Today, there is almost no field into which Egyptian women have not ventured, yet their status in society remains unequal to that of men. While many factors account for the prevailing gender gap, male-dominated institutions have continued to relegate women’s concerns to a low priority, impeding their progress. This monograph contends that recent public discourse in Egypt is dominated by the conservative polemics of the Islamists and that the state, in its attempt to contain the Islamists, has subordinated women’s issues to its own concerns for security and legitimacy. This thesis is a comparative analysis of three non-profit service providers and the effect of particular development traits on their degree of autonomy. The three non-profit providers examined in this thesis are all drop-in centres for street youth. Recent government cuts have demonstrated the clear relationship between autonomy and organizational survival of non-profit agencies. For years many have argued that the practice of relying on government funding depoliticized these organizations. many of which perform social justice work. Social Support's Contribution To Reduced Welfare Dependency: Program Outcomes Of Long Term Welfare Recipients, Frank A. Sansone

Long term welfare recipients participated in a state job training and welfare reform demonstration which provided education,job training, and supportive services via intensive case management. Social support research has focused on stress and physical and psychological health outcomes not welfarejob training and education outcomes. Job training and welfare to work policies and programs have not emphasized providing social supports but the supportive services of transportation and child care. Program outcomes at follow-up included: education and job training certificates, including GEDs with some still studying; jobs; and a 50% reduction in welfare receipt. The National Association of Social Workers' (NAS W) code of ethics states that social workers have a professional obligation to advocate for social policies that promote the general welfare (NASW, 1996). Presumably, in an effort to provide social workers with the analytical tools that would allow them to do so, schools of social work typically require students to do course work in the area of social welfare policy. Although these courses provide students with valuable information, it is my view that they tend to be limited in one important respect. They usually do not contain a great deal of content …

Much of the family member involvement that is happening at the state and local level is due, at least in part, to the efforts by the federal government to institutionalize family involvement in policymaking. In 1985 Child and Adolescent Service System (CASSP) staff added a family goal to the program. This goal translated into a requirement that state applications for CASSP funds describe how families would participate in service planning efforts at the child and family, program, and system levels. In 1986 Congress passed the State Mental Health Services Comprehensive Plan (Public Law 99-660), which mandated family member participation in …

Will welfare reform increase unemployment and reduce wages? The answer depends in part on how much welfare reform increases labor supply. This paper considers the labor supply effects of the welfare reforms that have occurred since 1993, when President Clinton entered office with a promise to "end welfare as we know it." The paper reviews previous estimates, and provides new estimates, of how many additional labor force participants have entered the labor force due to welfare reform. I estimate that welfare reform from 1993-96 increased the U.S. labor force by between 100,000 and 300,000 persons. Between 1996, when the major …

When a DTA (Department of Transitional Assistance) worker assesses whether a family's (T)AFDC (Temporary Aid to Families with Dependent Children) case will be closed, s/he decides which one of 67 different codes best describes the reason cash benefits for the household will be stopped. To carry out the analyses, we sorted all of the 67 codes into clusters of codes that logically grouped together: Cluster I, Increased Income; Cluster H, Sanctions; Cluster III, Eligible Persons Moved; Cluster IV, Fraud; Cluster V, Client Request; Cluster VI, No Longer Eligible; Cluster VII, Other or Multiple Meanings. Defining the phrase welfare dependency from a feminist perspective offers a way to understand how the rhetoric around the use of this phrase continues to legitimize current changes in Aid to Families with Dependent Children (AFDC) while simultaneously diverting the public's attention from the real issues of poverty of and discrimination against women. This article includes a detailed definition of welfare dependency, a brief history of its usage, and a reconceptualization of women's use of AFDC on a long-term basis. The latest iteration of welfare reform, the 1996 Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA), endorses work requirements and time limits on benefits, while giving greater discretion to individual states in developing welfare programs. Linking personal responsibility with work indicates that policy makers believe that it only takes properg uidancea nd minimal trainingfo r welfare recipients( predominately women) to make the transition from welfare to work. We suggest, however, that focusing on incentive, sanction, or compulsion ignores the structural features of poverty, especially as they impact the multiplicities of poor women's lives. It is unrealistic to presume that churches and other private charities can fill the void resulting from welfare reform (Sider,1995; Conniff, 1997); yet there are ways to structure an effective church- and community-based continuum of care that will help to do so. In this article African-American churches are viewed as major players. An explanation of the systems theory of isomorphic replication provides a key to understanding the success of this collaborative model, which addresses issues facing communities while building on their strengths and assets and reckoning with the challenges of working collaboratively. Through the lens of an innovative community-university partnership in the Greater Boston region, the authors analyze how welfare reform organizing overtook a resident-driven empowerment project. Since a major goal of the Chelsea/Dudley Partnership in MA is to support residents in exerting greater power over the practices and policies of community agencies, projects have been initiated in the city of Chelsea and the Dudley neighborhood of Boston to organize, and to strengthen, low income women by training them as welfare advocates. The fundamental structure of the public child welfare system is that of a coercive apparatus wrapped in a helping orientation. Agencies ostensibly having the mission to help are mandated to ask whether parents can be blamed for their child welfare problems, and these agencies have the power to remove children from their homes. Thus, the public child welfare agency has a dual-role structure: On one hand, the agency attempts to engage in prevention and support, and to promote family preservation; on the other hand, it also has the task of investigating complaints against parents and removing children from them. Human services is an emergent field of study and work in Australia. Its definition is complex, needing continuing theoretical and empirical clarification. Despite the contemporary decline of the Australian welfare state, human services has emerged in cultural congruence with historic Australian notions of a 'fair go', of social equity, and of social egalitarianism. Human services constitutes a nascent profession, which - in the main - helps people with problems, particularly including members of the social 'underclass'. Little is known about the use of welfare by young men as most research and debate have concentrated on the use of welfare by families headed by single women. This research includes young men in this debate by examining the personal characteristics, events that precipitated their use, why they exited, and the barriers they faced in obtaining employment. Data are from qualitative interviews of 20 young men who resided in Madison, Wisconsin. Findings suggest that these men use General Assistance as a type of unemployment insurance between jobs. African-American Facilities For Dependent And Delinquent Children In Chicago, 1900 To 1920: The Louise Juvenile School And The Amanda Smith School, Anne Meis Knupfer

