Securitizing Russia: Discursive Practices Of The Baltic States, Øyvind Jæger

Peace and Conflict Studies

The author argues that the security situation of the Baltic countries cannot be separated from the way the Balts themselves speak of security. This is a discourse of danger producing insecurity in pursuit of security. Moreover, this article is a study of identity by demonstrating how Baltic security issues are constituted by discourses of danger revolving around Russian Otherness and European Sameness. In conclusion, the following aspects are addressed: the prospects for the coming together of East and West in the Baltic Sea Region – and NATO’s role in this process – and whether this process will come to ease …

Explosives and mines from WWI and WWII still turn up on European and Asian construction sites, backyard gardens, beaches, wildlife preserves and former military training ground. For most countries, these discoveries are not isolated incidents but are the result of hastily cleared ammunition dumps, training ground, bombings and mine fields from these wars. In the United Kingdom, over 20 percent of the entire landmass has, at one time, been used for military training. The Carnegie Commission on the Prevention of Deadly Conflict has recommended through their research that three areas are important in the structural prevention of deadly conflict: They are Well-Being, Justice and Security.

The threat of the use of a biological agent as a weapon presents the American public with a potential for catastrophic consequences with massive loss of life and economic disaster. Reducing the effect of a biological warfare attack requires resources beyond those found within local or state governments. The integration of appropriate federal assets in a timely fashion will significantly reduce casualties and economic loss. Military medical assets support the federal response. This paper examines the overall incidence of disability, and specifically of motor-disability, in low-income countries of the world. It observes the attitude of society roward those suffering from disabilities, and argues that there is a need for long term support for services to the motor-disabled by the international community. In order ro generate this support, low-income countries must develop highly efficient services that minimize the call on international resources. Such services are likely to be outside government. They will be within private nonprofit organizations: ring fenced, transparent, and capable of regular audit.
