My review of recent risk regulation policies necessarily starts with the new oversight group within the Office of Management and Budget (OMB), because it has been the dominant force for improvement thus far. Unfortunately, OMB's efforts have not been matched by a similar commitment at the agency level.

The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

One facet of the new conservatism, which is drawing so much interest but not much information currently is the proposal for converting a large number of social service programs (including the Administration on Aging) into a single community block grant program. Even without the Reagan Administration and its new conservatism, however, the case for substantial--if less dramatic--changes in the network of services and programs which benefit the aged has been growing for some time. In this chapter, wel review some of the broader implications of current social policies for the aged, and some of the criticisms raised among gerontologists, concentrating …

Planning For Aging Services: Implications Of Recent Amendments To The Older Americans Act (With 2019 Postscript), Roger A. Lohmann

The 1978 Amendments to the Older Americans Act called for the establishment of social planning, greater emphasis on the needs of the frail elderly (“those in greatest social and economic need”), the establishment of community “focal points” and “comprehensive and coordinated service delivery systems” in rural and urban communities. The amendments were implemented in the 1980 guidelines to Area Agencies on Aging. In this unpublished paper portions of which were presented at several conferences, a Guttman Scaling Technique developed in rural New York state was used to examine the development of aging services in 13 counties in North Central West …

Pottawattamie County, Iowa (Map 1) has been unable to maintain the growth experienced during the decade from 1950 to 1960. The 1980 Census showed a count of 86,500, a loss of 491 or .6 percent from the 1970 Census. (See Table 1.)

The specific objectives of this study were to compare the extent of knowledge possessed by students in Nebraska Career Information System (NCIS) schools and those in non-NCIS schools with regard to: (1) work factors as well as a knowledge of the interests and abilities which relate to these factors; (2) postsecondary school entrance and financial requirements, schools which provide training for specified occupations, together with knowledge of employment opportunities available in those occupations; (3) knowledge of working conditions, including work settings, wage scales, and the salary necessary for a beginning wage. The purpose of this study was to identify factors influentia1 in student choices of secondary vocational teaching as a career. The population for the study consisted of students entering vocational teacher education programs in public postsecondary institutions in Iowa, Kansas, Missouri, and Nebraska. Vocational areas included agriculture, business education, health occupations, home economics, industrial education (including industrial arts) and marketing and distributive education. Questions investigated included the degree of influence of particular persons, preparationa1 experiences, and intrinsic and extrinsic vocational teaching-related factors on student decisions to enter vocational teacher education. Welfare Legislation And American Poverty Traps: Ironies And Characteristics, Theresa Villanueva, Richard J. Caston

We argue that legislative attempts to establish bureaucratic programs to eradicate American poverty will invariably result in ironic inconsistencies that will doom such programs to only limited or partial success. As an illustration, we examine the ironic history of the AFDC program as it has been legislated to deal with American poverty. Three sociological accounts for the ironies of welfare programming are then drawn together. One account suggests that undue concern over the work ethic has overridden more direct concern for the deprecating living conditions of the Door. "Reindustrialization" is a term of economic complexity and great, if confused, social implications to most human service workers. Human services workers can only challenge the plans envisioned by most reindustrialists if certain arguments and assumptions are understood. This article will lay out the reindustrialists plans and assumptions. It will also develop some of the reasons why such ideas, as they are now formulated, cannot work -- in terms based on common experiences highly familiar to every human service worker.

Currently there is a serious gap in the child welfare system in the area of in-service training. As the child welfare system begins to fill this gap, information on what materials are available for training becomes critical. This article reports on an extensive exploration of what is currently available for training in the child welfare field. Several important findings emerged concerning the sources of materials and the lack of training materials for specialized groups.

Social and economic changes during the past two decades have contributed to a substantial increase in the number of women participating in the American work force. The women's movement, for example, has increased the social acceptability of married women working outside the home and has raised single and married women's professional expectations and opportunities. From an economic perspective, inflation has probably motivated more married women to seek employment, and, at least until the past few years, the American economy has been healthy enough to provide jobs for most of them.

A History Of The Portland Waterfront Between Southwest Clay And Washington Streets, Its Land Use And Legal Problems, Jeffrey Gerald Carter

Between 1845 and 1980 the Portland waterfront between southwest Washington and Clay Streets, east of Front Street, metamorphosed from wilderness to trade center, to highway, to inner-city vacant lot. No place in Portland has more graphically illustrated the rapidly changing forces of the modern age in which the city has grown.
For much of its history this stretch of waterfront was mired in law suits. The struggles centered on public versus private ownership. Originally dedicated as public property, but left unimproved by the city, the waterfront was usurped by private investors. Eventually, private owners allowed their property to decay prompting …

This issue of Review of Applied Urban Research features "Components of Change in Sarpy County," by Roger Corbin.
Demographic change in Sarpy County has been dramatic for the past several decades. From each period from 1950 through 1970 the county at least doubled in population. In 1980 however, with the 1970 base number of 66,200, the dramatic rate of gain of the previous decades simply could not be maintained. (See Table 1.) The recorded growth in the 1970's nevertheless was very significant with a gain of 19,815 or 29.9 percent, numerically larger than the 1950-1960 increase.
