Clearly, if a man holds a self-contradictory belief, then his belief cannot be rational, for there can be no set of evidence sufficient to justify it. This is most apparent when the self contradictory belief is a belief in a conjunction, (e.g., a belief that p & ~p), rather than when it is a non-conjunctive self-contradictory belief, e.g. a belief that red is not a color.

This article examines the contribution of the activities of the Port of Singapore Authority (PSA), a government-owned statutory board which operates almost all of the port related activities in Singapore, to the prosperity of the entire country, by way of multiplier analysis. Input-output analysis is used to compute the income, output, and employment multipliers of port activities, broken down into direct, indirect, and induced effects. The policy implications on port investment and maritime policy follow.

Using the state level data from India, this paper investigates the size of the hidden economy in Indian states over the period 1974/75 to 1995/96. Our analysis has shown that after liberalization of the Indian economy in 1991/92, the growth in the size of the hidden economy has decreased on an average. Our results show that the growth in the size of the hidden economy is approximately 4% less in scheduled election years than in all other years. We also demonstrate that the growth is significantly lower in those states where the coalition government is in power. An increased growth …

The UNCTAD Code of conduct for Liner Conferences entered into force in 1983. The Code's cargo allocation scheme or '40-40-20 rule' aims to provide shipping lines of developing countries with a fair change to compete for the carriage of their seabourne trade. However, the Code has not been effective in meeting its stated objectives for a variety of reasons. Amongst the administrative difficulties are (i) the complications introduced by the EEC's Brussels Package, (ii) the definition of national lines, (iii) the unit of measurement for cargo allocation purposes, and (iv) the monitoring of cargo movements. The Singapore economy is going through a period of major restructuring. Economic stagnation since the 1997 Asia financial crisis (except for a brief recovery in 1999) has called into question the continued relevance of many fundamental policies that had worked well in the past. In 2002, a high-level Economic Review Committee (ERC) was convened by the government to chart new directions for the economy. Facing traffic congestion in the Central Business District and enormous demands on scarce land resources by the growing number of motor vehicles, Singapore, a small island city-state the size of Seattle, embarked on a bold decision to reduce road congestion by implementing the famous Area Licensing Scheme in 1975. This was a manual system of tolls for multiple entries into the Restricted Zone. While achieving the intended effect of cutting down on the volume of vehicular traffic in the Restricted Zone, the authors (and others) found that the problem of congestion had merely shifted in time and place. In Singapore, extensive government intervention in the housing market has resulted in much deviation from assumptions made in the simple neoclassical urban models. The monocentric model of urban structure is extended to incorporate a subsidized public housing market in which the government-determined price gradient is flatter than the private housing price gradients. The propositionthat the utility of public housing households varies inversely with residential location distance from the CBD is empirically tested by estimating net returns to public housing using resale market data. It was found that net returns decreased with distance from the CBD.

This paper investigates the Asian real estate price run-up and collapse in the 1990s. We identify financial intermediaries’ underpricing of the put option imbedded in non-recourse mortgage loans as a potential cause for the observed price behavior. This underpricing is due to behavioral causes (lender optimism and disaster myopia) and/or rational response of lenders to market incentives (agency conflicts, deposit insurance, or limited liability of bank shareholders). The empirical evidence suggests that underpricing occurred in Thailand, Malaysia, and Indonesia. Consequently, these countries experienced a more severe market crash than Hong Kong and Singapore, where underpricing was kept under control by …

Tourism's contribution to Singapore's economy has increased over time. Tourism contributed 11.9% to Singapore's GDP in 1992, about half of that from direct revenues. Indirect and induced sources contributed about equally to the other half. While the direct effect of tourist expenditures on the Singapore economy are predominant, the indirect and induced effects are also significant, indicating strong sectoral linkages within the local economy, especially with respect to the hospitality industry.

Field and documentary data from Walnut Gulch Watershed, an instrumented semiarid drainage basin of approximately 150 km2 (57 mi2) in southeastern Arizona, show that 83% of the alluvium removed from the basin during a 15‐year erosion episode beginning about 1930 was excavated from the highest‐order stream. The amount of alluvium removed in the erosion episode would have been equal to a covering of about 4 cm (1.6 in) over the entire basin. The rate of sediment removal during the erosion episode was 18 times greater than the rate of present channel sediment transport. Production of sediment from slopes and channel …

The deterministic approach to the analysis of river channel instability has not proved to be a completely useful basis for geographic predictions of channel behavior. Economic estimates for benefits of structural channel control projects commonly account for flood inundation, but in arid and semiarid regions these estimates are incomplete because they fail to take into account destructive channel migration and erosion. As a solution, a method whereby historical records of channel locations are reduced to spatially defined probabilistic functions allows calculation of the probability that given parcels of near-channel terrain will be destroyed by erosion. Despite the existence of obstacles in many database applications, traditional spatial query processing utilizes the Euclidean distance metric assuming that points in space are directly reachable. In this paper, we study spatial queries in the presence of obstacles, where the obstructed distance between two points is defined as the length of the shortest path that connects them without crossing any obstacles. We propose efficient algorithms for the most important query types, namely, range search, nearest neighbors, e-distance joins and closest pairs, considering that both data objects and obstacles are indexed by R-trees. In the k-medoid problem, given a dataset P, we are asked to choose kpoints in P as the medoids. The optimal medoid set minimizes the average Euclidean distance between the points in P and their closest medoid. Finding the optimal k medoids is NP hard, and existing algorithms aim at approximate answers, i.e., they compute medoids that achieve a small, yet not minimal, average distance. Similarly in this paper, we also aim at approximate solutions. Location-based services (LBS) are receiving increasing popularity as they provide convenience to mobile users with on-demand information. The use of these services, however, poses privacy issues as the user locations and queries are exposed to untrusted LBSs. Assume that a franchise plans to open k branches in a city, so that the average distance from each residential block to the closest branch is minimized. This is an instance of the k-medoids problem, where residential blocks constitute the input dataset and the k branch locations correspond to the medoids.
