This reflective case study explores the dynamics of institutional and personal change through the author’s experience as a department and divisional chair at a small private liberal arts college. The narrative traces the evolution of administrative responsibility amid shifting institutional structures, financial constraints, and demographic transformation in higher education during the late twentieth century. The analysis highlights how external forces—such as economic pressures, federal funding fluctuations, and changing student populations—interact with internal developments in curriculum design, faculty composition, and organizational restructuring. This study presents a comprehensive appraisal of the state of communication arts and sciences departments in U.S. higher education during the mid-1980s. Drawing on survey data from 373 institutions, the research examines departmental organization, faculty demographics, curricular emphases, and budgetary trends. Findings reveal a field in ongoing transition, marked by diverse departmental structures and naming conventions, frequent reorganizations, and the separation of traditional areas such as theatre, mass communication, and speech pathology into independent units. Faculty data indicate modest levels of tenure and continuing gender disparities, though representation of women and minorities is increasing. Salary levels and resource distributions vary …

Planning practice is changing. Previous years of economic growth contributed to an increase in federal, state, and local planning agencies, in addition to regional and special purpose bodies with territorial or functional responsibilities. In times of growth, planning was viewed by many as a type of urban engineering and applied social science characterized by objective fact-finding and the so-called rational model. Leading texts emphasized technical research methods and "hard data" analysis, while government guidelines described scientific application of facts (Krueckeberg and Silvers, 1974; Spiegel and Hyman, 1978). In January 1983, when Governor Michael S. Dukakis appointed Ira Jackson as commissioner of revenue, the Commonwealth of Massachusetts was facing an estimated $300 million deficit. The state was also suffering from a severe loss of public confidence in the integrity of its tax administration. His first and most urgent priority being the restoration of that confidence, Commissioner Jackson implemented a three-part strategy to improve voluntary compliance with the tax laws: raising the stakes for evaders, treating honest taxpayers as customers rather than victims, and changing public attitudes about tax evasion. Transit Agency Characteristics: An Industry Profile, Charles R. White, Sheldon Edner, Kathi Arlene Ketcheson

This study reports on a survey sent to 493 transit agencies in 1983. The survey instrument requested information concerning agency institutional type, operating characteristics, service area population, employment, management pool, finances and recruitment problems for the period 1979-1983. Surveys were returned by 207 agencies, 171 of which were accompanied by organization charts. The purpose of the survey was to solicit institutional information concerning agency structure to serve as background information for a subsequent study of respondent agency managers.

This article addresses the challenge of sustaining professional growth among tenured faculty, distinguishing burnout from a more pervasive condition of being left out in the face of rapid disciplinary and institutional change. Using the metaphor of adventure, the argument contends that some experienced faculty resist new teaching methods, technology adoption, and research engagement not due to exhaustion but due to insufficient preparation for change and fear of risk. Changes in work and social structures are reviewed for the period from the early industrial era to the present. Work structure is hypothesized to have a significant impact upon society and the individual. The structure of the modern work setting and the rapid changes in technology have increased the stress associated with anxiety and isolation. In turn, these problems contribute to the onset of social ills. Purpose This study was designed to provide foundational information concerning the perceptions of California community college chancellors and presidents in multi-college districts, regarding the presidents' decision-making role, at both the college and districtwide levels. Factors pertaining to the chancellors and presidents' professional background, and to district characteristics were reviewed for possible relationships to perceptual congruities and differences. Methodology Survey research methodology provided the basis for the design of the study. Eleven district chancellors and 28 presidents responded to a 24 item, two level Likert-type instrument and a professional background questionnaire. Over 1700 employees of the General Motors Corporation defined trust and described personal work experiences that affected their trust toward the organization. These employee comments were factor analyzed to determine the dimensions of organizational trust. An instrument was developed from employee comments to measure the level of trust in a GM location. With the level of trust quantified, the demographic effects on trust and the relationship between trust and management's communication effectiveness were investigated.

