Individuals' Lifetime Use Of Nursing Home Services: A Dynamic Microsimulation Approach, Sarah B. Laditka Apr 1996

Individuals' Lifetime Use Of Nursing Home Services: A Dynamic Microsimulation Approach, Sarah B. Laditka

Center for Policy Research

Despite the projected growth in the number of older Americans who will use nursing home services as the baby boom generation ages, there is little information about the total amount of time we can expect people to reside in nursing homes. I estimate individuals’ lifetime use of nursing home services using data from the 1984-1990 Longitudinal Study of Aging and the 1982, 1984, and 1989 National Long-Term Care Survey. A Markov model of functional status was used to estimate monthly functional status transition probabilities. Discrete-time hazard models were estimated to determine characteristics that were associated with nursing home use. Microsimulation …

The Public Administrationist As Civic Shaman: The Self-Reflective Integrator Of Policy Frames Of Reference And Social Character, Phillip A. Brown

Dissertations

This study discusses the discipline of Public Administration and the Public Administrationist in relation to policy frames of reference and social character. The relationship of policy frames of reference and social character is the basis for public trust As the American political system becomes more and more fragmented, public administrationists, sometimes by default, become the trustees for safeguarding the public trust.

The concept of policy frames of reference, as it evolves in this discussion, refers to the ability of the public administrationist to understand the interactions of changing issues impacting on the interactions of changing issues, or quantum thinking. Social …

Crises In The Regulation Of Long-Term Care, Randall Earl Phillips Apr 1996

Crises In The Regulation Of Long-Term Care, Randall Earl Phillips

Dissertations

This study reviews the history of the legislative process that led to the passage of the Nursing Home Reform Act of 1987 and the implementation of the regulations. The analysis uses the model of Masmanian and Sabatier to identify the variables and assess their impact on the implementation process. The content of the regulations in terms of various statutory and nonstatutory variables is assessed, and an estimate is made of their effect on the program.

Three aspects of the regulations are examined. First, the relative importance of how compliance is to be determined--subjectively, objectively, or clinically. Second, the design and …

Center for Policy Research

This paper addresses issues which arise at the juncture of welfare and disability policies. Using preliminary data from a recent survey of current and recent AFDC recipients in California, we find that disabilities and chronic health problems affect the mothers or children in 43 percent of all households in the AFDC system. The presence of one or more children with disabilities or chronic illnesses is found to have an impact on the economic well-being of families, with increased levels of direct hardship reported by families caring for one or more severely impaired children. Potential causes of higher levels of hardship …

Do Housing Programs For Low-Income Households Improve Their Housing?, Amy D. Crews Apr 1996

Do Housing Programs For Low-Income Households Improve Their Housing?, Amy D. Crews

Center for Policy Research

The primary goals of the 1937 Housing Act were to provide safe and sanitary housing and to reduce crowding for low-income households. During the nearly 60 years since, the effective goals have expanded to include lowering housing costs, and by extension, to increasing nonhousing consumption. This paper examines the effect these programs have had on the overall consumption behavior of participants. Using data from the 1987 American Housing Survey (AHS), the results indicate that federal housing programs have little effect on the housing consumption of participants (4.4 percent increase), but an enormous effect on their nonhousing consumption (141 percent increase). …

Puerto Ricans' Access To Health Care, Ralph Rivera Mar 1996

Puerto Ricans' Access To Health Care, Ralph Rivera

New England Journal of Public Policy

The shift toward cost containment in health policy over the past decade has had negative consequences for the most vulnerable populations in the country, namely, ethnic minorities, the poor, and the uninsured. The Puerto Rican population is significantly affected by this shift, yet little is known of their health care usage. This study investigates the extent to which Puerto Ricans' health care use is determined by the relationship between predisposing variables, enabling variables, need, and other contextual variables and probes the implications of the findings for health policy. The adult Puerto Rican subsample (n = 1598) of the Hispanic Health …

Editor's Note, Padraig O'Malley

New England Journal of Public Policy

This issue of the New England Journal of Public Policy is devoted to further consideration of the public policy implications of specific topics that are of concern to the Latino community and in need of urgent redress. This must be a priority if the United States is not to find itself hopelessly mired in the ramifications, blithely ignored at the end of the twentieth century, of the complexities the changing ethnic composition of the country will create in the opening decades of the twenty-first century.

One of the most promising areas in cross-cultural psychology is the development of identity among various ethnic groups in the United States. This article has a twofold purpose. First, it offers the concept of ethnic identity as defined and studied within the social sciences — sociology, anthropology, and psychology — including a review of some of the recent work on ethnic identity development proposed by leading investigators in the field of psychology. The author discusses their generalizability across ethnic groups. Second, it presents a number of dimensions considered important in conceptualizing and studying Hispanic ethnic identity development. The Health Status And Lost Earnings Of Hispanic And Non-Hispanic Women, Janis Barry Figueroa Mar 1996

The Health Status And Lost Earnings Of Hispanic And Non-Hispanic Women, Janis Barry Figueroa

New England Journal of Public Policy

Based on data from the 1990 early release file of the Latino sample of the Panel Study of Income Dynamics (PSID), this article examines the loss of earnings suffered by disabled or health-limited Hispanic women workers. For comparative purposes, the author created an identical analysis based on a sample of black and white non-Hispanic women from the 1989 original-sample PSID. The research also considers the prevalence of poor health among Latinas to ascertain whether their lower labor-force participation, earnings, and number of hours worked can be associated with episodes of poor health. The empirical results show that Hispanic women are …

These articles echo the issues of today that will have an impact on the future and help us understand how current thinking about ethnicity, education, and health within Latino populations presents opportunities for the coming century. The Latino presence in the United States will certainly make itself known. As Richard Rodriguez poignantly reminds us, "We will change America, even as we will be changed."

Education And Training In Psychology And Law/Criminal Justice: Historical Foundations, Present Structures, And Future Developments, James R. P. Ogloff, Alan Tomkins, Donald N. Bersoff

Alan Tomkins Publications

Although psychology had a brief—and rather dramatic—foray into the legal system early in this century, it was only after World War II that psychology started to systematically permeate the legal system. Building on the interest psychologists and other social scientists had on the law, education and training in the areas of psychology and law/criminal justice has undergone considerable growth and development over the past two decades. The authors discuss the early developments and current models of this education and training. Implications of the increased interest and training in psychology and law/ criminal justice, and directions for future developments in these …

A Plan For Parks And Recreation In Light Rail Station Communities, Mary Anderson, Heather Coleman, Alan Lehto, Kristina Gifford Mckenzie, Deena Platman, Paul Scarlett

Master of Urban and Regional Planning Workshop Projects

This plan proposes new park classifications for THPRD, adding new types of park and recreation facilities appropriate to station communities and adjusting existing classifications to address the needs of a more urban environment. This plan also presents service criteria and design issues that should be considered in siting park and recreation facilities, and elements that should be incorporated into site design. The classifications, service criteria, and design elements were applied to the 170th/Elmonica station area, resulting in a conceptual park and recreation plan for that community, which is also included. Finally, strategies are presented to implement the recommendations contained in …
