The Tennessee Division of Mental Retardation Services (DMRS) implemented the Employment First! initiative in 2002. The goal of Employment First was to make employment the first day service option for adults receiving supports funded by DMRS, Medicaid, or the state. Employment First set the standard that employment was the preferred service option for adults with mental retardation and developmental disabilities (MR/DD).

Over six years, regulations in Vermont gradually restricted and eventually prohibited the use of state funds for sheltered workshops or enclaves. Concurrent with the change in funding regulations, the state worked with providers to convert the remaining sheltered workshops in Vermont.

Vermont’s Division of Disability and Aging Services (DDAS) and Division of Vocational Rehabilitation (DVR) worked with a local service provider to convert its congregate day services to community employment. Implementation Between 1987 and 2002, DDAS and DVR worked with several providers to close down sheltered workshops and move people into community supports.

State Agency Promising Practice: Integrated Employment Outcomes Through Person-To-Person Technical Assistance: New Hampshire, Allison C. Hall, Thinkwork! At The Institute For Community Inclusion At Umass Boston

New Hampshire implemented an innovative technical assistance model that promoted organizational change to expand individual employment opportunities. This person-to-person change began at the micro level but “trickled up” through organizations across the state. In 2000, realizing that the state’s growth in integrated employment had stalled, the Bureau of Developmental Services invested aggressively in expanding its intervention strategy by recruiting a community provider to work directly through the bureau. The bureau hired John Vance-the director of ACCESS, a small individualized support organization in New Hampshire-half-time to provide individualized technical assistance to providers across the state. Washington’s Division of Developmental Disabilities (DDD) has recently issued a new policy which went into full effect on July 1, 2006. This policy “designates employment supports as the primary method of furnishing state-financed day services to adult participants.” Emphasizing community employment as the primary service option, the policy further states that: “services for persons under the age of 62 that do not emphasize the pursuit or maintenance of employment in integrated settings can be authorized only by exception to policy” (WA DHSH, DDD, “County Services for Working Age Adults” Policy 4.11). The Tennessee Employment Consortium (TEC) is a statewide organization focused on increasing the number of Tennesseans in integrated employment. The consortium comprises volunteers from the state’s Division of Mental Retardation Services (DMRS) and Division of Rehabilitation Services (DRS), the Tennessee Council on Developmental Disabilities, the ARC of Tennessee, the Center on Disability and Employment at the University of Tennessee, community rehabilitation providers (CRPs), family members, and other stakeholders. TEC’s ability to organize collaborative activities across state agencies, advocacy organizations, and CRPs has played an important role in increasing integrated employment outcomes.

Poverty programs have undergone substantial reform in the past decade, and there has been a heightened interest in exploring the experiences of people with disabilities who receive welfare benefits. This report profiles people with disabilities who had TANF, GA, or both at application to VR services and completed these services in the year 2003.

Changing Women: An Ethnographic Study Of Homeless Mothers And Popular Education, Lorna Rivera
The Journal of Sociology & Social Welfare
This article discusses ethnographic research conducted between 1995 and 1998 that studied the impact of popular education on the lives of fifty homeless and formerly homeless mothers. Data collection involved indepth interviews and participant observation in a family shelter located in one of Boston's poorest neighborhoods. The article argues that popular education increased the women's self-esteem, they were inspired to help other low-income women, they learned to advocate for their rights and they became more involved in their children's education. The findings suggest that popular education can best address the academic, personal, and community goals of very poor women.

The transformation of behavior into deviance requires many players, individuals, and institutions invested in the social construction process and its outcomes. Although considered private recreational matters by some, gambling and having sex are gaining spotlight in the addiction arena. With the growing availability of casino entertainment, lotteries, OTB venues, prostitution, internet pornography, and 900 numbers, gambling and sex are interpreted, labeled, and treated by addiction recovery specialists. Using ethnographic methods and face-to-face interviews, I explore a southern community’s institutions and practitioners providing services to gambling and sex addicts. We hypothesized that Chinese Americans with disabilities may remain culturally attached to their ancestors' homeland and this cultural attachment may have influences on the concept of Quality of Life (QOL). That is, QOL may be perceived, by Chinese Americans with disabilities, not only as an individual's satisfaction with his or her life, but also the person's fulfillment of his or her responsibilities to his or her family and community. Of course, this hypothesis needs to be examined. Such an investigation may provide rehabilitation counselors with insights into the meaning of QOL from the viewpoint of Chinese Americans with disabilities. It …

Objective: To examine a measure of meaningful activity and purpose attributions for predicting disability outcome in adults with spinal cord injury (SCI). Study Design: Cross-sectional survey correlational design using multiple regression to examine the relationship between the meaningful activity scale and other disability outcome measures. Participants: Adults with spinal cord injury living independently in a community setting (n = 73). Main Outcome Measures: Sense of Coherence, the Centers for Epidemiological Studies of Depression Scale, the Hope Scale, the Health Promoting Lifestyle Inventory and the Life Satisfaction Scale. Results: Significant and substantial variation in each of the outcome measures was attributable …

Twenty-three percent of the businesses participated in the study with 8 employer and 24 employee subjects. The purpose of the study was to determine the perceptions of people with disal:>ilities by their nondisabled coworkers and employers. The first part of the purpose was to address the employers' perceptions of people with disabilities and how experience and level of education can affect those perceptions.The second part addressed the amount of.experience the individual's had in working with people with disabilities and the types of disabilities presented in their workplace.

Nutritional sociology uses sociological theories and methods to study and influence food patterns, eating habits, and nutrition. Obesity and weight loss are important topics in nutritional sociology, and stigmatization of the obese is a long-standing interest. Most past sociological work has only described stigmatization, rather than developing ways to facilitate coping with it. A model for coping with the stigma of obesity is presented here. The model includes four components: Recognition, Readiness, Reaction, and Repair. Recognition involves awareness of the stigma of obesity and understanding about stigmatization. Readiness involves anticipation that stigmatization may occur in specific settings or by some …

Women with physical disabilities now demand new directions in public policy. Starting a mere decade ago, in 1977, a driving momentum redefined the self-concepts, expectations, and united actions of disabled women. This burgeoning social movement is documented here through the geometric growth of writings articulating the vision of a more active and independent group. An overview of this Iiterature and its policy implications is provided.

A major problem encountered in the juvenile courts concerns the large number of young offenders placed on probation, as well as the seriousness of their violations. Representative studies by Jenkins and Glickman (1947), Hathaway and Monachesi (1953), and Shinohara and Jenkins (1967) have pointed out the complexities of delinquent behavior by indicating that most legal authorities are often unable to determine who will repeat illegal acts.
This problem necessitates some objective approach toward identifying potential repeaters and non-repeaters. Such a technique would be useful in studying the early stages of delinquent behavior and provide a means of studying the growing …
