Local Economic Development Strategic Planning: A Proposal To Develop Community Self-Help Training Materials, Center For Public Affairs Research (Cpar)

Rural and small town economies suffer from a lack of economic diversification, and from small size and isolation. At the same time, small communities often need help in organizing regionally based and locally driven comprehensive programs for economic development. In response to the apparent need for training assistance, the Center for Applied Urban Research (CAUR) and the Department of Public Administration at the University of Nebraska at Omaha (UNO) developed during the past two years a strategic planning approach for use by small towns. Altogether, the process has been successfully used in projects involving twelve communities in Nebraska.

Water Quality Control: Integrating Beneficial Use and Environmental Protection (Summer Conference, June 1-3)

Protecting water quality is essential to preserve the many beneficial uses of western water resources. This conference addresses the dominant federal requirements in the Clean Water Act, including the important major revisions enacted by Congress in 1987, with special attention to western problems regarding nonpoint source pollution. Developments in groundwater quality regulation are considered, as are selected issues concerning the implications of state and federal water quality regulation for the traditional exercise of water rights.

relevant models in organization behaviour. Out of several models,
the garbage can model, which describes the behaviour of organized
anarchy, seems to be a reasonably good model for understanding EPCs

Public school teachers and administrators are increasingly challenged to demonstrate effectiveness in the face of organizational decline. A management system proposed by researchers in organizational development to promote worker effectiveness is participatory management. This study investigated the effects of participatory management as they related to teacher satisfaction and productivity during organizational decline. Two local school districts that used a participatory management system, identified as Quality of Work Life (QWL) districts, were studied. Two similar local school districts that did not use a participatory management system were also studied. The results of the analysis indicate that there were no significant differences …

Factors That Relate To Job Retention For Former Welfare Recipients, Lisa Spadafore

This descriptive study attempted to determine the factors that relate to job retention for former welfare recipients. Welfare recipients (15 women and 17 men), who were participating in a job club program, completed the Wonderlic Personnel Test (Wonderlic, 1985), the 16 Personality Factors Test (Eber, Cattell, & IPAT Staff, 1985), and a Background/Monetary Questionnaire. Thirty-two clients who obtained jobs were divided into two groups, those who retained their job for 90 days (n = 21) and those who did not (n = 11). Of the 31 factors analyzed, four showed a statistically significant relationship with job retention; amount of jail …

The material below reports on the results of a contract between the Hillsboro Union High School District and the Center for Urban Studies, Portland State University. This contract reflects the District's desire for additional information concerning community ideas and perspectives on District programs. The District had suffered a series of levy defeats at the ballot box, despite significant budget reductions. The result was a major financial shortfall that produced significant program reductions, including the curtailment of athletic programs and busing services. Science Concepts Taught In Secondary Vocational Agriculture Programs As Perceived By Nebraska Secondary Vocational Agriculture And Science Instructors, Thomas L. Sabata

The study was conducted to identify the science concepts taught in the vocational agriculture curriculum which are the same as science concepts considered necessary in the secondary science curriculum in Nebraska, as perceived by 33 vocational agriculture instructors and science instructors in earth science (24), biology (30), physics (28) and chemistry (28). A mail survey was used to collect data for the study. The survey return rate for the vocational agriculture teachers was 75 percent; while science teacher returns were lower (54.5 to 68.2%). Many writers have discerned links between the welfare state and social democracy. A few have examined the connections between the welfare state and war. The links connecting war, social democracy, and the welfare state are here examined, and it is argued that all three can be fruitfully understood as aspects of a tendency to state capitalism which prevailed in the first half of the twentieth century but which has increasingly been offset by a countervailing tendency to internationalization. Classroom environmental conditions establish the social climate or atmosphere of a setting. Stern in 1970 stated that student's perceptions of classroom climate or learning environment are useful in predicting achievement. The purpose of this study was to determine if there was an effect between teaching style and student learning style on classroom environment. The population of this study consisted of secondary high schools within 150 miles of Lincoln, Nebraska, which offer vocational agriculture programs. Seven schools elected to participate. Thirty-four vocational teachers were included in this study. Students completed the Myers-Briggs Type Indicator and Classroom Environment Index. The Myers-Briggs Type …
