Emergent Models Of Place-Based Philanthropy: A Review Of Six Foundations’ Initiatives, Douglas Easterling

The Foundation Review

Traditional approaches to place-based philanthropy, including comprehensive community initiatives (CCIs), are characterized by four design features: 1) a centralized stakeholder group that serves as the primary nexus for the foundation’s engagement; 2) an extensive planning process on the front end; 3) the planning group’s initial strategy serves as the basis for the foundation’s investments throughout the initiative; and 4) foundation staff play a largely transactional role in reviewing proposals, awarding grants and monitoring progress. This linear, structured approach to community change has had only limited success over 30 years of foundation practice.

Foundations often support initiatives in multiple countries and cultures, including within the United States, with limited access to or familiarity with the people and local contexts in which activities occur. To gain a deep and nuanced understanding of their investments’ relevance, effectiveness, and sustainability, foundations are often eager to partner with evaluators close to the contexts and people who participate in and are most affected by their investments.

Engaging Youth In Philanthropic Practice: Field-Building Strategies And The Promise Of Youth-Possible Philanthropy™, Kimberlin D. Butler

The Foundation Review

Traditional philanthropy has largely been top-down, with communities — including youth — having limited decision-making power. Despite philanthropy’s recent shift toward participatory approaches, young people in these historically excluded communities are often ignored as contributors to philanthropic strategy.

Youth-Possible Philanthropy™ (YPP) offers a new, emerging theoretical framework that proposes to shift this dynamic by positioning youth as co-creators and possibility catalysts in philanthropic governance and strategy. YPP is grounded in possibility development, participatory approaches, and trust-based philanthropy.

The article provides strategies for operationalizing YPP. Case examples illustrate how YPP can foster authentic power-sharing and bridge gaps in philanthropic practice.

There is much discussion of shifting organizational culture in philanthropies to share power and decision-making. However, examples of foundation learning endeavors to disrupt culture in service of systems change, racial equity, and responsiveness are less common.

Our article provides a window into the demanding work at The California Wellness Foundation and how internal collaboration and learning have led to progress in racial equity and power-sharing with communities. We focus on the introduction of Learning Labs, an action research model that framed and scaffolded the investigation of philanthropic terms and practices. Although their role is sometimes overlooked, an Indiana statewide study confirms that most community foundations and United Way agencies directly contribute to meeting local disaster response needs.

Although half of all community foundations and United Ways report past service disruptions due to the more severe weather caused by climate change, the majority have not discussed the need to plan for disasters with their boards of directors to assure business continuity.

Community foundations lag behind United Ways and direct service nonprofits in risk mitigation, and their leaders are more likely to downplay the potential impacts of climate change on state residents. …

Cycling is increasingly advocated as a healthier and more sustainable mode of transportation, as reflected in both scholarly literature and policy initiatives. Nonetheless, the escalation in bicyclist crash fatalities underscores deficiencies in extant roadway designs that inadequately safeguard these vulnerable users. A persistent challenge in the examination of bicyclist safety, behavior, and comfort is the paucity of comprehensive cycling data. This study examines the dual impact of the Fresno Area Express (FAX) Q Line, a 15.7-mile Bus Rapid Transit (BRT) system launched in 2018, on the Fresno housing market and passenger satisfaction. The Q Line, designed to modernize public transit, features eco-friendly compressed natural gas (CNG) vehicles, real-time passenger information, and improved service efficiency. Housing market analysis focused on residential properties sold between 2012 and 2024, utilizing Geographic Information System(GIS) mapping to segment properties into three regions: the Q Line corridor, an outer buffer zone, and the rest of Fresno. The intent of this study is to assess the readiness, resourcing, and capabilities of public transit agencies to detect, identify, be protected from, respond to, and recover from cybersecurity vulnerabilities and threats. This study is an update of the 2020 Mineta Transportation Institute (MTI) study, “Is the Transit Industry Prepared for the Cyber Revolution? Policy Recommendations to Enhance Surface Transit Cyber Preparedness.” In the previous study, the authors found that the transit industry was ill-prepared for cybersecurity attacks. As a result of the Tuition Equity Law enacted in September 2023, Massachusetts is one of 25 states1 that have encouraged access to higher education for non-citizens, including undocumented students2 (Broder and Kmec, 2024). Under the Tuition Equity Law, undocumented students, who: attended a high school (9th-12th grade)3 in Massachusetts with any combination of three years, graduated from a Massachusetts high school or have a Massachusetts high school diploma equivalent (GED/HiSet), and are admitted to a public institution of higher education in Massachusetts, can attend at in-state tuition rates (Massachusetts Department of Higher Education, 2023). The Gastón Institute began investigating occupational credentialing because of a previous research project with English for New Bostonians, which had found that many people in its ESOL (English for Speakers of Other Languages) classes complained that lack of an occupational credential had caused them to suffer unemployment or underemployment. The Latino Equity Fund at the Boston Foundation provided the funding for a study addressing the problem of determining the extent to which Massachusetts immigrants are having trouble in the labor market because they lack the proper occupational credentials. Monitoring Incentives And Tax Planning: Evidence From State-Owned Enterprises, Eva Eberhartinger, David M. P. Samuel

