This research generates a method for easy comparison of national military doctrines as they pertain to peacekeeping operations by using the Conceptual Model of Peace Operations (CMPO) as an organizational framework. Microsoft Excel is utilized as an interface as a means for individuals or organizations to compare individual national peacekeeping doctrines on an independent framework. This project also utilizes graphing techniques to allow users to view more generalized comparisons of doctrine so conclusions might be more readily drawn with regards to specific areas of coverage, areas of doctrine needing to be more fully or less extensively addressed, and the political …

Postcolonial Politics And Colonial Media Representations In New Caledonia, Alaine Chanter

The signing in 1998 of the Noumea Agreement on the political future of New Caledonia was of great significance in conferring a limited form of nationhood on New Caledonia prior to a vote on independence in fifteen to twenty years' time. The agreement itself argues that the emergence of a " new sovereignty" requires affirmation of the formative place of Kanak identity and culture in the society. This requirement is particularly apparent within the European community, which has based its opposition to independence on a denigration of Kanak claims to an affirmative identity and peoplehood. I found PhD study to be a stimulating, challenging and ideal conduit for exploring knowledge via discussion, argument and defence: to have the opportunity to explore method, methodology, epistemology, ontology and what may constitute 'acceptable' research practice is an enriching experience. I had previously heard of intepretivists decrying positivists et cetera, but I was unprepared to find quantitative researchers and lecturers openly dismissing qualitative approaches, and finding dismissals by qualitative researchers of the use of a quantitative approach: such are disappointing and confusing to a trainee researcher. Thus, a far less enriching experience for a trainee researcher is being faced …

Ethnic conflicts have troubled Rwanda for over 50 years, resulting in nearly continuous warfare and bloodshed. Prior to 1959, a monarchy led by the minority Tutsi ethnic group dominated the region’s politics, persecuting the majority Hutus. That year, the Hutus rebelled and overthrew the Tutsi government before imposing a violent retribution on thousands of Tutsi civilians, driving 150,000 of them into exile. The children of these banished Tutsis formed the Rwandan Patriotic Front (RPF) and returned to Rwanda in 1990, sparking a civil war. The RPF eventually defeated the Hutu regime, but they first had to endure the genocidal murder …

Tailoring Partnerships For Success: Experiences From The Djiboutian Humanitarian Demining Program, Alan Childress, Matt Zajac

This article examines the multiple partnerships that were formed during the planning and training deployment of a team comprised of a sailor, Special Operations Forces (SOF) soldiers, Marines, Department of State resourcers, a civilian demining organization, and U.S. Central Command (USCENTCOM) planners. Several of the first-time partnerships discussed could be applicable to future Humanitarian Demining (HD) programs. A fundamental lesson is that the organizational parameters of selected U.S. government HD operations require flexibility, and may need to be dismembered and recombined to successfully accomplish a program's goals. Between the 1890s and 1920, Portugal led a military campaign to colonize Mozambique. After over 40 years of Portuguese rule, nationalist groups in Mozambique united to form the Mozambique Liberation Front (FRELIMO). In 1964, FRELIMO began a movement of guerilla warfare against the Portuguese, starting a trend of civil war that would ravage Mozambique for decades. By the early 1970s, FRELIMO’s 7,000 guerilla fighters controlled most of central and northern Mozambique. In 1974, the Portuguese military overthrew the government and installed leadership that was sympathetic toward Mozambique. Portugal struck a mutual cease-fire agreement with FRELIMO and gave Mozambique its independence …

After centuries of domination by several autonomous and constantly warring kingdoms, the land that would eventually make up the nation of Chad was subjugated by France in the 1890s. The French colonized Chad only half-heartedly, using it primarily as a source of raw materials and unskilled labor, never bothering to institute any unifying or modernizing policies. Chad gained its independence from France in 1960 but immediately became ensnared in a morass of ethnic warfare. Like so many other post-independence African nations, internal strife—sporadically punctuated by outside incursions—delayed all national development programs for decades. This thesis details the land use history of the Holly Springs National Forest. A description of the physical environment and a narrative cultural history of the area from the arrival of people into the North Central Hills are included. Archaeological survey data, soils data and witness tree locations were brought together using Geographical Information Systems (GIS) technology and analyzed in an ecological framework.

An environmental reconstruction using witness tree locations and soil types served as a platform for the delineation of environmental zones in which presettlement tree cover was estimated and compared with previous environmental studies of the area. Prehistoric …

The library and information science literature is overflowing with how-to articles, particularly how to manage the library. Increasingly, library managers find that the time they have available to peruse such literature lessens as other professional demands intrude. With this trend in mind, members of the Comparative Library Organization Committee (CLOC), a LAMA/LOMS standing committee, decided that a list of required readings is in order.
