Rethinking The Relevance Of Self-Deterrence, Jeffrey H. Michaels

The US Army War College Quarterly: Parameters

Self-deterrence is critically understudied in deterrence theory. Similarly, deterrence practitioners prefer to focus on adversaries’ threats rather than seeking to account for the full scope of fears influencing the decision calculus of policymakers. Through historical case studies, this article identifies where self-deterrence has occurred, highlights the benefits of incorporating the concept in future strategic planning and intelligence assessments, and recommends that policymakers, strategists, and analysts acknowledge self-deterrence as an important factor when preparing for future wars.

Strengthening ties with Taiwan is the best chance the United States has to preserve the liberal international order in Asia and improve its security relative to China. This study offers a normative perspective on how Taiwan can contribute to US-led international institutions and the Asian regional order and reduce conflict risk. It concludes with recommendations for the United States and its partners to integrate Taiwan into multilateral institutions in Asia.

This research is focused on exploring the distinction between theories of leadership and more contemporary visions of relational leading. In order to do so, the specific case of traditional clan structure seen in the Somali state will be examined, and parallels between the two will be drawn. This paper argues that the old Somali tradition shares much in common with current writing on relational leadership (Uhl-Bien, 2006) and, therefore, can expand our understanding and support for a form of leadership that transcends traditional, individualist, hierarchical leadership. The field of environmental peacebuilding emerged as a counter to the idea that violent conflict was an inevitable byproduct of environmental change. Two decades ago, my colleague Geoffrey Dabelko and I published a book, Environmental Peacemaking, sketching the argument that ecological interdependencies could be instrumentalized as a force for peace (Conca & Dabelko, 2002). Other early works from this period focused on the peace opportunities in biodiversity conservation (Matthew et al., 2002) and transboundary protected areas (Brock, 1991; Ali, 2007). Reliably detecting and discriminating mines, booby traps, and victim operated improvised explosive devices remains a stubborn problem for both humanitarian demining organizations and the military. Since mines were widely used during the Second World War, much effort has been expended on the detection problem, with limited success. The aim of being able to positively identify a device first time remains elusive since the scientific challenge of positively identifying different substances in the ground is formidable. This lack of regulation has occurred since the country's independence in 1945. This study aims to determine the benefits and urgency of improving airspace resilience in Indonesia by using an intelligence analysis approach. The research method is qualitative and descriptive analytical. Intelligence analysis is a powerful tool to anticipate and mitigate threats. Moral injury has been widely studied in male combat-deployed active-duty personnel and veterans, with little inclusion of non-combat or never-deployed experiences. Moral injury research has primarily focused on adverse outcomes. Within military moral injury research, there is limited information on individual branches of service or rank-specific experiences. The purpose of this study was to explore moral injury event exposure and posttraumatic growth within a single branch of service, the Marine Corps, with a focus on rank status and the inclusion of non-combat and never-deployed veterans. The Warsaw Uprising of 1944 was a major World War II operation by the Polish resistance Home Army (Armia Krajowa) to liberate Warsaw from Nazi German occupation. It began on August 1, 1944, and lasted 63 days, as the poorly equipped resistance fought against well-armed German forces. The Soviet Red Army, stationed across the Vistula River, offered no significant aid, leaving the insurgents isolated. The uprising was brutally suppressed, resulting in approximately 200,000 Polish civilian and combatant deaths. Warsaw was left in ruins, and the city’s population was forcibly expelled. Despite its tragic outcome, the uprising symbolized Polish resistance and …

Through a combination of research and interviews, this paper unpacks the policies that expose colonialist realities and how Puerto Rican mutual aid societies engaged with those policies in the aftermath of Hurricane Maria. Policies and decisions such as cabotage law under the Jones Act; the quality of Puerto Rican bonds being triple-tax exempt; the inability to refinance or default on debt; the Insular Cases and other Supreme Court cases; and PROMESA, have established a colonial relationship with significant material and political consequences for Puerto Rico. Most Americans rely on social security as a significant source of retirement income, but without congressional action, the program’s projected insolvency threatens to reduce benefits for all covered retirees. This thesis explores a path forward to legislating a fix by evaluating several proposed provisions. First, this thesis analyzes the premises and purposes of the program’s structure. By intentional design, program executives and lawmakers fostered acceptance of the program as a type of insurance. This Article addresses the growing nexus between climate change and various conceptions of security with a particular emphasis on climate change's national security impacts. In Washington today, we are witnessing what many call the “return of industrial policy.” Some argue that a new political economic paradigm is emerging, departing from the neoliberal order of the last several decades. High-stakes questions about how to administer industrial policy have followed, for good reason: industrial policy necessarily involves a great deal of administrative discretion. Yet we have no adequate literature discussing how that discretion should be deployed. After five years of protracted guerilla warfare, Uganda’s current President Yoweri Museveni capturedpower in January 1986, displacing the preceding regime that had been dominated by Northern politicians and Eastern Ugandans (army and police). Feeling humiliated, deprived, and out of government, several rebel insurgencies erupted, among which was the Uganda People’s Army in the Teso region. The experiences of the affected population at the hands of the army, rebels, and the Karamojong cattle raiders from the North East have remained largely unexplored, unheard, and undocumented outside of the region, and neither have how the victims made meaning of their conditions.
