Since the 1980s, the standards and accountability movement in U.S. education has focused heavily on reform at the classroom and school level, with insufficient regard for how social, political, and community contexts impact student learning and achievement (Berliner, 2006; Horsford, 2010; Noguera, 2003; Oakes, 1989; Wells et al., 2004). This emphasis on standardization and high-stakes testing has stigmatized, and in many instances, penalized low-income and historically underserved students and communities through the use of student subgroup and school designations. Early Head Start (EHS) is an early intervention program that seeks to mitigate the effects of risk for those families with young children. Consistent with attachment theory, the home visiting component of EHS targets parent-child relationships in order to combat negative child outcomes. Research indicates that children of adolescent mothers are susceptible to poor outcomes both in childhood and adulthood. The current study utilized EHS data from 1198 parent-child dyads to assess the indirect relationship of home visitor quality on child aggression through parent quality, as moderated by maternal age. The African Immigrant And Refugee Community In Multnomah County: An Unsettling Profile, Ann Curry-Stevens, Coalition Of Communities Of Color

Since 1975, African immigrants, refugees and secondary migrants have been relocating to Multnomah County and now represent the fourth largest immigrant community after Latino, Asian, and Slavic immigrants. The African community here is incredibly diverse in its make-up, with over 28 different African countries and numerous ethnic groups represented. Estimates from 2003 suggest that African immigrants make up 2% of the foreign-born population in the Portland Metro (tri-county) area. Nearly half (45%) of the tri-county area’s African foreign-born population is from eastern Africa, including Ethiopia, Eritrea, Kenya, Somalia, Tanzania, Uganda, Zambia, and Zimbabwe. This qualitative study examines Holton Youth and Family Center Community Investment Program in Milwaukee, Wisconsin. The Community Investment Program uses intensive mentoring as a way to prevent young people from choosing a life of crime and/or to interrupt the path of crime for youth involved in negative activity. Based on mentor/mentee interviews, the findings indicate that the program has had an overall positive impact on the mentee participants in the areas of academic participation, skills and interest development, improved parental relationships and feelings of self-worth.

This article proposes that educational and community based programs can help juveniles stay away from crime and prevent recidivism. A presentation of federal and state statistics, along with an analysis of the risk factors for delinquency, will be provided in order to illustrate the important areas that should be addressed in successful programs. Testimonies, including personal interviews with those who have experience working at the RI Training School, DCYF, Boys' Town, Child and Family Services will be shared as evidence of the research found. Finally, recommendations based on the findings will be proposed.

The Wisconsin Department of Children and Families and the Midwest Child Welfare Implementation Center are collaborating with Wisconsin's tribes and county child welfare agencies to improve outcomes for Indian children by systemically implementing the Wisconsin Indian Child Welfare Act (WICWA).This groundbreaking coUaboration wiU increase practitioners' understanding ofthe requirements of WICWA and the need for those requirements, enhance communication and coordination between all stakeholders responsible for the welfare of Indian children in Wisconsin; it is designed to effect the systemic integration of the philosophical underpinnings of WICWA.

Our report, "The Latino Community in Multnomah County: An Unsettling Profile" uncovers an array of racial inequities across the systems of income, employment, education, juvenile justice, corrections, child welfare, philanthropic giving, housing, immigration, research practices (particularly population measurement), wealth, health, health insurance coverage, racial harassment, public service and voter registration. These systems maintain our second-class status and serve to limit our current well being and the prospects for a bright future for our children.

The link between child welfare and juvenile justice is well established, with over forty years of research that focuses on the increased risk of delinquency associated with child maltreatment. The purpose of this environmental scan was to discover what professional development is offered through the Cooperative Extension System to early childhood or school age providers across the nation. A secondary focus was to assess the availability of professional development opportunities offered through the Cooperative Extension System for providers who serve children (birth–12) from military families, both on and off installation. Through this process, the strengths of Extension were highlighted and existing resources that could be replicated for use in other states were identified.

The implementation of a robust community based participatory research (CBPR) study in Multnomah County, Oregon, has detailed broad and deep racial disparities across 27 institutions and systems. The process of this research has led to the identification of numerous practices that misrepresent and negate the experiences and very identity of communities of color. Building on existing literature and research that identify nonprofits as agents of democracy, this research explores how community-based organizations (CBOs) advance social change. Strategically placed to improve social and economic security for individuals, families, and communities, CBOs have unique characteristics, successes, and challenges. The study seeks to understand, document, and apply these in building theories for use by practitioners, academics, public officials, and people living the experiences that public policies address. While ensuring access to health insurance and health care services is important, emerging research indicates that individual health and well-being result from a complex array of environmental, social, and psychological factors. There is growing interest in China to understand how young people learn about sexuality, but there are few existing studies about the role of parents as sex educators of their children. This study surveyed 694 Chinese parents of adolescents in three cities about their knowledge, attitudes, and practices regarding sexuality education for their children. The majority supported sexuality education, yet few parents had provided it. High-income parents had more favorable sexual attitudes and, in turn, were more likely to educate children about sexuality. This report is the result of three years of work of true partnership between the Native American community, the Coalition of Communities of Color and Portland State University. The Portland Indian Leaders’ Roundtable, an alliance of 28 local Native American organizations, tribal organizations and Native focused programs within larger institutions, took a lead role in the implementation of the Native American research. Elders of the community reviewed the work and provided invaluable knowledge and historical context.

A common (or commons) is an economic, political, social, and legal institution that enables joint, shared, mutual or collective natural or social action by agents using a “pool” of shared or jointly held or mutually controlled resources. Many African American youth today are experiencing the vestiges of historical trauma that took root in America in the 17th Century when the first Africans came to America. Across America, homeless students face a myriad of barriers that impede education and school access and success of homeless children. The purpose of this study was to determine the barriers to enrollment and school success for homeless students. The ultimate goal was to provide information to parents, teachers, administrators, and school districts that could serve as a vital resource tool in educating homeless students while removing barriers.
