Claudia Sahm was a principal economist in the Division of Research and Statistics of the Board of Governors of the Federal Reserve System from 2007 to 2017 and section chief for the Consumer & Community Development section in the Division of Consumer and Community Affairs from 2017 to 2019. Her work focused on macro forecasting; she also researched household behavior and responses to fiscal stimulus. Peacebuilding used to power humanity’s quest for fusion; it still could. This article analyses the enormous implications of a burning plasma fusion breakthrough, for both worsening conflicts and peacebuilding, by applying the nonkilling global political science peacebuilding framework; the quintuple helix technology innovation ecosystem model; and recent path dependence theory. The first burning plasma will be an unprecedented historical event, with the closest parallel being the Trinity Test; we analyze the Test in path dependence terms to compare it with fusion. The 2022 Russian full-scale invasion of Ukraine caused millions of Ukrainians to flee. Yet most citizens continue to reside in the country, playing critical roles in the Ukrainian resistance. Today the Ukrainian fighting force includes trained military and police as well as citizens who either were conscripted or volunteered to take part in national war efforts. This mixed-method study conducted in Spring 2022 presents data collected from 79 respondents in a semistructured survey, using snowball sampling. Data analysis examined individual self-reported motivations, attitudes toward the conflict, resilience, quality-of-life hardships, and scaled perceived stress. The research in this thesis explored the research question: Are United States (US) health systems accessible to cyber-bio terrorist attacks post-pandemic, within the context of the emerging discipline of cyberbiosecurity? Key findings of the analysis demonstrated how US health systems are more accessible to cyber-bio terrorist attacks specifically from cyber hacking groups based on the increasing sophistication of their cyber capabilities and the lack of cyber protection for biological systems. The Syrian operation of 2012 was the first successful employment by Russia of expeditionary warfare, narrowly defined as naval support to Russian (or Soviet) ground forces in a war away from their periphery (i.e., in a country that does not border them), from the sea. Dis/misinformation was a major concern in the 2016 U.S. presidential election and has only worsened in recent years. Even though domestic actors often spread dis/misinformation, actors abroad can use it to spread confusion and push their agenda to the detriment of American citizens. Even though this report focuses on actors outside the United States, the methods they use are universal and can be adapted to work against domestic agents. A solid understanding of these methods is the first step in combating foreign dis/misinformation campaigns and creating a new information literacy paradigm.

Personal narrative, segments of oral histories, and short prose poetry combine to reflect the experience of contemporary women line officers in the U.S. Navy. I drew from my thirty-plus years of naval service as well as oral interviews that I have collected to depict this significant transitional period for women, whose roles expanded from clerks and fleet support administrators to trained warriors and watch standers, ready for the next mission. Themes such as personal identity, sexuality, and social pressures combine to form a portrait of adventuresome and talented young women who did, indeed, persist, and persevere.

China has been rapidly accumulating naval capabilities for nearly 4 decades with the ambition of pursuing blue-water-navy forces through its People’s Liberation Army Navy (PLAN). Russia’s invasion of Ukraine in 2022 forced the United States and its NATO partners to be confronted with the impact of hybrid warfare far beyond the battlefield. Targeting Europe’s energy security, Russia’s malign influence campaigns and malicious cyber intrusions are affecting global gas prices, driving up food costs, disrupting supply chains and grids, and testing US and Allied military mobility. This article examines how women as primary gatekeepers for well being became involved as health promoters in a local indigenous health care project in the Amazonian region of Madre de Dios, Peru. Here, I provide a case study of the processes and transitions that the project underwent from its inception to its eventual inclusion of indigenous women health promoters into its programs among indigenous communities from the mid 1980’s through the early 1990’s, at a time when western primary health care was even less accessible then it is today. This article is about developing and implementing interventions that are systemically viable in a world that is constantly evolving. Geopolitical and economic forces, environmental stressors, and the weaponization of information confront us with an unprecedented level of complexity, requiring new ways of seeing and being when intervening in conflictual situations. Enter The Age Of Csywar: Some Reflections On An Emergent Trend, Kumar Ramakrishna

New England Journal of Public Policy

This article uses the current Russian-Ukrainian conflict as a jumping-off point for a broader, preliminary reflection on the continuing evolution of war in the digital age. It is the contention here that we are witnessing an emergent phenomenon of what we might call csywar. Intervening states engaged in csywar—best understood as an indirect, hybrid strategy—seek to attain data, infrastructural, and epistemic dominance over the target state. This article discusses various defensive counter-csywar strategies that target states could pursue, such as fostering data, infrastructural, and epistemic resilience internally, and makes the case for developing deterrent counter-csywar capabilities against hostile intervening states.

Due to Russia’s full-scale invasion of Ukraine, the scale of explosive ordnance (EO) contamination in Ukraine has reached unprecedented levels, necessitating new methods to assess and track the different types of ordnance and the level of contamination across the country. As the most documented, active war on social media to date, The HALO Trust (HALO) has successfully harnessed open-source research to better plan and conduct survey, clearance operations, and explosive ordnance risk education (EORE) across the country.

Since their first use in World War II, the use of Mine Detection Dogs (MDD) has been subject to ongoing debate. How effective are they really in finding mines? Are they really worth the expense they entail? As with so many aspects of modern survey and clearance operations, many of the lessons we continue to learn today have already been learned in the past. A brief history of the contribution of MDD over the past eight decades can help us put their performance into perspective and understand where they can add significant value, while also appreciating their limitations.
