Rock Lobster Industry Advisory Committee Report To The Minister For Fisheries., Rock Lobster Industry Advisory Committee Jan 1989

Rock Lobster Industry Advisory Committee Report To The Minister For Fisheries., Rock Lobster Industry Advisory Committee

Fisheries Management Papers

The total catch of about 12.1 million kilograms for the 1987/88 season, based on processor returns, was an increase of 44% on the 1986/87 season. This very high catch, the third highest on record, resulted from an above average perulus settlement in 1983/84 and a "flow-on" of fast growing animals stemming from the expected high recruitment in 1988/990 caught as "reds" in 1987/88.

The Committee has identified five major elements related to the state of the rock lobster fishery upon which management advice is considered.

a) The undersize fraction of the population.

b) The "whites" which provide a significant proportion …

Early Childhood Special Education In The Next Decade: The Impact Of Public Law 99-457 In Nebraska, Deana Finkler, Cordelia Robinson Jan 1989

Early Childhood Special Education In The Next Decade: The Impact Of Public Law 99-457 In Nebraska, Deana Finkler, Cordelia Robinson

Center for Public Affairs Research (UNO): Publications

Nebraska has served handicapped children from birth to age 21 through special education and other services since 1978. But in 1991 Public Law 99-457 will include federal funding for preschool services and incentive grants for infants and toddlers. Because Nebraska has already been serving these populations, it will not receive new funds under the new law. States that will be taking advantage of the incentive funds will be looking to Nebraska-and other states with experience in serving handicapped infants and preschoolers-for precedence. Although under P.L. 99-457 policy has been set at the federal level, key state policy considerations remain. These …

At-Risk Youth In Suburban Nebraska, John W. Hill Jan 1989

At-Risk Youth In Suburban Nebraska, John W. Hill

Center for Public Affairs Research (UNO): Publications

For the greatest part, Nebraska's students are succeeding in school. However, there are students who experience early school failure and early school refusal, students who are "at risk" for leaving school before receiving their high school diplomas. Data from a school district were analyzed as a critical case example to uncover characteristics, achievement, and cognitive skills of identified students at risk in order to answer questions about these perplexing youth. Policy initiatives are discussed.

Improving Life Chances For Children In Nebraska, Mary Mcmanus Kluender, Robert L. Egbert Jan 1989

Improving Life Chances For Children In Nebraska, Mary Mcmanus Kluender, Robert L. Egbert

Center for Public Affairs Research (UNO): Publications

To a great extent, the potential of a child's future is determined by his or her earliest experiences, including education. The life chances of children, both those who are presumed to be at risk and those who are presumed to have a wide range of opportunities, are examined and discussed in this chapter. Factors that help or hinder life chances are described, and data that serve as indicators of life chances are addressed. National and state data about children considered to be at risk of school failure are reviewed. These data indicate that educators, administrators and policy makers should work …

Local Control Of Education, Donald Uerling, Robert O'Reilly Jan 1989

Local Control Of Education, Donald Uerling, Robert O'Reilly

Center for Public Affairs Research (UNO): Publications

The theory of educational control holds that schools are best served by local boards of education. In practice, however, these local boards are subject to numerous constraints, especially at the state level, and often at the federal level. The social, political, legal and judicial climate has great bearing on what school boards mayor may not do, and how they mayor may not do it.

In Nebraska, equitable allocation of resources and recognition of the value of local control can help school districts better achieve the state's educational goals.

Images, Art And Education, Michael Gillespie Jan 1989

Images, Art And Education, Michael Gillespie

Center for Public Affairs Research (UNO): Publications

Art education has traditionally been of low priority in Nebraska's-and the nation's -schools. Discipline-Based Art Education (DBAE) is a new approach that integrates the various facets of art education throughout the general curriculum. DBAE attempts to teach students critical reasoning skills so they may learn to make their own judgments rather than be manipulated through "technological image management." It also enhances the traditional art curriculum through multicultural study. Nebraska's Prairie Visions project can serve as a model to other states, which are increasingly recognizing the value of DBAE.

