This document is a basic organizational history of the Foreign Science and Technology Center (FSTC). It describes how FSTC was built out of various Army technical intelligence organizations; traces its relocations eventually culminating in settling into a federal building in Charlottesville, VA; and traces its various reorganizations and changes in staffing.
Appendix A contains a detailed discussion of FSTC Table of Distribution and Allowances (TDAs) changes over the years. That analysis shows how administrative problems were handled and how the focus of the organization had changed over the years. Shallow wells and soaks with very limited yields were the principal water sources for the early settlers.
Hundreds of such wells were constructed by the Public Works Department in remote areas.
In the early 1930s major development of water supplies from rock catchments was begun in the central wheatbelt.
After the war, larger and more effective earth moving equipment became available. The Public Works Department rehabilitated many old excavated dams as well as constructing new ones.
Roaded catchments were also developed during this post-war period. many farmers took advantage of Public Works Department technical advise and hired a P.W.D. grader …

The role of the instructor is, and always will be, a critical one. Until now, though, mediating a course to a self-paced, programmed learning environment frequently has neglected the fact that the instructor will have to alter teaching methods to a great extent in order to cope with the new situation. Further, without a thorough understanding of the role to be played out, the instructor could actually destroy even the best of courses.

This collection is composed of a xerox copy of an account book and a copy of a circa 1900 photograph of Logan County Civil War veterans with twenty-four individuals identified. The account book says on the cover, “John Garrett, His Book, 1830”. Inside is financial information whose context is difficult to ascertain due to the low quality of the scans. The original accession record states that the book is the account book of the unit.

In the United States after the wars of the 19th. century, particularly after the Civil War, no professional social workers existed who could have cared for the wounded soldiers and civilians or for the disabled veterans. The complexity of the issues involved with providing appropriate health care and social services from the appropriate setting to people over age 65 can hardly be overstated. One of the present debates in the field focuses on the value of institutions as the customary setting for providing health care; the arguments are based on considerations of economic efficiency and the recipient's quality of life. Some of the debators suggest deinstitutionalizing as many of the health care recipients as possible, while simultaneously upgrading the quality and quantity of home based support services. The 1970 Census asked no questions about religious identification and therefore a religious community must make its own studies to determine the characteristics of its population. A study conducted for the Omaha Jewish Federation by the Center for Applied Urban Research provided this data for the Omaha Jewish community.

Zion Lutheran Church in Portland has had contact with a number of neighborhood residents who have been released from mental institutions but who have had little community support. The Church has felt the need for some time to develop a residential program for former patients in the area they serve. The authors of this report agreed to conduct a needs assessment and to develop a program relative to the results of the assessment.
A needs assessment identified the target population, attempted to determine what services they would use and how such services might best be delivered. The assessment was conducted …

The following policy plan and accompanying maps provide direction for Gladstone's future development. Although somewhat flexible, the policies incorporate sufficient detail to provide guidance or direction. The plan should be updated as necessary to reflect changing conditions and needs; however, the plan should be updated a minimum of each five year period.
A set of city-wide policies were developed which apply to the entire jurisdiction, meeting requirements of state and regional planning agencies. Health and safety on the job remain sources of bitter controversy in the public forums. Businessmen rail against the Occupational Safety and Health Administration (OSHA) for its "dictatorial" enforcement of "oppressive" regulations, leading President Ford in early 1976 to demonstrate sympathy for their concerns. Labor leaders deplore the failure of industry and government to stem the toll of death and disablement from work-related disease. Members of' Congress, responsive to pressures from constituents, fill pages of the Congressional Record with reports of both employer vexations and employee tragedies.

It is a truism that resources devoted to defense are unavailable for nondefense purposes. Investment in defense takes place partly by reducing civilian spending on consumer and capital goods through tax rates that are higher than they would otherwise be and partly by reducing government spending on non-defense programs. The purpose of this paper is to test for the existence and magnitude of the latter tradeoff over the years 1929-1971 in the United States. In particular, the analysis concerns the tradeoff between defense and three social welfare policies: health, public aid and housing. In addition, the analysis examines whether these …
