This article considers the problem of poverty, with homelessness as the centerpiece. A survey of the problem and its roots and ancillary branches includes (1) a description of poverty in Boston (and America) from 1974 to 1991, its effects, its victims, and its predictable effects on the economy; (2) a description of displacement and of the homelessness that results from it; (3) a description of the immediate response to displacement and homelessness, that is, shelters; (4) a description of the institutionalization/professionalization/ossification of the response (more shelters); and (5) an outline of the terms of the new debate and suggestions for …

It has been estimated that veterans comprise one third of the homeless population. To combat this national disgrace, many small veterans' groups have been formed nationwide to serve their homeless "brothers" in such settings as shelters, group homes, and outreach centers.
A Boston group, the Vietnam Veterans Workshop, based its New England Shelter for Homeless Veterans on the simple but powerful concept of veteran helping veteran. The shelter created a program to accomplish three important functions: providing the basic necessities of a bed, a meal, clothing, and a hot shower; rehabilitating the veterans by offering various activities to comfort and …

Why did it take the media so long to "discover" and report on the dramatically rising rates of hunger and homelessness throughout the nation? Did that failure make it easier for presidential counselor Edwin Meese to declare in December 1983 that allegations of hunger in America were "purely political" and that people who go to soup kitchens do so because the food is free, statements matched a short time later by President Ronald Reagan's claim that people who sleep on grates do so "by choice." Significant ambiguities inhere in the operational definitions of "site" and "selected components of the homeless population" used in the 1990 S-Night Count. Ethnographic methods offer a useful corrective. This article, covering research that was part of a larger project evaluating the S-Night count, describes a brief ethnographic inquiry into the ecology of public spaces occupied by the homeless poor in New York City. Problems in implementation, surprising ease of access, patterns of mobility and prevailing norms from site to site, and the tenuous character of the street sites are reviewed, as are implications for future enumeration efforts.

In March 1992, The Catholic Bishops of Malawi published a pastoral letter titled "Living Our Faith." This Lenten letter discusses educational services, health services, and the AIDS epidemic. It also calls for the publics participation in civic life, examines issues within the justice system, and details the state of specific freedoms in the country such as expression, worship, and association.

The victim was reported to have been engaged in making ashtrays with two others. One man removed the fuzes. One man removed the propellant. The victim detonated the percussion caps holding the device in a vice or between his feet. The man removing propellant went away. The man detonating percussion caps let one off with propellant still inside the cartridge. The blast removed his head. The other member of the team present was also injured but no details were made available.

It'll Take More Than A Miracle: Income In Single-Mother Families In Massachusetts, 1979-1987, Chris Tilly, Randy Albelda

Through the 1980s, the Massachusetts economy grew rapidly. Most Massachusetts families benefited from this economic boom, and saw their incomes rise much more rapidly than the U.S. average. But Massachusetts single mothers and their children, who started out with lower incomes than other families, experienced only minimal income growth, and fell further behind other families in the Bay State. In this paper, we analyze income differences among family types in Massachusetts. We pay special attention to the problems of single mothers, and offer a set of policy recommendations to address these problems.

The driver of a recovery truck was sent to recover broken-down plant equipment in a minefield. Lack of supervision and appropriate instructions meant he walked into a known mined area to check the vehicle. He stood on an anti-personnel blast mine; either a PMN, Type 58 Chinese copy, or Iraqi PMN copy (black), or a Type 72 AP and suffered a lower leg amputation.

A Ghurkha deminer was working with a Schiebel AN/19 in an area of high salt contamination (Subkha – salt marsh) when he failed to detect a Type 72 anti-personnel mine and activated it with his foot. He suffered a traumatic amputation of his lower leg.

This presentation examines the author’s work focusing on "rethinking accountability" in public administration. It critiques dominant paradigms, such as rational choice and bureaucratic politics, for their superficial understanding of public sector behavior and provides an overview to the widely cited “accountability framework” developed with Romzek in their 1987 study of the Challenger accident. The framework is based on the idea that public administrators and other decision makers are constantly faced with multiple, diverse and (often) conflicting expectations, and that various forms of accountability develop as a response to such situations. Ultimately, the paper advocates for a deeper, more nuanced understanding …
