Nexus Of Fear, Deterrence, And Prestige: The Role Of Russia's Exotic Nuclear Toolkit, Ryan Christenson

This thesis examines Russia’s development of “exotic” nuclear weapon systems, specifically the Poseidon nuclear-powered torpedo, the Avangard hypersonic glide vehicle, the Kinzhal hypersonic air-launched ballistic missile, and the Burevestnik nuclear-powered cruise missile, to determine how and why Russia diverged from traditional nuclear platforms. Drawing on open-source data and comparative analysis against the standard nuclear triad, it investigates the doctrinal, technical, and political motivations driving Moscow’s nuclear modernization, including paranoia over U.S. missile defense, aspirations for great-power status, and domestic economic influences. This thesis examines whether cyber warfare now poses a more immediate threat to U.S. national security than weapons of mass destruction (WMD). Cyber operations have become a dominant instrument of contemporary conflict, with malicious actors operating in a persistent “grey zone” that blurs traditional boundaries between war and peace. These operations target military and civilian entities, both directly and often as collateral damage due to the uncontrollable nature of cyber threats. Introduction: Informal STEM learning experiences include visits to museums, zoos, and aquariums as well as experiments and other activities performed at home. Family involvement in these experiences has been linked to increased student interest and participation in STEM fields; yet, scant research has been conducted on at-home STEM.

Methods: This descriptive case study investigated the tinkering experiences of nine rural middle school students and their families who participated in a series of interactive, at-home activities. INTRODUCTION: T his study aimed to update and reinforce previous research on helicopter emergency medical service accidents in the United States. By investigating predictors of fatalities after helicopter emergency medical service crashes through the application of machine learning techniques, we updated existing data sets and sought to uncover patterns that traditional analysis might not reveal.

METHODS: Using the National Transportation Safety Board database, the authors analyzed a dataset of 267 helicopter emergency medical service accidents between 1991–2022. We first calculated fatalities odds ratios for each condition. We then plotted geospatial locations of all reported accidents. Finally, we used XGBoost regression …

Understanding human perceptual strategies in high-stakes environments, such as crime scene investigations, is essential for developing cognitive models that reflect expert decision-making. This study presents an immersive experimental framework that utilizes virtual reality (VR) and eye-tracking technologies to capture and analyze visual attention during simulated forensic tasks. A 360° panoramic crime scene, constructed using the Nikon KeyMission 360 camera, was integrated into a VR system with HTC Vive and Tobii Pro eye-tracking components. This dissertation examines the roles of gender identity, healthcare experience, and practitioners' scope of healthcare services in the uptake of annual HIV screening among the understudied population of transgender individuals. Transgender individuals are about half as likely to have an annual HIV screening despite having similar risk profiles to men who have sex with men (MSM). The current HIV guidelines for MSM recommend annual HIV screening because of the risky sexual practice, anal sex with other men. The multivariate Vasicek model is commonly used to capture mean-reverting dynamics typical for short rates, asset price stochastic log-volatilities, etc. Reparametrizing the discretized problem as a VAR(1) model, the parameters are oftentimes estimated using the multivariate least squares (MLS) method, which can be susceptible to outliers. To account for potential model violations, a maximum trimmed likelihood estimation (MTLE) approach is utilized to derive a system of nonlinear estimating equations, and an iterative procedure is developed to solve the latter. Existing climate policy goals require dramatic and rapid reductions in greenhouse gas (“GHG”) emissions. Achieving such reductions within the desired time frame is a tremendous challenge, particularly through conventional regulatory approaches. The conventional approach to environmental problems is to treat such problems as “market failures” that can be corrected by government intervention, such as through regulation. Electric motors are typically deemed as the largest source of loss in many vehicles but have recently become more efficient on average than the AC-DC converter used to charge the vehicle. This study utilizes two mixed-effects models to examine the effect of Universal Health Coverage on Neonatal Mortality Rate (NMR) in 30 countries of Sub-Saharan Africa from 2000-2019 while addressing the missing data in health indicators. Using natural cubic spline interpolation, I impute the missing values in the health coverage indices to preserve the location- specific trends of the data. Findings indicate that among the health Coverage indices, only Index1, which directly relates to coverage of maternal, newborn and child health services is significantly associated with reduced NMR. Lands within the National Forest System (NFS), like all federal public lands, are rooted in Aboriginal Title and were once exclusively inhabited by Indigenous peoples and communities. Through the process of treaty-making, the federal government amassed millions of acres of ceded Tribal lands, many of which are now managed by federal public land agencies, including 194 million acres managed by the U.S. Forest Service (USFS). Access to front-country camping on North American public lands has historically been preferential to those who are White, relatively wealthy, and highly educated. In theory, however, all activities on public lands are available to all people, and everyone has equal right to enjoy the benefits from recreational activities like camping in these spaces. The federal government is responsible for ensuring that nursing homes comply with regulations designed to protect residents from abuse, neglect, and substandard care. To this end, the Centers for Medicare and Medicaid Services (CMS) partners with states to conduct onsite inspections of nursing homes, during which regulators may identify violations. The agency can take one or more actions in response to violations, including imposing civil money penalties (fines), appointing a state monitor, or mandating remedial education for staff. This presentation explores how artistic practice can illuminate philosophical questions about the nature of mind, consciousness, and liberation as articulated in Book Four of the Yoga Sūtras of Patañjali. Through a series of paintings that visually translate these sūtras, I propose that art offers a unique, experiential means of engaging with the complex relationship between citta (mind) and puruṣa (consciousness).

The meteoric rise of Artificial Intelligence (AI), with its rapidly expanding market capitalization, presents both transformative opportunities and critical challenges. Chief among these is the urgent need for a new, unified paradigm for trustworthy evaluation, as current benchmarks increasingly reveal critical vulnerabilities. Issues like data contamination and selective reporting by model developers fuel hype, while inadequate data quality control can lead to biased evaluations that, even if unintentionally, may favor specific approaches. The first few days of the second Trump presidency saw a flurry of executive orders targeting immigrants, the transgender community, blacks, and federal government employees. Clashes among drug cartels over territory and trafficking routes have caused insecurity and violence in parts of Mexico for decades, especially along the U.S. border.