This approach provided new knowledge of trust in an industrial environment. Three dimensions of organizational trust were identified: Openness/Congruity, Shared Values, and Autonomy/Feedback. Age, length of …

Abraham H. Maslow's Need Theory of Motivation was subjected to a cross-cultural scrutiny to see if his theory has universal application. It was thus also intended, to make a contribution to his theory since today, global interdependence is no longer a matter of belief, preference or choice. Rather, it is an inescapable reality.

Investment decisions for large transportation projects are complex, multifaceted phenomena. Generally requiring many years to bring to fruition, such decisions are often reduced at crucial junctures to raw political deals or technical data analysis on limited items. On 19 October 1984, President Ronald Reagan signed the National Archives and Records Administration Act of 1984, separating the National Archives from the General Services Administration (GSA) and reestablishing the National Archives and Records Administration (NARA) as an independent agency. This legislation attempted to resolve the two long-standing dilemmas: the relationship of archives and records management in the federal government and the placement of the National Archives within GSA.

This study investigated age- and sex-specific death rates in South Dakota Counties among the population 65 and over in 1960, 1970 and 1980. Census Bureau and Vital Statistic data were employed to answer the basic question of how death rates and quality of life factors were related. Quality of life factors included; economics, urbanization, health technology, and education, which were operationalized at the county level. A description of county quality of life factors and age- and sex-specific death rates for males and females was presented. Using Richard Emerson's exchange network analysis, exchange relations in the South Dakota 4-H program were examined. South Dakota 4-H is comprised of both paid staff and volunteer leaders. It is currently undergoing structural change through the implementation of the Key Leader System. The Key Leader System involves appointing county level Key Leaders and club level Project Leaders to disseminate information to 4-H members and to assist them with their projects. Innovation has the potential for increasing the effectiveness of information service. As a result of this interest in innovation, organizational theorists have begun to explore the effect of organizational design upon flexibility, creativity, and productivity of organizations. A review of existing literature, however, provides no comprehensive theory of organizational innovation. Research on organizational design and innovation in libraries could contribute to the systematic study of the impact of organization structure . Greater Portland: Experiments With Professional Planning, 1905-1925, Carl Abbott

Portland, Oregon grew so rapidly in population and wealth between 1905 and 1912 that the city's business leadership called for a systematic plan for future urban growth. The City Improvement League accepted the architectural recommendations of Edward H. Bennett to develop outward from the city's center through a series of government buildings, neighborhood parks, and parkways. Unfortunately, the local economic boom collapsed in 1912 and ended any chances of implementing Bennett's plan. Six years later, prosperity returned and a new architectural proposal by Charles Cheney gained acceptance, only to be subverted by the post-World War I economic slump.

The purpose of this study was to identify program characteristics of semesterized secondary vocational agriculture/agribusiness programs which promote student involvement in supervised occupational experiences and FFA leadership activities. The design of this study utilized three data collection instruments. The first instrument was an SOEP/FFA involvement survey developed by the author. The second instrument was developed by the author and solicited SOEP and FFA program characteristics deemed necessary in a semesterized program by instructors of the cooperating schools. In 1982 the Health Care Finance Administration mandated changes in the mechanism and financing of the End Stage Renal Disease (ESRD) Program by the provisions of the Omnibus Budget Reconciliation Act. These changes in finances and procedures became effective August 1, 1983 and have created a state of crisis for ESRD facilities program wide. This study analyzes a large non-profit dialysis program and how its decision making practices were affected 2 by the change in Medicare laws. Application of decision theory in health care provides a basis for this study on the affects of crisis on decision making.

The workshop attracted transportation planners from transit and regional planning agencies, consulting firms, and local governments. It explored the use of interactive graphics coupled with multi-modal transportation planning.

Several key aspects of the use of interactive graphics were explored in panel discussions and demonstration workshop sessions. These aspects included the evolution of interactive graphics technology, the structured application of this technology in implementation, the operational environment, impacts on planning agencies and future applications of this technology.

The demonstration of applications was made possible by use of Metro's EMME/2 system. Metro is the Metropolitan Planning Organization (MPO) for the Portland area. …