Nebraska Policy Choices (1989): Preface, Miles T. Bryant, Christine M. Reed, Patricia O'Connell

Center for Public Affairs Research (UNO): Publications

The eight chapters in Nebraska Policy Choices: Education represent the work of University of Nebraska faculty from both the Lincoln and Omaha campuses, as well as the University of Nebraska Medical Center. These authors participated in a unique effort jointly sponsored by the University of Nebraska Central Administration, College of Education (University of Nebraska at Omaha), Teachers College (University of Nebraska-Lincoln), and Center for Public Affairs Research (University of Nebraska at Omaha). Unlike earlier volumes of Nebraska Policy Choices, the focus of this volume is on one critically important area: education policy.

Conflicts And Politics In Urban Planning In Tanzania, Joe Lugalla Jan 1989

Conflicts And Politics In Urban Planning In Tanzania, Joe Lugalla

Institute for Educational Development, East Africa

This paper tries to discuss two important issues. First, it examines the conflict between ideology and actual urban planning in Tanzania. It is argued that via the Arusha-Declaration,Tanzania showed the intention of building an egalitarian society based on the principles of Ujamaa (socialism), hence one expected that an attempt to transform some colonial structures in order to suit the socialist aspiring nation could be in the agenda in Tanzania. This has never been the case at the level of urban planning. The paper argues that the gap between theory and practice exists because Tanzania's socialist theory itself is weak, and …

Urban Service Delivery System And Federal Government Bureaucracy: A Structural Analysis Of Spatial Distribution Of Water Supply In A Suburban Community Of Metropolitan Lagos, Michael Udochukwu Mbanaso Jan 1989

Urban Service Delivery System And Federal Government Bureaucracy: A Structural Analysis Of Spatial Distribution Of Water Supply In A Suburban Community Of Metropolitan Lagos, Michael Udochukwu Mbanaso

Dissertations and Theses

This study identifies the prevailing scarcity of urban public services and the conceptual relations among service delivery, patronage, bureaucratic activities and structural factors in the Lagos Metropolitan region. It examines the extent to which clientelism, bureaucratic decision rules and structural theoretical models explain water service delivery patterns in Festival Town (Festac), a suburb of Lagos, Nigeria.

The unprecedented pace of growth of the Lagos Metropolis since the mid-twentieth century gave rise to the spectacular spatial expansion of the continuous built up region. Urban industrial and governmental institutions have not kept pace with the population growth rate of Lagos. This demographic …

The State, Law And Urban Poverty In Tanzania, Joe Lugalla Jan 1989

The State, Law And Urban Poverty In Tanzania, Joe Lugalla

Institute for Educational Development, East Africa

This paper is about the state, law and urban poverty in Tanzania. The paper examines how the state in Tanzania has been trying to solve the problem of urban poverty. The main argument is that the state's conception of urban poverty is not realistic. The urban poor are seen as responsible for their poverty. This is confirmed by the kind of coercive policies, legislation and other measures which have been instituted by the state in order to solve the problem. The paper argues that due to lack of a critical analysis of the causes of poverty, the state has been …

Metropolitan Technical Community College Survey Of Current Students, James Johnson Jan 1989

Metropolitan Technical Community College Survey Of Current Students, James Johnson

Publications

The survey of 1,957 students enrolled at Metropolitan Technical Community College done in the spring, 1980 provided a variety of information. The data on their characteristics were similar to earlier profiles of Metro Tech students. Most Metro students continued to be part time rather than full time and enrolled in a degree or certificate program rather than taking selected courses. Students were almost equally split between day and night courses. Only one-fifth were under 21 years of age. One-third earned under $9,000, but one-fourth earned over $20,000. Approximately 28% were not employed (slightly higher than earlier profiles) but almost half …

Emergence Of Community Development Corporations: Their Impact On Housing And Neighborhoods, W Dennis Keating Jan 1989

Emergence Of Community Development Corporations: Their Impact On Housing And Neighborhoods, W Dennis Keating

Law Faculty Articles and Essays

CDCs, both locally and nationally, are seeking broader support from government, corporations and foundations. Without increased sustained support, it is not clear that CDCs can really provide the housing, employment, and services necessary for the revitalization of urban neighborhoods that are truly integrated by income, race and ethnicity. However, given the failure of the private market to provide below market housing, and the inability of most large public housing authorities to expand the supply of public housing, CDCs are the best and often the only hope for affordable housing in these neighborhoods.
