Policymakers are elected to create, amend, or repeal legislation that impacts public welfare; however, little is known about the specific criteria used when making public health and safety decisions, particularly regarding motorcycle helmet laws. In 2012, Michigan repealed its universal helmet law (UHL) after 35 years, replacing it with a partial helmet law specifying requirements for helmetless riding. Despite an increase in unhelmeted fatalities, the UHL has not been reinstated, raising questions about the legislative decision-making process. Zero tolerance school discipline policies, originally intended to address serious threats such as weapon and drug possession, have increasingly been applied to minor behavioral infractions, disproportionately affecting African American students, particularly females. These exclusionary practices, including school-based arrests, have been linked to adverse educational outcomes. The purpose of this quantitative correlational study was to examine associations between school-based arrests due to zero tolerance policy violations and high school graduation status of African American female students in Florida. During the COVID pandemic, schools were widely believed to be a venue that facilitated disease transmission. While some worried Black and Hispanic students would disproportionately face greater risk of COVID exposure at school (school COVID risk) – given well-documented racially disparate school environments and resources – little empirical evidence exists documenting or refuting potential disparities in school COVID risk. Recreational fishing provides sociological and economic benefits, and fish populations are managed by state agencies to meet angler expectations. One of the most popular species in Midwest reservoirs are walleye (Sander vitreus), and most of these fisheries have established restrictions on the number and sizes of fish harvested. Regulations are set based on population structure and dynamics and management goals, but often agencies have incomplete information needed to establish regulations. Predictive models can provide insight on population responses and inform managers of the tradeoffs between angler restrictions and population sustainability. Linguistically diverse trainers play a critical role in reshaping professional development (PD) within Early Childhood Care and Education (ECCE), yet their contributions remain marginalized within English-dominant institutional structures. This qualitative study explored how these trainers define and deliver meaningful learning experiences despite systemic barriers, limited resources, and monolingual policies. Grounded in critical constructivism, the research centered the lived experiences and voices of linguistically diverse trainers across multiple contexts. Through semi-structured interviews, participants shared how they co-constructed relational, culturally grounded, and linguistically affirming PD environments rooted in community knowledge and emotional connection. Although Japanese seniors are very healthy, research shows that they are not very happy. Compared to seniors in other developed countries, Japanese elders have lower ratings of subjective well-being and are increasingly alone. This paper argues that changes to Japanese family life help explain why Japanese elders are struggling with low subjective well-being. Specifically, declining marriage rates and declining rates of elders living with their children (co-residency) have made it harder for elders to get the support they need. This monograph discusses how NATO might better leverage risk to strengthen the alliance’s extended deterrence. Such leverage would prove especially useful because Kyiv is unlikely to be permitted to join NATO and the United States may reduce its presence in Europe. Western analysts have not given Russian deterrence enough credit for the alliance’s deterrence failure on February 24, 2022. The alliance did not act fecklessly, nor did it self-deter. The purpose of this qualitative case study was to describe the use of drones by suburban police departments in Texas, and its central research question asked how that drone use aligns with what prior research found the public supports. The research design used a holistic multiple-case approach that involved interviewing police officers who use drones as part of their law enforcement responsibilities. Relevant theoretical frameworks were social contract theory, Packer’s theory on law enforcement, and evidence-based policing theory. Biosecurity threats, including diseases such as COVID-19, influence public health and national security policies. The COVID-19 outbreak in Wuhan, China, reveals the risks of biological agents to public health. This study investigates how varying perceptions of COVID-19 as a biosecurity threat affected public policy in 12 countries, including the United States (U.S.), the United Kingdom (U.K.), China, and Ghana, aligning with the Copenhagen School's Securitization Theory and employing causal inference methods. Pregnant military spouses with disabilities have high levels of anxiety and depression, as these individuals are more exposed to stress due to various health risks and worries during deployments. This paper analyzes policies aimed at fostering a green economy in a resource-abundant, megadiverse nation such as Indonesia. This study use Delphi and Analytic Network Process methodologies, grounded in the perspectives of regulators, academics, experts, and practitioners in the green economy, to identify the determinants of green financial policies, revealing that fiscal instruments are of paramount importance. This empirically-grounded commentary questions the basis for New York City Public Schools’ (NYCPS) adoption of the Teaching Strategies products—the Creative Curriculum (CC) and Teaching Strategies GOLD—as the mandated curriculum and assessment systems for early childhood education (ECE) programs administered by the New York City Public Schools. As wildfires increase in frequency and severity in rural communities, disaster management agencies are seeking to collaborate with community-based organizations (CBOs) working with rural, low-income Latin@/e/x communities to build wildfire resilience. This qualitative case study examines the critical role of CBOs rooted in their local, predominately low-income Latin@/e/x communities as cultural brokers in supporting Latin@/e/x wildfire survivors following the 2020 "Mobile Home Parks" Fire in a rural county in Oregon. Unsafe abortion affects millions of women around the globe every year. Unsafe abortions are more likely to occur in countries with restrictive abortion policies. Yet, these policies persist, and the worldwide trend of liberalization of abortion laws is at risk of reversal. There is a disconcerting lack of research regarding what factors cause governments to enact, retain, and enforce restrictive abortion policies. This paper is an attempt to fill in such a gap. This dissertation examines everyday experiences of a North Korean refugee woman in the U.S., centering her narratives as sites of critique, resistance, and meaning-making. Grounded in Critical Refugee Studies, Asian American Studies, and Critical Intercultural Communication and framed by intersectionality, it explores how interlocking structures of power shape and are shaped by her life.
