factor and how this is maintained in minority/ majority situations especially those occurring within heterogeneous societies. Granted numerous subtle control processes operate at both the primary and secondary levels of interethnic interaction but a critical measure of the effectiveness of minority subjugation is reflected in judicial discrimination. This formal legal control apparatus has a legal mandate to deny social members their freedom, to punish and even to execute them. In the United States the criminal justice system's avowed mandate is to provide 'equal justice' for all citizens without discrimination due to …

This issue of Review of Applied Urban Research features "A Formula for Allocation of Housing Assistance," by Jack Ruff.
In recent years many governmental agencies and private businesses have expressed an interest in the housing needs of Nebraska communities. Government agencies are concerned with the needs of various communities in order to allocate resources, and the private sector needs information to determine the profitability of a capital venture.

Social Work And Criminal Justice Student Support Of Civil Liberties, David A. Fabianic
Social Work And Criminal Justice Student Support Of Civil Liberties, David A. Fabianic
The Journal of Sociology & Social Welfare
Varying levels of support for civil liberties have been imputed to social work and criminal justice personnel. Assuming students planning to pursue these professional roles reflect attitudes in accordance with anticipated demands of the positions and the effects of preparatory educational experiences, this paper examines the levels of support for selected provisions of the Bill of Rights among social work and criminal justice undergraduate students.

Homosexuality: A Social Worker's Imbroglio, Carol Tully, Joyce C. Albro
The Journal of Sociology & Social Welfare
Few members of our society take time to put into historical context their prejudices about homosexuality. This article examines the historical context of these prejudices as well as how social workers may become co-opted by society into overlooking the social service needs of homosexual clients. How to combat institutional homophobia is also discussed.

A national assembly to address women's concern and an inter-Lutheran commission on women will have to wait-or perhaps remain just a fond dream.
hat's because of action taken at the regular fall meeting of the church body presidents and top executives who govern the Lutheran Council in USA. The meeting indicated that a proposal from the standing committee of the Council's Division for Mission and ministry (DMM) represented "new work" that could not be pursued unless requested by the four church bodies in the Council.

"We see no theological rationale for revising the church's traditional teaching that homosexual erotic behavior violates God's intent."
That comment is part of a 16-page draft statement, "Human Sexuality and Sexual Behavior," approved in mid-June by the American Lutheran Church's Standing Committee for the Office of Research and Analysis (ORA). The statment's one-page treatment of homosexuality is actually a revision of a draft statement adopted by the ORA's standing committee in March 1977.

"No insurance company can write insurance on burning buildings and stay in business very long."
The burning buildings in this case are severely handicapped children, and the insurance company is the Lutheran Church in America's Board of Pensions.
Dr. Edwin Wang used this analogy to explain the LCA's decision, beginning in 1976, to deny health and pension plan coverage to children adopted by LCA professional church workers-if those children have pre-existing severe handicaps. Any severely handicapped person who wants to enter the ministry in the LCA would also be ineligible for health and pension coverage.

Winter clobbered the midwest with heavy snow and high winds even though Spring was supposed to be here. Yet 65 people from all across Wisconsin traveled to Madison for the March 24 conference of Lutheran Human Relations Association-Wisconsin (LHRAA-Wisconsin).
They heard the state's immediate past governor, Martin Schreiber, describe how "tax laws work to the advantage of those with more money." He pointed out, however, that ever since 1911 Wisconsin has been a leader in progressive, more equitable tax policies.
