Home support services for the aged are emerging as a primary concern in the Title XX planning proposals put forth by states and localities. This is not surprising when one considers that Title XX guidelines require the setting of priorities among non-cash benefit programs that help insure the individual's self-sufficiency within his or her normal environment.

All services under Title XX must relate to one or more of five objectives for the individual client: economic independence; self care; prevention or remedy of neglect, abuse or other conditions which lead to dependence; intermediate community based care and, as a last resort …

A neglected topic in discussions of services for the institutionalized elderly seems to be the question of whether the residents of nursing homes are receiving adequate support from volunteers. Undoubtedly, voluntarism is playing an important part in the provision of services and emotional support for the aged population, among them the elderly that are institutionalized. But because of the child-centeredness and youth-orientation of American society, it is possible that work with the elderly may not be attracting volunteers in proportion to the needs of this population. The policy sciences, says Harold Lasswell, require "clarification of goals, analysis of conditions, project of future developments, and invention, evaluation, and selection of alternatives."1 This rocess is imbued with values and often these values lie unrecognized.3 Both personal values of the individual analyst and social values of the Society can be and often are involved. The purpose of this paper is to illustrate four policy problems involved in analyses concerning the elderly, and to suggest some additional considerations which would bring these problems into the open and aid in specification and focusing of policy research in this area. We now know, with the conclusive findings of the Masters and Johnson study of sex with elderly, that maintaining the "regularity of sexual expression coupled with adequate physical well being and healthy mental orientation to the aging process will combine to provide a sexually stimulative marriage [and/or relationships]. This climate will, in turn, improve sexual tension and provide a capacity for sexual performance that frequently may extend to and beyond the 80-year age level" (Masters and Johnson, 1968, p. 279).

Most of the recent literature concerning the elderly and crime has been concentrated in the area of victimization. Such subjects as the elderly's vulnerability to crime, types of crimes committed against older members of the community, income level of the victims, and residential indicators, are some of the important variables that have been studied in order to better understand the patterns of crime as it affects older citizens.

A Comparison Of Factors Associated With Past Use, Projected Use, And Perceived Community Need For Health And Social Services, Pat M. Keith

The Journal of Sociology & Social Welfare

Life change, political, and demographic factors associated with past use, projected use, and perceived community needs for services by the aged were examined. Data were derived from interviews conducted with men and women 65 or over in a midwestern community. Life changes were more useful in explaining relationships with health and social services among men than were demographic and political variables. But among women, there was less difference in the amount of variance explained by the three groups of variables. Although men and women differed little in the extent to which they had experienced life changes, discontinuity was differentially associated …

Circumstances in the development of rural aging services in the 1960s and 1970s produced four distinct community leadership styles in the aging network. These are described and labeled the pre-organizational, the grantsman or leadership planner style, the organizational or managerial style and the organized advocacy style.

This paper focuses on conditions conceived to militate against innovation and change in organizations adhering to administrative principles found often in many workplaces. While these principles are not peculiar to schools of social work, these schools are singled out along with two related problems identified often by persons employed in these schools as ones for which few effective innovations have been implemented. These problems center upon how these schools may best achieve an adequate representation among faculty members, of minority group staff, and an adequate representation of substantive course offerings focusing upon the experiences of national minority group members. There are two major purposes of this study. One purpose is to provide faculty, administrators, and advisory committees of the Human Services program at Clackamas Community College (CCC) with information for use in recruitment and curriculum planning. The other purpose is to fulfill practicum credit requirements of the Master of Social Work program at Portland State University.

The four chapters of this practicum cover background information about Associate of Arts (AA) programs and CCC, the review of the literature, the empirical research, and implications of the study for the CCC Human Services Department.

In his testimony to joint hearings before a task force of the welfare reform subcommittee of the US House of Representatives held on November 9, 1977, in Salem, Oregon, as part of a proposed welfare reform bill, H.R. 9030, Professor Norman L. Wyers shared the diverse opinions of participants of Oregon town hall meetings on economic security, entitlement, eligibility and responsibility. The public opinion survey findings revealed Oregonians' support for humanitarian policies, universal benefits, and a focus on job creation over training. Wyers urged policymakers to consider the liberal attitudes uncovered in the survey, emphasizing the need for a steady …

Contemporary American society has established a comfortable reliance upon a large network of total and quasi-total institutions for dealing with certain life threatening events and socially disruptive conditions As a consequence these institutions have become primary locales for dying. It is the principal argument of this paper that although a large proportion of all deaths now occur in institutions, they are generally harsh and unsympathetic in their handling of dying, and particularly insensitive to the social and psychological needs of surviving significant others in the period immediately following a death. This paper discusses the problem of living in a stigmatized inner city community. The reactions of residents are categorized into "Four Moral Careers", and implications for the community of each career are discussed. Major attention is focused upon the "activist" career which aims to overcome the stigma of the community. Adjustment to old age poses special problems. It requires an acceptance of being old and restructuring one's life around decreasing energy and body resources. "Old age is neither inherently miserable nor inherently sublime - like every stage of life, it has problems, joys, fears, and potentials."1 What is it like for an older woman as she experiences physical, emotional, and social changes?

It makes the case that contemporary social work at the time was an uneasy mix of three very different approaches: A public affairs perspective addressing broad social policy issues; a community services perspective extending to agency management, planning and financing; and a personal care perspective built on psychotherapy, social casework and group work. Originally, the focus of this project was to be a policy analysis and survey of the new procedures and regulations established by the state of Oregon for the protection and management of nursing home residents' Personal Incidental Funds (PIF). The analysis was to be divided into four phases, according to a pre-planned timetable. The last phase was to be a field survey of the policy's impact upon nursing homes and adult service workers. The two primary purposes of this exploratory study were (1) to establish the theoretical tenability of focusing on the maintenance of self-esteem as a means for enhancing the quality of life in the institutionalized elderly, and (2) to identify factors related to self-esteem in a home for the aged sample.

Literature reviewed relative to the importance of self-esteem, its development, and its maintenance or change indicated that (1) self-esteem is related to personal satisfaction and effective social functioning: (2) self-esteem develops and is maintained or changed as a function of factors in an individual’s immediate interpersonal environment; and (3) institutionalization …
