School-to-work systems show young people how their classroom experiences relate to their work and to their lives, typically through internships, apprenticeships, or other work-based learning experiences. Other methods of positive youth development, such as service-learning, can also provide opportunities for the real world application of classroom-developed skills. As a work-based learning component in a school-to-work system, service-learning extends learning beyond the classroom into real world contexts where young people acquire not only basic math, science, English, and communication skills, but also broader problem-solving and decision-making skills. Over the past 25 years we have witnessed declining federal investment in affordable housing at the same time as there has been growth in low-income households. During this same quarter of a century we have seen a shift from a national "War on Poverty" to federal policies that treat poor adults and children as hopeless, undeserving citizens. In this new era of fiscal constraints there is no talk about meeting basic nutritional, housing, health care, and educational needs. The shift toward cost containment in health policy over the past decade has had negative consequences for the most vulnerable populations in the country, namely, ethnic minorities, the poor, and the uninsured. The Puerto Rican population is significantly affected by this shift, yet little is known of their health care usage. This study investigates the extent to which Puerto Ricans' health care use is determined by the relationship between predisposing variables, enabling variables, need, and other contextual variables and probes the implications of the findings for health policy. Latino Students' Academic Literacy In Science Education: Contextualizing Policies, Raimundo Mora

This article reviews various interpretations of academic literacy that are being applied to science education, their limitations in terms of Latino students, and the case study experiences of three Latino students majoring in science. The author examines the ways in which factors he has identified in his experiences and research as crucial can be integrated to improve academic literacy programs. He recommends to planners of science programs methods to effect advancement in Latinos' academic performance.

One of the most promising areas in cross-cultural psychology is the development of identity among various ethnic groups in the United States. This article has a twofold purpose. First, it offers the concept of ethnic identity as defined and studied within the social sciences — sociology, anthropology, and psychology — including a review of some of the recent work on ethnic identity development proposed by leading investigators in the field of psychology. Gender, Paid Work, And Symptoms Of Emotional Distress In Rheumatoid Arthritis Patients, Judith Fifield, Susan Reisine, T. Joseph Sheehan, Julia Mcquillan

Objective. To evaluate the relative contribution of gender-related work conditions, gender-related socialization practices, and disease characteristics to the explanation of emotional distress in men and women with rheumatoid arthritis (RA). Methods. Three hundred sixty-nine RA patients who were employed outside the home were recruited from a national randomized sample of rheumatology practices. Data on paid work and disease characteristics were obtained by telephone interview. Emotional distress was measured by the Center for Epidemiological Studies Depression (CES-D) scale. Hierarchical ordinary least-squares regression was used to assess the relationship of sex, class, work characteristics, and disease characteristics to both the CES-D summary …

Cattle, Co-Wives, Children, And Calabashes: Material Context For Symbol Use Among The Il Chamus Of West-Central Kenya, Alan J. Osborn

This paper examines systemic contexts for symbol use among the Maa-speaking Il Chamus in the Lake Baringo region of west-central Kenya. The systemic context for symbols and material culture consists of the environmental constraints and behavioral responses that characterize pastoralist life in East Africa. The author's interest in this problem developed in response to Ian Hodder’s work among the Il Chamus, Pokot, and Tugen in the Baringo District. Unlike Hodder, however, the author argues that symbols and their use in East Africa can be more productively explained from a materialist perspective. The Population Council convened a meeting about reproductive tract infections (RTIs) to examine how best to use available tools and information, learn about potential service delivery approaches, and examine the direction of research. The meeting began with an examination of what is known about the prevalence, distribution, determinants, characteristics, and consequences of RTIs, as well as the common elements of an intervention framework. General obstacles related to work in the area of RTIs include lack of awareness of the problem and the limited power of women in society. Botswana has a rapid annual population growth rate and a high total fertility rate. It also has one of the highest levels of contraceptive use in sub-Saharan Africa. Infant and under-5 mortality rates have fallen, yet maternal mortality remains high. The Government of Botswana has developed an extensive network of health care facilities that provide services through an integrated approach. Family planning (FP) services are available at all three levels of the MOH system (hospitals, clinics, health posts). India, the second most populous country in the world, experienced an accelerated decline in fertility during the 1980s. As a result, India’s total fertility rate (TFR) in 1993, 3.5 births per woman, is below the level presumed in the population projections of the United Nations and the World Bank. This favorable development has occurred as India is attempting to reorient its family planning program to focus on the reproductive health of women and the health and welfare of children. The family planning (FP)/maternal and child health (MCH) program in Bangladesh has achieved success in the recent past, mostly through a large-scale government service-delivery system with support and cooperation from donors and nongovernmental organizations. There is concern about the financial and social sustainability of the program. Other issues include achievement of replacement-level fertility within a stipulated period and improvement of MCH-FP service quality. In 1994, the Population Council, Manila, conducted an operations research (OR) project entitled “DMPA Monitoring and Follow-up Studies.” The activity was undertaken to provide accurate and timely support to the DMPA Reintroduction Program of the Department of Health. Commonly known as Depo-Provera, DMPA stands for Depo-Medroxy Progesterone Acetate, an extremely effective injectable contraceptive given every three months. This report focuses on the survey component of these studies which aims to comprehensively examine the influence on DMPA use of factors classified into the following eight major areas: socioeconomic and demographic characteristics; reproductive history; contraceptive history; adoption of DMPA; quality of care …

Rapid population growth, poor and uneven economic performance, and slow progress in health and education are interrelated phenomena. However, while there is strong support for public policies aimed at economic recovery and human resource development in the Philippines, there is still a lack of consensus on the need for public policy to moderate population growth and on the role of a government-sponsored family planning program in overall population and development activities. The recently approved dissemination strategy of the Population Council's ANE OR/TA Project aims to improve the communication process for diffusing study results, enhance their utilization, and institutionalize the operations research communications methods in each of the ANE OR/TA countries. A communications needs assessment was conducted to re-examine the target audiences, define the type of messages each responds to best, identify the most appropriate mix of media for transmitting those messages, and consolidate linkages with other communications professionals working within related fields. In the past eight years, many operations research (OR) programs were implemented in Indonesia to increase the availability, accessibility, and acceptability of services desired by family planning (FP) users. OR has also been employed to improve quality and sustainability by studying the performance, efficiency, and effectiveness of services delivered by providers. Following the International Population and Development Conference in Cairo, there has been widespread consensus in the international community that family planning (FP) programs must be people-centered and focus not just on contraception, but on the reproductive health (RH) of men and women throughout their lives. This policy brief reviews the research and policy implications of promoting the Lactational Amenorrhea Method (LAM) as a component of FP counseling in India.