This study provides new evidence on the association of state ownership and tax planning by showing that a state owner’s monitoring incentives affect a firm’s tax planning. Using the setting of a developed market economy, Germany, we distinguish between state owners that directly benefit from state-owned enterprises’ (SOEs’) income tax payments and those that do not. Our results indicate that state ownership is not associated with less tax planning unless the state owner directly benefits from higher tax payments. These results are robust to various specifications and suggest that shareholders’ monitoring incentives are a determinant of a firm’s tax planning …

An epicentre of ethnicity-based identity politics and exclusions, India's northeastern region has long been politically imagined as both a ‘frontier’ and ‘borderland’ for state control, territorialization, extractive economies and (re)developments by colonial and subsequent post-colonial regimes. In post-independence India, the region experienced many territorial assertions made on ethnic grounds. With the rise of religio-national and neoliberal politics, new urban ‘developments’ and connectivity projects in the region have deepened exclusions based on class, caste, ethnic and religious borders. These have, in turn, led to further displacement, enclavization, and ghettoization of minority communities who are deemed ‘non-native’ along ethnocentric lines. Taking two …

As electric vehicle adoption rate continues to grow globally and across the United States, it is desirable for airports to adapt to meet the needs of electric vehicle driving passengers. This thesis develops an implementation plan for an on-demand charging solution for the El Paso International Airport to address the current limitations in charging infrastructure. After analyzing the electric vehicle adoption trends, four charging solutions were studied: conventional fixed-point charging, fixed-point charging with added valet service, mobile charging service and wireless inductive charging. Visitor experiences in parks and protected areas are shaped by a variety of environmental, managerial, and social factors. To ensure that visitors enjoy their time in these spaces, management agencies often adopt guidelines to establish acceptable levels for different aspects of these experiences. One of the most selected factors is perceived crowding, which reflects how crowded visitors feel in a given area. When perceived crowding exceeds desired levels, it can significantly diminish visitor satisfaction.

Background: Veterans living with mental illness often face challenges that impact their overall life satisfaction and adjustment to civilian life. While resilience is widely considered a protective factor, limited research has examined its role in conjunction with personality traits, psychosocial factors, and demographic characteristics. Purpose: This cross-sectional study examined the associations between resilience and life satisfaction among U.S. veterans with mental illnesses, while accounting for personality dimensions, demographic variables, and psychosocial factors. Methods: Secondary data from 156 veterans diagnosed with mental illness were analyzed. This study explores the role of rural public libraries in Arkansas in fostering cultural capital development among youth. By employing a mixed-methods approach combining quantitative analysis from the 2022 Arkansas Public Library Survey and qualitative insights gathered from semi-structured interviews with rural librarians, the research investigates three core questions: (1) How do rural libraries impact youth cultural capital development?
