Towards A Universal Nuclear Nonproliferation Treaty, T. P. Radhakrishnan

The 1968 Treaty on the Nonproliferation of Nuclear Weapons (NPT) came into force in 1970 and expires in 1995. In 1995 an extension conference has to be convened to decide whether the treaty continues in force indefinitely or will be extended for an additional period or periods.

The treaty, cosponsored by the us, the USSR, and the UK, has 155 signatories, but a few countries like Israel, India and Pakistan have refused to be bound by it. They have done so mainly on the formal grounds that the treaty is structurally discriminatory between nuclear and nonnuclear weapons states.

In this research the effect of socioeconomic factors on terrorism and government instability in Latin America are studied. A commonly held opinion is that terrorism and instability are caused by repressive conditions. The objective of this research was to generate a methodology to forecast terrorism and instability given certain socioeconomic indicators. This methodology was generated for individual countries, two groups of countries, and a composite developing country. A set of 28 socioeconomic factors were evaluated and reduced based on correlation analysis. Patterns of terrorism and instability were investigated through data analysis and factor analysis. This study was designed to determine whether there was a positive relationship between an individual's self-esteem and their achievement in a leadership development and assessment setting. While correlational studies have been conducted utilizing self-esteem and achievement as variables, no known study has been conducted with achievement at ROTC Advance Camp as a dependent variable. The hypothesis tested focused on determining if there is a positive relationship between self-esteem and achievement at ROTC Advance Camp. Sixty-six ROTC cadets from five select universities in the state of Illinois were administered the Barksdale Self-Esteem Evaluation Number 35. The results of their evaluation was …

An oral history compiled from recollections of fourteen combat veterans, documented by over forty hours of tape-recorded interviews, the paper recreates GIs' mentality upon entering combat. The formation of the collective mentality is examined by exploring the attitudes, motivations, and historical circumstances determining thought and actions of these reluctant, yet dedicated soldiers. The collective mentality, defined as the way of thinking allowing the majority to best cope with their predicament, answers why men fought and how they persevered once in combat. A systems engineering approach to the development of a radically different kind of surface combatant ship is presented, followed by a preliminary design of the ship shown by the analysis to be most effective. The requirement for the project was the development of a ship which would provide a major increase in the missile firepower of a battlegroup. The study conducts an analysis of four warfare scenarios and evaluates the effectiveness of replacing some Aegis ships with the missile carrier (CMX) and examines the relative utility of varying missile loads for the CMX. Military manpower management principles and policies are in constant flux as the military forces mobilize and demobilize during periods of war and peace. This study identifies trends in U.S. military manpower policies and procedures from 1890 to 1991. Major military conflicts reviewed are the Spanish- American War, World wars I and II, the Korean Conflict, the Vietnam War, and the Persian Gulf War. In all wars until Vietnam, post war active duty forces were larger than prewar forces. However, these active duty forces tended to be relatively small until the Cold War period. This thesis examines whether military interdependence among states is increasing or decreasing. Although it is impossible to predict the future, it can be deduced that military interaction is increasing as a result of current world events and stated Presidential policy objectives. In order for interdependency to reach fruition governments must create policy which allows mutual goals to be realized. If military-to-military programs contribute to U.S. political objectives then government policy toward military interdependence should allow the U.S. military to act as a catalyst for international cooperation as well as the guardian of U.S. security interests. This thesis investigates the implementation of President Ronald Reagan's active counterterrorist policy. The paper attempts to determine why the stated policy of "swift and effective retribution" was not carried out. This paper concentrates on the discrepancies between the numerous statements advocating retaliation made by Reagan and his top officials and the failure of these officials to administer the necessary orders for such retaliatory policies. Segre suggests that family homelessness is merely the latest and most devastating example of America's lack of commitment to children and families. The history of human services for children is presented to show that, both at the community and at the policy levels, this population and its needs have been neglected, subjected to fragmentation, and consistently downgraded on our lists of priorities. The societal values that have led to this situation are discussed and revealed as still reflecting an individualistic, frontier outlook, which is, however, becoming an anachronism. "Representativeness" is the theme of Shaun O'Connell's essay, "Representative Men." Reviewing six books, one about an actual man and five about fictional men, O'Connell sees them as attempts to define "representative men" of the 1980s, "an era," he observes, "when the worst were full of passionate intensities, particularly among men." Each antiheroic man in these books, he concludes, was "selfish, domineering, dangerous to women, and deceitful, yet each man was also committed to a system of values and ideas that made him an interesting case history — values which, in some instances, redeemed his failings."

This study set out to determine if the United States Air Force strategic defense doctrine requires changing. The researcher applied contextual content analysis to selected foreign policy statements taken from Presidential State of the Union addresses to determine if past doctrine and strategy changes were evidenced by the context and emphasis scores generated by the Minnesota Contextual Content Analysis (MCCA) software package used for this study. Use of the student's t-test showed differences in mean scores between years with no strategy or doctrinal changes and those in which such changes are documented. This study sought to highlight the evolution of certain trade practices in U.S.-international arms trade. Limited to the eighties, the study divided the decade into two halves: 1980-84 and 1985-89. For each of the nine trade practices considered, period profiles for the two halves were developed and subsequently compared. The population consisted of the eighteen largest (by dollar value) sales of the decade. They included Air Force, Navy and Army systems. Social workers have sometimes seen war as part of a larger system and as linked to other forms of violence or social evil. This article considers three kinds of analysis which identify different systems (capitalism, patriarchy, and exterminism), see the links in different ways, and lead to different practical conclusions. Each perspective is examined in terms of its capacity to explain the phenomena it describes and to identify a social change strategy that can eliminate them. Specifically it seeks to determine whether the rise of Khomeiniism in Iran inspired Iraq's Shi'ite majority to rise against the Ba'athist leaders of Iraq with the object of establishing an Islamic Republic. The paper focuses on the political activities of the Iraqi Shi'ites from Ayatollah Khomeini's rise to power in Iran in February 1979 to the beginning of hostilities between Iraq and Iran in September 1980.
