As the twentieth century comes to a close a shift in paradigm is taking place in civic life. The feeling of anomie and disaggregation is slowly giving way to the belief that citizens do indeed have the capability and desire to invest in and take responsibility for their communities. Past attempts in problem solving have seen repeated failures and an increase in the frustration of communities as the same problems plague their lives. In hopes of eliminating this cycle of despair, the citizens of today's society are turning more and more to the benefits of collaborative efforts.

Scholars of rhetoric and speech communications have suggested that the study of a women's rhetoric should focus on the "distinctly female modes of leadership" that may be found among women in "out-groups" that challenge established political authority. Such leaders must be especially inventive to be effective, and are thus likely to be talented rhetoricians. In looking for such leaders, the religious and political rhetoric of early Latter-day Saint women provides a noteworthy, unique study. Nineteenth-century Mormon women not only battled discriminatory political norms—arguing fervently for both universal woman's suffrage and for the freedom to practice polygamy—they did so from their …

Quit-Claiming The Doctrine Of Discovery: A Treaty-Based Reappraisal, David E. Wilkins

Jepson School of Leadership Studies articles, book chapters and other publications

The discovery doctrine is one of the baseline legal concepts that has worked to seriously disadvantage the land rights of indigenous nations in the United States because it asserts, as one of its definitions, that the "discovering" European nations and their successor states, gained legal title to Indian lands in North America. The author argues, using comparative colonial and early American treaty, legislative, and other historical data, that this definition is a legal fiction. In historical reality, discovery was merely an exclusive and preemptive right that vested in the discovering state the right of first purchase.

There is an increasing amount of man-made debris that litterthe world's oceans and coastal waters, and associated problems which this brings. This debris consists mostly of persistent materials such as plastics, metal. glass and rubber. This dissertation provides an insight into problems and threats associated with plastic garbage. 'Apart from its persistence in the environment, plastics float for years and are concentrated into specific location by ocean currents causing permanent and irreversible damage to the marine ecosystem. Reading Photographs In Colonial History: A Case Study From Fiji, 1872, Brigitte D’Ozouville

This essay explores the significance of a photographic triptych, ca. 1872, pasted on a colonial-era photographic album about Fiji. The author argues that these photographs are reliable documents of referent questions that go beyond the aesthetic effect of photography, the new impact of the medium, and the European curiosity developed for the representation of the “savage.” First, the content of these images are examined within the context of the Fijian colonial history, that is, their “signifiant” in Barthes’s terms. This study analyzed the self-reported survey responses of 219 Air Force Pilots concerning their perceptions of workload assessment in a combat or a high threat environment. The first objective of this study was to determine and compare the combat workload factors of varying importance in combat workload assessment by aircraft and mission type flown. The second objective was to examine the pilots' perception of combat mission inflight workload. A stepwise regression model to predict the pilots' perceptions of inflight workload using pilots' characteristics data was explored. Research conclusion varied among aircraft types. This article discusses the preconditions for settling ethnic conflict through a constitutional compromise: democracy. The focus is on the conditions for transition to democracy amidst intense ethnic strife. What factors facilitate transition to democracy and what factors are obstacles? Philip Duke and Michael Wilson have compiled a well-written, well-organized book designed to "demonstrate the potential of postprocessualism to Plains archaeologists." It contains an editors' introduction, eleven scholarly contributions, as well as two commentaries. The editors suggest that the success of this "new paradigm or research strategy" will be assessed on the basis of its "second-generation scholars" and what they contribute to the "intellectual hybridization" of postprocessualism.

Although it seemed at the time that the destruction of a U-2 reconnaissance aircraft over Soviet territory, slightly over two weeks prior to the Four-Power May 1960 Paris Conference had ended the summit, more deeply rooted historical differences ensured the meeting's failure. While President Dwight Eisenhower sought to ensure a national policy of defense sufficiency via his New Look strategy, he faced many internal and external critics who over-stepped or underutilized their positions. Ai Matai is the official history of the Fiji military’s participation in the Malaya Emergency, written by Tevita Nawadra. What ought to be a milestone in Fijian historiography in fact has had little public or academic impact. Publication in the Fijian language and poor distribution have created a small readership that is largely local. Further official military histories are currently being researched in Fiji, and the experience of Ai Matai provides useful lessons and warnings about how to and how not to go about such projects.
