A well-known, respected military scholar and decorated Korean and Vietnam war veteran, retired US Army Colonel Harry G. Summers Jr. is a former holder of prestigious chairs at the US Army War College and Marine Corps University. Best known for his On Strategy: A Critical Analysis of the Vietnam War (1982); On Strategy II: A Critical Analysis of the Gulf War (1992); and his weekly column in Army Times, his important associations and powerful influence make him one of our country's military intellectual elites.

How politico-military force will be employed in future war is of major concern to U.S. national security and, because of its operational leadership in this area, to the Army's Force XXI campaign plan. It is envisioned that such force will qualitatively change because of the introduction of advanced technology. This technology will extend the West's continuing mastery of the application of political violence. Unrealized Expectations And Political Violence In Peru's Sendero Luminoso Insurgency, Michael J. Harrington

The persistence of Sendero Luminoso’s insurgency since 1980 has produced a number of outstanding works on the history and politics of the movement. Nevertheless, the role of unrealized expectations and the ideological attraction of SL’s political violence, while often insinuated, has received less than thorough attention. Although several works examine Sendero’s ideology, none have yet considered the correlation between incongruent expectations and the ideological appeal of armed struggle. A possible reason for this neglect could be the perceived simplicity and remoteness of Sendero’s Gonzalo Thought ideology. Yet, Senderismo continues to inspire a small group of extremely violent guerrillas.

Advanced Battlespace And Cybermaneuver Concepts: Implications For Force Xxi, Robert J. Bunker

This article argues that the traditional perception of the battlefield reveals the limiting assumptions upon which Force XXI is built, that it is constrained by its three dimensions, and that it is most likely outmoded. Paradoxically, it is the rise of nonWestern warfare and the proliferation of advanced weaponry that together have made current "spatial concepts" of the modern battlefield obsolete.[1] To be an effective military force into the 21st century, the US Army should start now to redefine the battlefield so that new operational concepts can evolve and produce the doctrine and materiel requirements that will lead to meaningful …

My article "Generations, Waves, and Epochs: Modes of Warfare and the RPMA" (Spring 1996)—which I wrote in the summer of 1995—made reference to two lesser-known theories of future warfare not debated at the time in the military journals. However, these two theories have now begun to actively influence military thinking. In order further facilitate the emerging revolution in political and military affairs (RPMA) debate within the Air Force, I'm including a synopsis and analysis of these two theories.

News coverage of warfare poses a difficult problem for political systems with a free press, such as ours in the United States. In an era of high-tech weaponry and nearly instantaneous global communications, conflicts are inevitable between the obligation of the press to inform the general public, and the obligation of the military to successfully conduct war. The military’s controls over news-gathering during the 1990-91 Persian Gulf War set off a controversy still smoldering during the Haiti occupation of 1994. This paper examines the legal, historical, and technological aspects of this issue.

Commercialisation is the product of a government deciding to address the perceived inadequate performance of public agencies by forcing civil servants to pursue a results-oriented approach to their management using business principles and practices. Its implementation brings into focus a variety of policy issues that governments must address. Moreover, effective commercialisation of a public agency requires the adoption of a commercial framework that then sets the context for the necessary structural, cultural and procedural changes. To implement such changes requires on-going political commitment and adroit senior executive civil servants. Effective commercialisation is, above all, the outcome of an incremental organisational …

Labor history has corne of age over the past three decades. Today two national journals, Labor History and Labor's Heritage, focus on this subject in the United States, and many others, including the Journal of American History, publish articles in the field. In fact, much of what is called new social history often treats labor history topics, and many western historians have had an extended interest in labor history. Numerous recent examples, including the work of Carlos Schwantes, Michael Kazin, Vicki Ruiz, and others have been well received.

