What Senior U.S. Leaders Say We Should Know About Cyber, Dr. Joseph H. Schafer

On April 6, 2023, the Atlantic Council’s Cyber Statecraft Initiative hosted a panel discussion on the new National Cybersecurity Strategy. The panel featured four senior officials from the Office of the National Cyber Director (ONCD), the Department of State (DoS), the Department of Justice (DoJ), and the Department of Homeland Security (DHS). The author attended and asked each official to identify the most important elements that policymakers and strategists must understand about cyber. This article highlights historical and recent struggles to express cyber policy, the responses from these officials, and the author’s ongoing research to improve national security cyber policy.

INTRODUCTION: Among service members, musculoskeletal injuries threaten military readiness and place a substantial burden on medical and financial resources. While musculoskeletal injuries (MSKIs) are a leading threat to military readiness, service members’ unwillingness to seek care constrains current prevention and surveillance efforts. A growing body of evidence shows US service members conceal a large proportion of injuries, especially in training environments. The Reserve Officers’ Training Corps is a critical training environment for future US military commissioned officers. A fascinating study that shows how the intersection of technology and politics has shaped South African history since the 1960s.

This book details the development of an interconnected technological system of a coal mine and of the Matimba and Medupi power stations in the Waterberg, a rural region of South Africa near the country’s border with Botswana. South Africa’s state steel manufacturing corporation, Iscor, which has since been privatized, developed a coal mine in the region in the 1970s. This set the stage for the national electricity provider, Eskom, to build coal-fueled power stations in the Waterberg.

This paper attempts to explain the threat that foreign disinformation poses for the United States Intelligence Community and its allies. The paper examines Russian disinformation from both a historical and contemporary context and how its effect on Western democracies may only be exacerbated in light of Chinese involvement and evolving technologies. Fortunately, the paper also studies practices and strategies that the United States Intelligence Community and its allied foreign counterparts may use to respond. It is hoped that this study will help shed further light on Russian and Chinese disinformation campaigns and explain how the Intelligence Community can efficiently react.

Interstate conflict has developed beyond conventional tactics to include the cyber realm, making cybersecurity a key component of international relations and an integral part of state defense plans. Purpose: The purpose of this phenomenological study was to identify and describe how exemplary senior Navy female leaders used five principles associated with grit (courage, conscientiousness, long-term goals, resilience, and excellence versus perfection) to accomplish extraordinary results in their organizations.

Methodology: This qualitative study used a phenomenological method to describe how eight senior Navy female leaders use five characteristics of grit to accomplish extraordinary results in their organizations. Respondents were purposively chosen. The researcher collected data through interviews, transcripts, and artifacts that were triangulated and coded for themes using NVivo software.

This paper seeks to analyze the intersection between the EU’s increasingly securitized and externalized policies towards migration, and instances of the weaponization of migration on the EU’s external borders. Although scholars have analyzed cases in which states harness migrants as political weapons, depoliticized most depictions apply a moralistic lens that frames these cases as aberrant, decontextualized, and political events. Recent mounting nuclear threats and postures from adversary nation-states, such as Russia, China, North Korea, and Iran, represent a clear danger to the interests and security of the United States of America and its Allies. To meet these threats, the 2022 Nuclear Posture Review requires the Department of Defense (DoD) to design, develop, and manage a combat-credible U.S. military which, among other prioritizations, is survivable. A survivable force can generate combat power despite adversary attacks. The climate justice movement is increasingly stressing the importance of building broad-based coalitions for addressing climate change. Two important elements in these coalitions are grassroots and grasstops organizations. The former bring creativity and flexibility to coalitions whereas the latter bring resources, staff, and specialized expertise. In contemporary military operations, some problems are so complex they do not give way to linear solutions but require problem management instead. Combining the fundamentals of Dao De Jing philosophy with the US military design process offers a new perspective to analyze complex security problems, devise management strategies, and plan military operations. This dissertation argues that from 1989 onwards an increasingly terroristic neo-Nazi underground in Germany became gradually entangled with the reactionary Neue Rechte, whose crusade against the German culture of remembrance is also a crusade against European integration, increased migration, and the conceits of liberal democracy. This entanglement produced an ideologically coherent extreme-right political movement with a heavily armed and tactical paramilitary faction that has, contrary to what various governments of the Federal Republic have wanted to believe, been developing in Germany since the early 1990s. Among the nominees was Kaja Kallas, Estonia’s Prime Minister, whose innovative vision advocated a departure from traditional models. U.S. Army senior leaders have asserted that forces led using the mission command approach will have an edge in future combat. Mission command decentralizes decision-making to empower subordinates to react more successfully and seize battlefield opportunities.
