A Snapshot Of Individuals And Families Accessing Boston's Emergency Homeless Shelters, 1997, Donna Friedman, Michelle Hayes, John Mcgah, Anthony Roman
A Snapshot Of Individuals And Families Accessing Boston's Emergency Homeless Shelters, 1997, Donna Friedman, Michelle Hayes, John Mcgah, Anthony Roman
Center for Social Policy Publications
This document summarizes key findings from a survey conducted on March 19, 1997 with 338 homeless individuals and 94 families sheltered or served by 33 of 40 shelter programs in the City of Boston. The data presented in this report were collected at one point in time. Point in time data results in an overrepresentation of the "longer term" homeless, and offers limited insight regarding the structural dynamics underlying movement from homelessness to residential stability (Culhane, Lee, Wachter, 1996; White, 1996). However, it does provide a snapshot of the men, women, and children who were spending the night in a …
Reading Neighborhood Character : A Semiotic Analysis Of Three Portland, Oregon Neighborhoods, Jodi Hanson Tanner
Reading Neighborhood Character : A Semiotic Analysis Of Three Portland, Oregon Neighborhoods, Jodi Hanson Tanner
Dissertations and Theses
The character of a neighborhood is demonstrated through environmental cues that tell the casual passerby about a neighborhood and its residents, including such aspects as privacy, neighboring, and wealth. Neighborhoods may be made up of residents all speaking the same message, such as exclusivity or independence; these neighborhoods give coherent messages and have strong identifiable character. Other neighborhoods may seem fragmented or have unclear character because the residential make-up is changing over time. Residents reflect aspects of themselves through the physical surroundings that make up a neighborhood.
This study examines three neighborhoods in a preliminary effort to identify which characteristics …

A local farmer had reported a UXO to the police. The team located the farmer, then parked their vehicle 50m from the accident site and walked with the farmer towards the suspected UXO. The farmer entered the field with Victim No.1 following. The farmer indicated the rough direction of the device and Victim No.2 moved up behind him. All three began to search, all within 1.5 metres of each other. The medic returned to the vehicle to be near to the medical kit. "Statements indicate that at the moment of detonation Victim No.1 bent over slightly and the other two …

The investigators decided that the victim had got a reading with his detector and investigated it but found nothing. He swept the area again and still got a reading, so without remarking the spot, he squatted to prod again [presumed to have been wearing his helmet and visor].

The investigators decided that the two victims were assigned a breaching lane to clear. Victim No.1 was eager to finish investigating a signal when a rest period was announced, so hurried and used excessive force. Victim No.2: was not maintaining the safety distance required and was also injured.

Using a spade he moved some white phosphorus that he thought was posing a hazard to undergrowth six metres from the pit. While he was doing this there was an explosion in the pit and phosphorus was thrown onto his hands and clothing. [This occurred at about 15:15.] The victim immediately removed his clothing. The senior Lao ordnance specialist present stated that the victim stripped to his underpants and mud was put on his hand, thigh and back. When the victim arrived at the Provincial Hospital (said to be "no time") no-one knew how to treat phosphorus burns, so the …

The Team Commander knew that there were mines present. "After thorough checking [he] had ordered the removal of 15cm of topsoil, followed by a second 15cm. The mine was still 15cm below the surface. This was too deep for the detector to pick it up and too deep for the prodder to reveal its presence… the ground compacted under his weight and set off the mine."

The Team leader was preparing to destroy the discovered mines when he was injured in the first mine accident on the site that day [See accident No.227]. After the Supervisor had dealt with that accident he went looking for the deminer who had found the mines, intending to appoint him as the acting Team Leader.

A deminer [the victim in a later accident on the same day] began clearance and located a PMN. He informed the Team Leader and then continued work and located another two PMNs. He then moved to the end of the clearance lane and found a further three PMNs. As he worked he marked the lane by taking markers from the right side and putting them on the left side. Each of the discovered mines was marked with a wooden picket.

