"Anchor States" In U.S. Africa Policy And The "Big States" Controversy, Stephen F. Burgess

Journal of African Policy Studies

A question in African international relations is whether or not "big states" are capable of exercising hegemony in African sub-regions. U.S. policy towards Africa has included a focus on "anchor states" that appear to possess both the size and the capability of playing a lead role in stabilizing and leading their respective sub-regions. One of the criticisms of the policy focus is based upon the argument that "big states" are weaker and less stable than small states and that big states are bound to be destabilized by the burden of sub-regional hegemony and leadership in peace and stability operations. From the founding of the first tertiary institution in 1874, Seventh-day Adventist administrators and educators have grappled with the tension between faith and learning, a duality implicit in the sacred/secular curricula split in Seventh-day Adventist tertiary institutions today. This duality fails to represent the Seventh-day Adventist holistic life-view. In what is now Humboldt County and southern Klamath County, seven Indian tribes made their home: the Mawenok, Whilkut, Tsnungwe, Hupa, Karuk, Yurok, and Wiyot. They arrayed themselves upon the land and sent their roots down into the earth, so that they had become as one with the place. Their villages were of long standing, and even their individual houses could sometimes be traced back, by name, for hundreds of years. The concept of a sociedad in Latin America has undergone profound changes throughout this century. Following the example set by the French Code de commerce of 1807, the sociedad was initially viewed as a contractual arrangement between two or more partners who make contributions to a business for purposes of sharing in the resulting profit or loss, wherein a plurality of partners was an intrinsic component. Nonetheless, the notion of a sociedad has evolved to entail the establishment of a separate legal entity, making the plurality of partners requirement increasingly obsolete for its formation and/or operation.

Human activities have shaped river basins for centuries, significantly impacting river flood dynamics and the watershed's environmental health. This study examined how pre-European settlement land-use changes influenced flood frequency and magnitude on the Ocoee River, spanning the Paleo-Indian period (ca. 10,000 BCE) to the Late Mississippian/Protohistoric period (ca. 1650 CE). By analyzing archaeological evidence and sediment-based flood frequency and magnitude proxies, this study evaluated the effects of evolving land-use practices, from small-scale hunter-gathering to large-scale agriculture, on flood dynamics. This thesis examines the role of women as perpetrators of violence within the Nazi apparatus, challenging traditional narratives that depict them as passive supporters or victims of their circumstances. Through a Foucauldian analysis, it explores how ordinary German women were conditioned by Nazi propaganda, manipulated discourses, and social expectations to engage in acts of brutality, often without direct orders. Case studies, including Erna Petri and Ilse Koch illustrate how women actively participated in the mechanisms of state violence without rank or official status, raising critical questions about complicity and moral responsibility. In this paper, I argue that World Bank policies, democratization, and globalization are not geared to uplift the dire conditions facing the majority in Africa. Today most conflicts are not driven by "loud discourse of grievance" but by the "silent voice of greed." This paper examines the civil war in the Congo since the late 1990s through regional and national lenses. It contends that Congo's problems are not unique; instead, they reflect a larger phenomenon of the lack of synergy between geography and politics in the Great Lakes region. The stabilization of power in geographical spaces is the puzzle of building institutions not just in the Congo, but also among its equally weak neighbors.

This paper seeks to research the usefulness of art therapy with veterans and service members with posttraumatic stress disorder (PTSD). Theoretically, art therapy is thought to work by allowing access to non-verbal memories to be expressed and transformed into a trauma narrative, to be stored in memory in a way that does not interfere with daily life the way PTSD symptoms do. At just 1.85 million, Latvia’s current population is declining at one of the fastest rates in Europe. This situation is prompting the Latvian government to introduce policies seeking economic, political, educational, and cultural engagement with the country’s diaspora with the hope that some of the approximately 390,000 emigrants and their descendants living abroad will return to live in Latvia. Emerging technologies, particularly Artificial Intelligence (AI), often lead to unforeseen legal outcomes. Notable abuses in areas such as facial recognition, employment bias, and housing discrimination are well known. However, legislative responses to these issues either have been largely reactive or there has been no legislative response at all. In lieu of legislation, agencies have sought to fill the gap. For example, the Federal Communications Commission (FCC) recently proposed a rule mandating voter notification for all AI-generated political phone calls citing the Telephone Consumer Protection Act (TCPA) of 1991 as authority. Using Paul Cohen’s methodological approach in History in Three Keys, this thesis examines the construction and debunking of the myths of manifest destiny, the rugged individual frontiersman, and the “noble savage” Native American in the writing about, experience of, and representation of the settlement American West. First, it analyzes the evolution of the historiography from Frederick Jackson Turner to William Cronon. Then it examines the experiences of four families (the Grices, Grahams, Deems, and McCormicks) who settled in Iowa and Nebraska from 1850 to 1880.