This article examines two "homes" and later industrial schools founded in the Chicago area for African-American dependent and delinquent children during the Progressive Era: the Louise Juvenile Home and Industrial School; and the Amanda Smith Industrial Home and School. The juvenile court's inception and expansion, especially through the Chicago Woman's Club, as well as African-American club women and probation officers, is first described. The African-American women's activism in fighting segregation and in fund-raising for the schools is especially highlighted. Nonetheless, both schools' success, as well as eventual demise, were due largely to their economic dependence upon the juvenile court.

The U.S. "nonprofit sector" and other forms of contemporary national third sectors which are currently spreading around the world arose in a unique historical moment and for distinct historical reasons and are unlikely to outlast that moment in history. Voluntary action on the other hand has deep roots reaching far back in human history and is likely to be around far into the future.

Welfare Plastic: The Transformation Of Public Assistance In The Electronic Age, Mark Peyrot, William L. Harris, L. Mickey Fenzel, John J. Burbridge

Several states have developed electronic benefit transfer (EBT) systems to deliver cash assistance and food stamp benefits. These systems establish electronic account balances which recipients access through the use of a debit card at terminals such as bank automatic teller machines or transaction authorization machines like those that validate credit card charges. We examine the potential effects of such systems on involved stakeholders, including government agencies, benefit recipients, financial institutions, and food retailers. Overall, each stakeholder group benefits from EBT, but some subgroups do not fare as well. Several key issues are identified.

Although much of the literature on American social welfare philosophy and policy is progressive and sincere in its objectives to dismantle poverty and economic oppression, the literature is limited in two important areas: 1) identifying American social welfare philosophy and policy as primarily Eurocentric in its worldview, and 2) applying the cultural values of people of color as a conceptual base to advance and diversify views on social welfare philosophy and policy. Teaching is reported to be a stressful occupation and social support is thought to mediate stress. The purpose of the study was to identify relationships between the level of professional burnout and social support of high school teachers in Northeast Tennessee. In this correlational study, a sample of 228 secondary school teachers in Northeast Tennessee completed the Maslach Burnout Inventory and the Teacher Support Network Inventory (TSNI). Respondents' satisfaction with support and amount of support were ascertained from the TSNI. In the discussion on the issues of juvenile crime, the nation has ignored the prevalence of mental disorders among youth who commit crimes, and it has failed to provide policy directives on how state systems should respond. With the nation’s attention riveted on youth violence, the issue of prevalence has began to emerge, with the realization that many of the violent acts are committed by a small percentage of young people. Policymakers are beginning to ask questions about the conditions that contribute to a young person’s tendency toward delinquency acts.

Managed Care is a generic term for a broad and constantly changing mix of health insurance, assistance and payment programs which seek to retain quality and access while controlling the cost of physical and mental health services. The introduction of managed care fundamentally transforms the traditional “agency” relationships on which modern social work was built. Little research on its impact on social services is currently available. The managed care model, with its distinctive external patterns of accountability, raises serious questions about the continuing viability of the “social agency” model of practice to which social work has been committed for most …
