Agenda: Water Organizations In A Changing West, University Of Colorado Boulder. Natural Resources Law Center
Water Organizations in a Changing West (Summer Conference, June 14-16)
Conference organizers, faculty and/or moderators included University of Colorado School of Law professors Lawrence J. MacDonnell, David H. Getches and James N. Corbridge, Jr.
Water organizations in the western United States range from small, traditional acequia associations to large metropolitan water suppliers. What do these vastly different kinds of organizations have in common? All are feeling the pressures of change in the region--growing urban populations, environmental concerns, and calls for public participation.
This year's summer program will examine how water organizations are adapting to these pressures for change. Speakers drawn from urban, agricultural, and community organizations will share their experiences …

Socio-Economic And Political Implications Of The Termination Of General Assistance Benefits For Undocumented Victims Of Torture In Minnesota, Evelyn C. Lennon
Socio-Economic And Political Implications Of The Termination Of General Assistance Benefits For Undocumented Victims Of Torture In Minnesota, Evelyn C. Lennon
Theses and Graduate Projects
The Minnesota State Legislature amended the General Assistance benefits statutes, effective October 1, 1993, to exclude undocumented persons. This research project attempts to define the socio-economic and political issues as they impact victims of political torture who reside in Minnesota without legal status. The history of public assistance, its underlying social problem, and its judicial context reveals the controversy over entitlements versus rights. Social program and policy systems analysis highlights the linkage between the goals and objectives of the legislation and the message that is inherent in the delivery of services. An examination of the files of four clients of …

Decentralization Of Urban Service Activities: An Empirical Study, Wonseon Kyung
Decentralization Of Urban Service Activities: An Empirical Study, Wonseon Kyung
Dissertations and Theses
Post-war metropolitan development in the United States has been mainly due to suburban growth which resulted in dispersal of population, retailing, manufacturing, wholesaling and services. What is known about service suburbanization is primarily derived from survey research on location choices done in localized cases. There has been no comprehensive work done using secondary data on revealed behavior.
This dissertation attempts that comprehensive study. The research analyzes the dynamics of locational structure of services in U.S. metropolitan areas from 1969 to 1989. The descriptive analysis of changes in the location coefficients provides evidence to demonstrate a spatial shifting of consumer oriented …

While self-blame has been considered to be a useful coping tool for victims, its benefits within the context of group discrimination are equivocal. The present research hypothesized that women encouraged to engage in self-blame for sex discrimination would be more likely to endorse accepting their situation or endorse the use of individual, normative actions. In contrast, women encouraged to engage in societal blame for sex discrimination would be more likely to participate in non-normative actions aimed at enhancing the status of the group as a whole. Female students in Canada were subjected to a situation of discrimination and were encouraged …