Cattle, Co-Wives, Children, And Calabashes: Material Context For Symbol Use Among The Il Chamus Of West-Central Kenya, Alan J. Osborn

This paper examines systemic contexts for symbol use among the Maa-speaking Il Chamus in the Lake Baringo region of west-central Kenya. The systemic context for symbols and material culture consists of the environmental constraints and behavioral responses that characterize pastoralist life in East Africa. The author's interest in this problem developed in response to Ian Hodder’s work among the Il Chamus, Pokot, and Tugen in the Baringo District. Unlike Hodder, however, the author argues that symbols and their use in East Africa can be more productively explained from a materialist perspective. Attempts to define the emotions and elucidate their character have ornamented the intellectual landscape for over two thousand years. Two characteristics of this continuing colloquy are particularly noteworthy: first, the presumption of palpability and, second, the interminability of debate. In the former case, until the present century there has been little doubting the obdurate existence of the emotions. In the second book of the Rhetoric, Aristotle distinguished among 15 emotional states; Aquinas's Summa Theologiae enumerated 6 “affective” and 5 “spirited” emotions; Descartes distinguished among 6 primary passions of the soul; the eighteenth-century moralist, David Hartley, located 10 “general passions of …

The first edition of this book originated from research coordinated at the Ray C. Bliss Institute of Applied Politics in 1993. While it seems odd that a second edition would follow just two years later, we felt compelled to move in this direction for the following reasons: The 1994 midterm election had a dramatic impact on party politics, several of the conditions touched upon in the first volume have continued in the last two years, and the debate over the precise role of parties in American politics has taken on a new quality. Although Chomsky has never discussed judicial review in any detail, he recently made several interesting observations. He believes America's governmental structure remains acceptable, even desirable, even though all three federal branches have not just failed to protect us from private power's excesses but instead have devoted far too much of their energy and power to enhancing private power. The constitutional text creates a unique relationship between the Supreme Court and private power. Because the Court is staffed by unelected Justices who need not pander for money to be reelected, it is more independent of the rich and powerful than either …

The aim of this national case study, a synthetic summary of the work and evidence on women in a tribal, Muslim, Arabian, rapidly changing society, is to contribute to the intersection of the Middle Eastern and women-in-development literatures by situating women first within tribal and Islamic settings and then in the context of rapid changes in political and economic circumstances during the past thirty years. Analytical Perspectives On A Protohistoric Cache Of Ceramic Jars From The Lower Colorado Desert, James Bayman, Richard Hevly, Boma Johnson, Karl J. Reinhard, Richard Ryan

A cache of hermetically sealed ceramic jars found in the Lower Colorado Desert was examined using chronometric dating, pollen and macrofossil extraction, design analysis, and water retention experimentation. The cache apparently dates to the protohistoric fifteenth through seventeenth centuries. Findings from these studies contribute to knowledge in four problem areas: (1) ceramic jar function and use-history; (2) storage technology and caching behavior; (3) ceramic dating and chronology; and (4) symbolic iconography. Biotic remains from inside the jars document their use for transporting a variety of riverine and desert plants, before they were finally filled with flowers and seeds, and placed …

In this paper I analyze some of the economic costs and benefits of monogamy and polygyny for Yanomamö women. The evolutionary ecological model of resource defense polygyny predicts that when female choice is operative females will choose those males who control resources that will maximize a female’s reproductive success. A female will choose a polygynous strategy (i.e., become a co-wife) if a currently married male has more resources to offer than other unmarried males or monogamous males. This model has been successfully used to predict polygynous mating in tribal societies where males are stratified in terms of their ownership or …

In this thesis I contend that experiencing music is a fundamental activity in the realization of cultural identity. Music reinforces cultural identity by enacting significant forms and practices that embody meaning, meaning particular to the identity of a culture. When people hear music that is significant in their culture it excites certain feelings in them which reinforce and regenerate their identity with that culture. Participation in music is a condition that evokes a vivid impression in the participant like no other activity in social life. This paper focuses on the power possessed by polygynous women within the domestic sphere. comparing women in wealth increasing polygynous societies (represented by the Swazi of Africa and the Mormons of North America) with women in sororal polygynous societies (represented by the Mardudjara of Australia and the Achuar of South America) in an effort to determine which of these patterns is related to greater domestic power for women.

Interpersonal violence is a common social problem in American society. Heightened interest in the topic of domestic violence has been sweeping the country as a result of conscience-raising efforts by the feminist movement and others in the late 1960s and early 1970s (White & Koss, 1991). The "closed door" that has protected the secret of violence in the home has slowly begun to open (O'Keefe, Brockopp, & Chew, 1986).

The assassination of Israeli's prime minister, Yitzhak Rabin, moments after speaking of his hopes for peace at a large public rally in Tel Aviv gives his death the added poignancy of the image of an old soldier giving up his life in the pursuit of peace. But the assassin's bullets were also aimed at the heart of an entire nation.
