Inter-American Indemnity: Internal Security And The Mutual Security Program For Latin America (1951-1961), Robert George Baker

Graduate Program in International Studies Theses & Dissertations

This thesis examines the purpose of U.S. military aid in the American Republics from 1951 through 1961 and proves that concern for internal security became dominant during that period. At first military aid supported hemispheric defense against communist aggression, which Washington orchestrated through mutual defense agreements, but by 1953 maintenance of internal security emerged as the major aim of aid to several Central American nations. In 1956 the National Security Council determined that internal security was a vital goal of the military aid program for Latin America. This research provided the conceptualization of a model that can be used to aid the operations planner in choosing employment strategies for peacetime contingency operations. The model uses object-oriented design and is constructed in two levels. The top layer of the model is a decision analytic model which provides a framework within which to structure the employment decision. It enables the user to quantify the probabilities of random events and the preferences of the commander and determine how these factors influence the decision. This article proposes, as a new element of the "liberal internationalism" that should characterize the post-Cold War world, a simultaneous solution to these three problems. The nations of the world should negotiate a series of multilateral agreements to stop the spread of advanced weaponry, and include in each of them, as an overt incentive for developing states to accept the disarmament and verification obligations, provisions that explicitly require the affluent, developed states to make specified monetary and in-kind transfers to the third world parties. Difficulties faced by cooperative acquisition programs are identified as the inability to agree on common requirements and the existence of economic or political interests of the partner nations which conflict with or impinge on the program. These are the causes of failure of many of the past cooperative projects undertaken by NATO countries for the purpose of standardization. The study investigated the European Fighter Aircraft (EFA) program in order to find if the same holds true for the EFA and the impact that those difficulties had in the program. This article represents a transcript of two lectures Nigel Hamilton presented in the spring and fall of 1989 at the Massachusetts State Archives. In this paper we discuss the structure and dynamics of this consensus process through an exploration of a series of challenges to the regime. An Army training program was evaluated in order to present recommendations for program refinement. The training program, developed as part of two larger Army combat development (CD) studies (DuBois & Smith, 1989a, 1989b), represents an attempt to define program design requirements for training tank commanders to use the Intervehicular Information System (IVIS). IVIS is a computer-based command, control, and communications system proposed for future M1A1 tank upgrades. Twenty-four Army tank commanders (TCs) participated in the research effort. TCs were of various rank and age. Training and testing were conducted over a 4 day period. Training lasted 1-1/2 days followed by …
