Like the Augsburg Confession, the Smalcald Articles were forged for use in confessional confrontation and were the product of a complex political-ecclesiastical situation. Luther composed this confession of faith not for himself but at the request of his prince. Elector John Frederick of Saxony ordered the summary of the chief articles of faith as a position paper to be used in possible negotiations with representatives of the Roman party after Pope Paul III promulgated a bull of convocation for a general council in June 1536. In the United States in 1965, 1,789,000 marriages were performed. In the same year there were 481,000 divorces granted. In addition, less than five out of ten Americans consider their marriage "very happy." And over half of the Americans who did consider themselves to be very happily married felt inadequate as wives or husbands. It is important to notice that since most of those planning on marriage go to the pastor to,perform the ceremony and ask for guidance, many families having marital problems go first to their pastor for help. The relationship of church and state in the United States is still a live issue today. The tension which exists within this relationship was again brought to public attention through the recent hearings of the cases before the United States Supreme Court regarding Bible reading and prayer in the public schools. A television special on churches and taxation also raised anew an issue which is increasing in tension. In addition, a prime focus of this tension has been centered in the discussion of the church's role over against the Vietnam War.

The Commission on Worship and Spiritual Life of the Lutheran World Federation at its meeting in Hanover (March-April 1967) decided to summarize its general discussion on absolution and to use it as a basis for further research. At the same time the commission wanted to develop a questionnaire on the basis of its discussion and send it to several experts. Those experts were expected to be particularly well-trained theologians as well as people experienced in hearing private confessions and in pastoral counseling. The commission sought reactions to four specific questions.
