The authors maintain that, by granting legitimacy to different notions of fairness and building on common values such as responsibility, it is possible to design siting procedures that promote social cohesion, trust and a sense of fair play.

Environmental Injustice: Evidence And Economic Implications, Heidi Y. Willers
University Avenue Undergraduate Journal of Economics
Some economic analyses find evidence of environmental injustice--minorities and/or low-income persons are exposed to environmental dangers (locally undesirable land uses, or LULUs) more than their non-minority or more affluent counterparts. Such inefficient allocations result from a violation of perfect property rights. This paper does not determine efficient levels of various environmental dangers, but rather examines and compares several studies in an effort to find a consensus among researchers. No consensus emerges, as differences in research techniques prevent consistent results from being found. Future research must have well-defined methodologies before it can be effectively used by policy makers.

The Impact Of Information Channels And Message Attributes On Dimensions Of Risk Judgment, Sharon Dunwoody, Kurt Neuwirth, Robert J. Griffin
College of Communication Faculty Research and Publications
Data from a field survey and an experiment were used to explore factors associated with forming judgments about risk, worry and seriousness of threats. Results from the survey indicate that topic-specific media attention and topic-specific interpersonal discussion are linked to cognitive and affective risk judgments about both self and others. Findings from the experiment provide evidence that the severity and likelihood of a hazard combine to influence judgments about a problem’s seriousness to others.

While recognizing that the making of environmental policy is sufficiently complex that no one method can serve all conditions, Dr. Kadvany urges that more attention be given to multiattribute utility and decision analysis. He suggests this can help, e.g., to illuminate stakeholder values and generate alternative approaches.
