The investigators found no fault with the company's SOPs but said that "insufficient planning and lead-time was allowed for the clearance team to be prepared…". They thought that the "contractual pressure created an atmosphere of unnecessary urgency", that communications between the demining company and the [QA] were inadequate and that the parties involved were all interpreting the contract differently.

The investigators found that "the ground was suitable for prodding in a prone position, but the victim was performing prodding in the squatting position. During prodding he failed to maintain the correct prodding angle and applied excessive pressure on the mine…it is presumed that the locator of the victim might not have been working properly…" The deminer's visor and glove were damaged, and his bayonet was reported to have been "lost".

Since Independence, Small Scale Industries (SSIs), have been playing a stellar role in the economic development of the country. SSIs account for more than a third of the total manufacturing output and generate almost 35 per cent of the country's exports. Importantly, they provide employment to more than ten million Indians. With the onset of economic liberalisation in the country-since 1991- even SSIs have been trying to redefine their role and adapt effectively to the changing macro-economic environment, where market forces are calling the tune. The Abid Hussain Committee, which was constituted to re-define the role of SSIs in the …

Redefining The Role Of Public Sector Undertakings: The Case Of Iti, S S Motial

IIMB Management Review

In keeping with the economic climate, the Government of India changed its long standing industrial policy in 1991, allowing the private sector into areas earlier reserved for public sector units. Telecom equipment manufacture was also thrown open to the private sector, thus ending the monopoly of the protected ITI, the country's oldest PSU. The company suffered heavy losses and in 1996-97, was declared potentially sick. However, rigorous turn-around strategies brought ITI back on its feet by the end of fiscal 1997. Along with an account of ITI's valiant fight back, a new role for PSUs in the changed environment is …

The Use Of Profiling To Target Services In State Welfare-To-Work Programs: An Example Of Process And Implementation, Randall W. Eberts Oct 1997

The Use Of Profiling To Target Services In State Welfare-To-Work Programs: An Example Of Process And Implementation, Randall W. Eberts

Upjohn Institute Working Papers

The purpose of this paper is to provide preliminary information about the design of a pilot project to test the efficacy of profiling and referring welfare-to-work participants. Welfare reform requires welfare recipients, with few exceptions, to participate in work activities and ultimately become economically self-sufficient. Welfare recipients possess a wide variation in job readiness skills, ranging from those who are ready and able to work to those who face significant barriers to employment. The challenge of the local administrator of welfare-to-work programs is to target services to those who need them the most. Yet, most programs provide the same services …

Subsystem Variables Associated With Positive Foster Mother-Foster Child Relationships, Meg Sandow Oct 1997

Subsystem Variables Associated With Positive Foster Mother-Foster Child Relationships, Meg Sandow

Psychology Theses & Dissertations

Many researchers have explored variables that appear to influence a foster child's placement, and both researchers and theorists have noted the need for an overarching understanding of the variables that may affect a foster child's care and progress. This study examined four interlinking subsystems of foster care: the foster child, the family of origin, the foster parent, and the social worker. Data regarding relevant variables for each of these subsystems were analyzed by means of canonical correlations, factor analyses, a multiple regression, and zero-order correlations. Participants in the study were 42 foster children from the Chesapeake and Suffolk Departments of …

The investigators said that, "When the deminer registered a reading on the detector, he marked the reading and then started prodding in half prone/squatting position. After a few minutes prodding he approached the second marker and the mine went off".

The investigators determined that the accident occurred when the deminer used only one marking stone to mark a detector signal, then prodded in a squatting position which "failed him to maintain the correct prodding angle". It is suggested that he was careless because he thought he had detected a fragment (having detected many fragments immediately beforehand).

From Welfare To What?: The Limitations Of Low-Income Work, Lande Ajose Sep 1997

From Welfare To What?: The Limitations Of Low-Income Work, Lande Ajose

New England Journal of Public Policy

The premise of the welfare law enacted by Congress is that people living in poverty could vastly improve their economic status if only they were employed. The author argues that economic security for welfare recipients will not be realized simply by increasing the labor-force attachment. Home health aides comprise an occupation that could absorb many of the large pool of workers expected to join the labor market because demand for their services is high and barriers to entry are low. However, as this survey shows, the home health field offers limited promise to welfare recipients because, significantly for women rolling …
