The nature of action and reaction that forms the basis for terrorist - government interactions creates a dynamic system. Understanding how this dynamic system behaves in response to key government activities can help the government better control the overall behavior of the system. The system dynamics methodology is one tool that can help the government solve specific behavioral problems within the overall system. This research shows the ability of system dynamics to help develop government policy towards terrorism that can directly affect a terrorist's behavior. Current infrastructure network models of single functionality do not typically account for the interdependent nature of infrastructure networks. Infrastructure networks are generally modeled individually, as an isolated network or with minimal recognition of interactions. This research develops a methodology to model the individual infrastructure network types while explicitly modeling their interconnected effects. The result is a formulation built with two sets of variables (the original set to model infrastructure characteristics and an additional set representing cuts of interdependent elements). This formulation is decomposed by variable type using Benders Partitioning and solved to optimality using a Benders Partitioning algorithm. Current infrastructure …

Within the application domain of military simulation systems, training and exercises as well as support to real operations require the coupling of the simulation system delivering the needed functionality with the Command, Control, Computing, Communications, Intelligence, Surveillance, and Reconnaissance (C4ISR) system providing the necessary data. In the summer of 2002, the city of Boston watched a fierce battle unfold between low-wage workers who provide child care and the social service agencies that employ them. Boston requires its city contractors to pay more than twice the federal minimum wage of $5.15 an hour to their employees, according to the terms of the city's "living wage" ordinance. The social service agencies, which receive government subsidies to run their child care programs, claimed that they could not afford to pay this rate. Peacebuilding and post-conflict reconstruction are multi-disciplinary from a governance, organizational behavior, executive development and field perspective. Rarely, though, are the tools of competitive advantage, project planning and conflict resolution software used to seek linkages with non-governmental organizations (NGOs) to coordinate resources, particularly to integrate the disparate sectors of landmine and UXO clearance, victim assistance and resourcing across industries. This major revision to the Code of Best Practice (COBP) for C² Assessment is the product of a NATO Research and Technology Organisation (RTO) sponsored Research Group (SAS-026). It represents over a decade of work by many of the best analysts from the NATO countries. A symposium (SAS-039) was hosted by the NATO Consultation Command Control Agency (NC3A) that provided the venue for a rigorous peer review of the code. This research generates a method for easy comparison of national military doctrines as they pertain to peacekeeping operations by using the Conceptual Model of Peace Operations (CMPO) as an organizational framework. Microsoft Excel is utilized as an interface as a means for individuals or organizations to compare individual national peacekeeping doctrines on an independent framework.