The investigators determined that the victim was working in a “small garden”. His detector registered a signal and he prodded and located a fragment. He checked the area with the detector and it signalled again, so he prodded the same area and the mine initiated. The deminer's helmet and bayonet prodder were "destroyed". A photograph showed that the visor has been torn from the helmet on one side.

The development of a sustainable aquaculture industry in Western Australia is considered to be a high priority by the Government. The marine farming industry has a bright future in Western Australia, but there is a need to balance its developing needs for suitable waters with those of existing activities, and with community expectations for accountability and transparency in the resolution of equity and resource sharing decisions. The purpose of this report is to review the existing planning and consultation processes for pearling and aquaculture in WA and recommend how they may be improved and incorporated into a single process. Toward An Economic Development Strategy For The County Of Middlesex, Stephen Evans
Toward An Economic Development Strategy For The County Of Middlesex, Stephen Evans
MPA Major Research Papers
This paper examines the factors that are necessary in the successful adoption of an economic development strategy in Middlesex County based on an analysis of Census data pertaining to population, gender, age, income, education, employment, housing, and agriculture and an investigation of the governance issues in the region. The findings reveal that in order to overcome conflict among constituent municipalities and foster a sense of cooperation between them, decisions about economic development initiatives must be removed from the political realm and placed in the hands of local, appointed business actors.

Humanizing The Downsizing Process: A Review Of A Recent Downsizing Process In Three Conservation Authorities, Thomas Prout
MPA Major Research Papers
This paper examines the ways in which the negative effects of downsizing can be reduced based on a survey of stakeholders involved in the downsizing processes of three conservation authorities in Ontario – Ausable Bayfield, Saugeen Valley, and Upper Thames River. The findings reveal that the most important factor to consider with respect to downsizing is whether there are good human resource management practices in place long before the downsizing process is to occur.

Why Targets Of Regulations Do Not Comply: The Case Of Conservation Compliance In The Corn Belt, J. Dixon Esseks, Steven E. Kraft, Edward J. Furlong
Center for Great Plains Studies: Staff and Fellows Publications
This article employs survey data to test hypotheses about Corn Belt farmers’ intentions to apply conservation compliance plans. The data came from winter 1995 telephone interviews with a random sample of 839 farmers in that five-state region who had USDA-approved plans for their high4 erodible cropland For ethical and practical reasons noncompliance was measured indirectly-the respondents’ estimates of the percentage of their peers in the county who would “not apply their plans to any meaningful extent in 1995.” Regression analysis found that, as predicted by deterrence theory, farmers who believed in high probabilities of violations being detected or penalized were …
Are Union Jobs Worse? : Are Government Jobs Better?, John S. Heywood, W. S. Siebert, Xiangdong Wei
Are Union Jobs Worse? : Are Government Jobs Better?, John S. Heywood, W. S. Siebert, Xiangdong Wei
Centre for Public Policy Studies : CPPS Working Paper Series
The determinants of job satisfaction are estimated from difference equations using four waves of the British Household Panel Study. We find that those moving into union jobs report a drop in overall job satisfaction and those moving into the public sector an increase. This finding reduces the likelihood that cross-sectional results showing lower overall job satisfaction for union members and higher satisfaction for public sector workers reflect individual-specific effects (endogeneity). However, we find that cross-sectional results on satisfaction with the working environment and with pay do, indeed, reflect individual-specific effects. Our difference equations indicate that while union workers complain more …

How The Fruits Of Growth Were Distributed Among Working-Age Families In The United States And Germany In The 1980s, Richard V. Burkhauser, Amy D. Crews, Mary C. Daly
Center for Policy Research
We use cross-sectional and longitudinal data from Germany (Socio-Economic Panel) and the United States (Panel Study on Income Dynamics) to show how the income distribution changed over the 1980s business cycle in these two countries. Consistent with other researchers we find income inequality in the United States increased over the peak years of the 1980s business cycle and that the middle of the income distribution shrank. However, we also find that the great bulk of the disappearing middle shifted to the right— became richer— over the period. Hence, it was disproportionate gains from growth rather than the “immiseration” of the …
