The methods utilized were similar to that used in the first report submitted to the Market Strategy Committee of the Economic Development Committee. Some major revisions were made on the previous report to produce comparative matrices utilizing additional criterion variables and differing levels of weighted importance placed on selected criterion variables.

Dynamics, Movements, And Feeding Ecology Of A Newly Protected Wolf Population In Northwestern Minnesota, Steven H. Fritts, L. David Mech Oct 1981

Dynamics, Movements, And Feeding Ecology Of A Newly Protected Wolf Population In Northwestern Minnesota, Steven H. Fritts, L. David Mech

United States Geological Survey, Northern Prairie Wildlife Research Center: Publications

The gray wolf Canis lupus occupies only about 1 percent of its former range in the lower 48 states (Mech 1974a). Most of the range is in northern Minnesota, where the resident population is classified as "threatened" by the U.S. Department of the Interior. Wolves have been and will continue to be the subject of considerable controversy in Minnesota.

The first scientific study of wolves in Minnesota was conducted by Olson (1938a,b). That and all subsequent re- search was in the Superior National Forest (SNF) of northeastern Minnesota even though wolves inhabit approximately the northern third of the state. Consequently, …

Publications

This issue of Review of Applied Urban Research features "An Analysis of the Omaha Apartment Market," by Donald A. Nielsen and John P. Zipay.

The housing construction industry has always been looked on as one of the key indicators of the American economy. When the economy was soaring, the housing industry often saw favorable conditions. In the past several years, however, it has not seen the best of times. New residential starts, both locally and nationally, appear to be headed for a 1981 total that falls far below the levels of only a few years ago.

An Examination Of Public Housing In The United States After Forty Years, Mary Jo Huth Sep 1981

An Examination Of Public Housing In The United States After Forty Years, Mary Jo Huth

The Journal of Sociology & Social Welfare

This article first briefly reviews the history of public housing in the United States since its inception in 1937, noting that growing obsolescence of public housing units, the deterioration of inner-city neighborhoods surrounding public housing projects, racial tensions, and inflation have aggravated public housing problems in recent years. Moreover, public housing tenants are no longer predominantly white, upwardly-mobile, two-parent, working-class families, but predominantly non-white, non-mobile, female-headed, lower-class families. The remainder of the article presents the findings of a 1978 field survey of public housing in the United States conducted by the Department of Housing and Urban Development in preparation for …

Services Aren't Goods: Post-Industrial Principles For Policy Design, Howell S. Baum Sep 1981

Services Aren't Goods: Post-Industrial Principles For Policy Design, Howell S. Baum

The Journal of Sociology & Social Welfare

As the United States moves from an industrial society to a post-industrial society, fewer people are engaged in the production of goods, and a majority now produce services. The processes of designing and producing goods and services are radically different. This differences calls for innovation in both the structure of the work setting and the policies which govern work in the society as a whole. The article examines differences between goods and services and proposes a new model for designing and producing services, as well as new principles for social policy for service production. The model and principles are illustrated …

The Future Of Welfare Programs In The United States: Four Approaches, Wim Weiwel Sep 1981

The Future Of Welfare Programs In The United States: Four Approaches, Wim Weiwel

The Journal of Sociology & Social Welfare

There are many theories which attempt to explain why the United States has become a welfare state. Four main approaches can be distinguished which focus on 1) the maintenance of social order; 2) welfare as empowerment; 3) welfare as an expression of egalitarianism; and 4) welfare as contributing to economic growth.

Similarly, there are many predictions about the likely future of the welfare state. They can be related to the four approaches which analyze the welfare state's historical origins and current function. The aim of this article is to clarify the debate about the future by relating the different predictions …

The Reagan Election And Mandate: Their Fiscal Policy Implications For The Welfare State, James Fendrich, Douglas St. Angelo Sep 1981

The Reagan Election And Mandate: Their Fiscal Policy Implications For The Welfare State, James Fendrich, Douglas St. Angelo

The Journal of Sociology & Social Welfare

This paper has three main thrusts. The first searches the Reagan campaign, the 1980 Republican Platform, the election and survey results to determine whether or not Reagan can creditably lay claim to a mandate for his social policies. The second thrust investigates the 1982 Reagan spending and taxing programs. Our purpose here is to ascertain if those policies denote major new directions in U.S. social policy. Our third purpose involves an assessment of the Reagan fiscal policies upon the U.S. economy.

This study concludes: (1) Reagan can claim a mandate for much of his social policies, (2) the Reagan fiscal …

Strategies For Crime Reduction In Public Housing, Mary Jo Huth Sep 1981

Strategies For Crime Reduction In Public Housing, Mary Jo Huth

The Journal of Sociology & Social Welfare

Many recent studies have revealed that not only are residents of public housing the most vulnerable segment of the American population in terms of criminal victimization, but that even in projects where the actual incidence of crime is not high, a great fear of crime prevails, especially among the elderly tenants. There is general consensus among crime prevention experts that crime reduction programs in public housing must utilize an integrated set of measures, including: (1) physical design, security hardware, and maintenance improvements by management; (2) increased organization of tenants around crime prevention issues; (3) employment of unemployed tenants--both youths and …

This money was to provide these buyers an opportunity to purchase "sanitary, safe, and uncrowded" dwellings.

Trouble In River City: An Analysis Of An Urban Vice Probe, Joseph S. Uris Aug 1981

Trouble In River City: An Analysis Of An Urban Vice Probe, Joseph S. Uris

Dissertations and Theses

This dissertation is an historical case study of a highly publicized investigation of vice and official corruption which took place in Portland, Oregon from 1954 to 1958. Three major relevant areas of social science literature are reviewed. These are: historical material on American reform and corruption, criminology and political science. This literature suggests both the ubiquity and usefulness of vice and corruption in the urban situation.

A set of propositions regarding vice, corruption and reform was developed from these works. These propositions were then examined in terms of the vice probe and political situation in Portland, Oregon.

The triangulation method …

Data from the 1980 Census ofPopu· lation and Housing are confirming and adding detail to the anticipated demographic trends of the 1970's. This issue of the Review examines those demographic trends for Omaha and Douglas County. With 311,681 people in 1980, Omaha included nearly one-fifth (19.9 percent) of Nebraska's 1,5 70,006 people. Furthermore, Douglas County included one-quarter (25.3 percent) of the state's population, and the Nebraska portion of the Omaha …

Deer Social Organization And Wolf Predation In Northeastern Minnesota, Michael E. Nelson, L. David Mech Jul 1981

Deer Social Organization And Wolf Predation In Northeastern Minnesota, Michael E. Nelson, L. David Mech

United States Geological Survey, Northern Prairie Wildlife Research Center: Publications

The white-tailed deer Odocoileus virginianus has been subject to intensive research and management, yet we are just beginning to understand its social organization. Little is known about home range formation, migration, social bonds, and traditions in this deer, what functions they serve, and what selective forces have affected them.

Predation by wolves Canis lupus, in particular, has not been examined as a factor in deer evolution, yet the intimate interactions between deer and wolf through the millennia no doubt strongly influenced major morphological and behavioral adaptations in both species. It is a reasonable assumption that wolf predation has been …
