The International Role Of "Domestic" Bureaucracy, Raymond F. Hopkins

Political Science Faculty Works

Many agencies of the United States Government with nominally "domestic" mandates play important roles in international affairs, and collaborate extensively with other governments and international organizations in the performance of their tasks. In some areas, these agencies rather than intergovernmental organizations play key management roles. Data gathered from a variety of sources indicate the extensiveness of this involvement, and suggest that it continues to expand, although not in linear fashion. Certain trends in governmental reorganization, such as those in the Agriculture Department, suggest similar patterns to those observed in business firms as they become more heavily involved abroad. An analysis of socioeconomically defined ecological areas through the replication of the patterned factorial design developed by Loeb! at the University of Missouri-Columbia. The major emphases of the study were to: (1) delineate homogeneous, although not necessarily contiguous, social areas using the patterned factorial design; (2) determine the capability of the previously delineated social areas to account for significant amounts of variation in residually measured net migration; (3) compare the procedures and results of the present study with those of Loebl's work. In 1974 a revolutionary new income maintenance program was implemented in the United States. It was revolutionary in style because it provided a federalized income floor for the elderly, blind and disabled, previously provided for under various federal, state, and local welfare programs. The program was called Supplemental Security Income, or SSI.

The Social Security Administration, a long-standing institution in the financial community because of old age, survivors and disability insurance (OASDI) benefits, was chosen to administer SSI. SSI represented a new innovation for the Social Security Administration who had never before had to provide non-work-related benefits to indigents. In …

Change And Program Evaluation In Social Organization, Alan M. Cohen

The Journal of Sociology & Social Welfare

There is an assumption of an inherent rationality in linking information on program effectiveness to program change. This article briefly discusses three typical evaluation studies and demonstration projects that fail to link information generated on the effectiveness of what people do, to program changes. Perceived inaccuracy of the information and the perceived threat of the information are emphasized as two reasons for this failure of program information to affect change in social organizations. A pre-planning functional information base is proposed as an important prerequisite in the sequence of creating a more receptive environment for organizational change.

Toward A More Adequate Concept Of "Organization" In Social Work Practice Theory, Buford E. Farris

A generic model of social work practice requires the formulation of frameworks that indicate what is meant by intervention at the "organizational" level. Usually "organization" is put at some midpoint in a hierarchy of social levels (such as individual, small group, organization, local community, society). However, when one looks at the various social work practice frameworks, there is very little development of knowledge about the process of intervention at this mid-level. Since the "macro" levels of community and society can probably be best conceptualized as "inter-organizational" arenas, social work practice knowledge for these levels is also hindered. Change And Social Organization, Alan M. Cohen

The Journal of Sociology & Social Welfare

Organizations continually adapt to external organizational imperatives such as technology, population, knowledge and values. The increasing rate and intensity of these imperatives necessitates fhanges in services irrespective of the organization's formal intentions to change. It is suggested that organizational characteristics amenable to handling change do not occur randomly. Six organizational characteristics are discussed. It is emphasized however, that these six organizational characteristics are not in themselves, sufficient to insure the successful implementation of change. A changing relationship between individuals, as well as a process of routinization must also be dealt with if the imperative for organizational change is to be …

The Application Of Legal And Business Policies To State Prison Industries, Daniel Pramuk, Gregory Robinson, William Rotzien

IUSTITIA

The Prison Industries (P.I.) division of the Indiana State Department of Correction presented the challenge of a business function that must be carried out to achieve policy goals established by the legislature. The legal constraints imposed upon P.I. present barriers unique to the regular business community, and yet, analysis of conventional business planning provides a starting point for an analysis of P.l's plan and its implementation, and provides a guide for posing alternative plans. The Pendleton Reformatory was chosen for observation of P.I. in operation and its relation to the prison as an institution.

Group Discussion Versus Persuasive Speech In Changing Behavior, George J. Sullivan

There has been much research concerning attitude change, but few studies examining concomitant changes in behavior. Those studies that have studied behavioral changes have produced inconsistent results The present study was directed at exploring the relationship between different methods of changing behavior. Forty-six undergraduate students were assigned to either a control, persuasive speech, general discussion, or problem-solving discussion conditions. Experimental conditions were measured by two dependent variables: the number of volunteers (behavioral intention) and appearance at a meeting the following day (overt behavior). With regard to behavioral intentions, persuasive speech did not differ from controls; both types of discussion were …

The Division of Family Services in the State of Utah has undergone an organizational change. State aid to needy families is now administered on a regional level, rather than a county level.

It was hypothesized that this reorganization would have little affect on the clients attitude toward state services. They would be aware of the change but would be neutral in attitude about the change.

Survey research was used to obtain data for this study. A change scale was developed and a score computed. After reviewing the data the hypothesis was rejected. Clients did have a positive view about regionalization …
