The Octofoil
The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

Social planning has a long history in social work. It has gone from an early emphasis on community as the modal point to an emphasis on public policy planning at the state and federal levels and recently to an emphasis on organizational issues and initiatives. Social planning has been a primary tool in the long-term development of new institutions and practices brought about by the unprecendented increases in the size of the aged population. Occasional Paper No. 091-1: Small Towns Lack Capacity For Successful Development Efforts, B. J. Reed, David F. Paulsen

Smalltown residents in Nebraska put a high premium on the need for economic development efforts, yet most think their towns' efforts fall short. Some towns, especially the smallest, don't even try to put together a development project. And those that do try often need help of a kind that State and Federal agencies do not offer. Nonetheless, Nebraska is trying some new programs that match State aid with a town's needs and willingness for self-help. Based on a survey of 135 small towns in Nebraska.

The conservative nature and limited objectives of the American War for Independence are difficult to appreciate apart from an understanding of the religious sentiments—the essentially biblical world-view—of the early colonists. To make such a statement is to invite debate in a continuing controversy. But apart from an acquaintance with some of the religious sources of our constitutional tradition, our understanding of the War for Independence and the Constitution of 1787 will be incomplete.

Municipal Capital Maintenance And Fiscal Distress, Mary K. Bumgarner, Jorge Martinez-Vazques, David L. Sjoquist
Faculty Articles
This paper formalizes and empirically tests the hypothesis that the deficient maintenance of public infrastructure is caused by fiscal distress. We utilize a production-decision framework in which public officials combine maintenance and new capital to produce a desired level of capital services. The behavior implied in the fiscal distress hypothesis is treated as perverse deviations from the optimal production path. The empirical findings from cross-sectional expenditures data give support to the fiscal distress hypothesis.
